two people and two dogs had to be rescued on lake michigan after their boat caught fire. this was about a mile and a half from the 24 hundred block of north lake shore drive on sunday afternoon. the boat was heading back to diversey harbor, when a passenger spotted smoke. shortly after everyone was rescued. the boat went up in flames. no injuries were reported. the bears have dug themselves into a hole, just one game into the season. bears hosting the bills on the lakefront. the bears overcame a ten- point deficit, but in the fourth jay cutler throws a bad interception... buffalo scored 13 points off three bears turnover. it's tied at 20 in overtime when fred jackson breaks to the left side and pushes chris conte out of the way for a 38- yard run. the bills win it with a short field goal. the bears had 427 yards of offense, but still lose the opener 23-20. full highlights coming up in sports. the kids and coaches from jackie robinson west are waking up in their own beds this morning.. after their big trip to disney world. j-r-w flew back to o'hare airport yesterday. their

for my constituents back home in chicago, that meant everything from wetlands on the shores of lake michigan to the inland streams that flow across the great lakes region. but two supreme court recent decisions in 2001 and 2006 changed all that leaving us with a confusing time consuming and frustrating process for determining which of the nation's waters are now protected under federal law and which are not. it is imperative that we close what has become a harmful loophole, and that's what the e.p.a. and the army corps of engineers are trying to do with their proposed rule, claring filing the scope of the clean water act. let -- clarifying the scope of the clean water act. the e.p.a. and engineers are acting within the authority granted them by congress under the clean water act to legally clarify the statute's jurisdiction. this clarity is desperately needed, especially in the great lakes basin. half the streams in the great lakes states lack clear water protection simply because they do not all flow all year. this lack of protection has taken its toll, slowing permitted decisions for respo

20th century emission as i pointed out and 1500 giga tons is one thn oird of the mass of water in lake michigan. that sets the scale of what we are talking about and you end up having to build a large industry in a 30-year time window. that's sort of the challenge ahead of you. as i started to think about this over the years and some of you, i'm sure, have seen this graph before, you really need three technologist. you need the ability to store the carbon dioxide in some form, somewhere. you need to deal with the big concentrated sources which are roughly half of the problem. and you will need, particularly for the negative emissions, the ability to pull co-2 back out of the air by some means or another. and i will talk about one of those in a minute. power plant capture i would really stress is not enough. power plants produce roughly 30% of the emissions and successful scrubbing will reduce the emissions by 70%, but we reducing 30% by 70% does not give you 100% reduction no matter how you do it. point sources even if i take all point sources only cover roughly half of all emissions and negati
