what works in las vegas may not work in nevada.s of state imposed a student teacher ratios and first, second, and third grade, student achievement in nevada has not improved. the nevada the part of education recently announced 142 of the 613 public schools in nevada qualify as the worst schools in the nation. that means 23% of our public schools are failing. i will not accept that. if 142 of our schools are not making the great, what we are doing does not work. throwing more money at this system will not change anything. continuing to allow unions to dictate education policy does not work, either. we need to reform. we need change. we need to rethink how we deliver public education in nevada. we need to make better use of existingÑiok resources. we need to empower local school boards to use their money to deliver the right programs to our children so they can achieve the best results. programs like class size reduction and full day kindergarten are based on good intentions, but programs cannot be judged on their intentions. the mus

[applause] i understand that henderson is where carey went to school as a boy and fought in the ring as an amateur boxer. looking at him, you would not say -- let's face it -- [laughter] but i can personally attest that harry reid is one of the toughest people i know. he does not give up. he knows what he cares about and what he believes in and he is willing to fight for it. sometimes, he takes his licks and gets back up. he has never stopped fighting. he has never stopped fighting for henderson. he has not stopped fighting for nevada. he has not stopped fighting for the united states of america and middle-class families that need a fair shake. nevada is recognized for one minute. ms. berkley: thank you, mr. speaker. it seems the very tough in las vegas right now. we have the second highest unemployment rate and very highest mortgage foreclosure rate in the country. people are hurting. we rely on our tourism to fuel our economy as our major industry. when the president singled out las vegas again by saying, when times are tough, you tighten your belts, you don't blow cash in las vegas, he's hurting the people i represent badly. what he should have said is that las vegas is the most amazing place to vacation. it's a bargain right now. and everyone should go and enjoy our wholesome family entertainment. our great hotels, our fabulous shows, great restaurants, shopping, convention space, gaming, our great weather. we are near the grand canyon and red rock canyon and hoover dam. las vegas has it all. that's what the president should have said. mr. president, words matter. and you need to watch what you say. your words are hurting the businesses and families that call las vegas home. and they are hurting me. i yield back the balance of my time. the

nominee, the senator from nevada, according to "congress daily" delayed her confirmation to ensure that taxpayer dollars were still being used to send federal employees to las vegas. senator reid has his priorities regarding the delay on this nomination and i have mine. he wants more federal employees able to come to las vegas, and i certainly understand his reasons. it's very important for his state. but i want federal employees in kansas city to work in a building with a roof that doesn't leak and doesn't have other risks of contamination. now, some are complaining about the delay of this nominee. the truth is that the majority leader could have confirmed martha johnson in may, june or july. in addition, the majority leader waited until thursday to file cloture and he could have picked any date in the last seven months but he waited until last thursday. we had thought we had -- we had made progress, and every time we thought we made progress, somebody in the administration pulled back that small step of progress. there are many reasons why a senator might wish to place a hold on a nominee that are related to our oversight responsibility, and i think it's
