senator lankford. mr. lankford: mr. president? the presiding officer: the senator from oklahoma. mr. lankford: mr. president, this is a long-term issue. this is not something new. i'm amazed at the number of times that i run into people in oklahoma and say why can't we seem to get the budget done now? what's happened? i say let's back up for a second. since 1974, we've done a budget and done it correctly four times total. the budget act was created in 1974 right after watergate to try to create this more transparent process. what they created was a process so incredibly difficult to work that it's worked four times since 1974. we've only had two years since 1974 that we haven't had a single c.r. that's a continuing resolution. this body just passed another continuing resolution, meaning the appropriations process won't be done on time again this year, and that was settled today. the issues that we face with budget is not new. it's been 20 years since we've had no c.r. at all. this constant issue of putting the big budget issues off and trying to figure out how we're going to navi

like senator lankford's bill, my bill also includes provisions that will give d.c. courts new authorities to improve their operations. these provisions would authorize magistrate judges to serve in the probate division, which would help address the increasing number of adult guardianship cases, allow the courts to accept payments by credit card and check. imagine how late we are in getting to that. which would reduced a misk costs and i crease efficiency -- administrative costs and increase efficiency and small claims from $5,000 today 10,000, which would be the first increase in 20 years. and would increase access to the courts for plaintiffs with limited means, and authorize the chief judges to delegate their authority to improve reimbursements to court-appointed attorneys. currently the chief judges must personally you a prove these these sements -- approve reimbursements which diverts attention and resources away from more critical issues facing our courts. congress has the jurisdiction over our court system because, as i have indicated, it has jurisdiction over

. >> thank you, senator lankford. this is a pretty interesting committee. people don't realize we have two committees in one, we have homeland security and government affairs which is the senate oversight committee. we have as a result oversight pretty much over the entire prov federal government. we also have legislative jurisdiction which we try to use with secretary johnson in trying to codify some of the good work he's doing, improving the department of homeland security. but we also have legislative jurisdiction over national security procedures and federal records. and i would be remiss in my duty as chairman of the committee if i didn't devil a little bit in terms of, you know, what the mishandling of classified information by the former secretary of state. classified information, protection of it, is extremely important. if we mishandle classified material you can put -- put people's lives at risk. certainly if our adversaries have access to it it could change their calculation, their behavior may change. i can't think and haven't been in business t

senator james lankford of oklahoma. senator lankford, i served with james in the house. oklahoma is home of the tinker air force base and many others. senator lankford is on the homeland security, government affairs as well as serving on the appropriations committee. we'll talk more about that here in a moment. we're all new to the senate, and i can tell you we are scratching our heads trying to understand why this institution is not funding the department of defense. here are the facts. the department of defense appropriation, with defense appropriation passed the united states house of representatives in june on a bipartisan vote of 282-138. 48 democrats were part of that vote in the affirmative. i serve on the appropriations committee of the u.s. senate. we passed the defense appropriation bill out of the appropriations committee on may 26. now there are 16 republicans and 14 democrats on that committee for a total of 30, and it passed 30-0. it was a shutout. not one member on either side of the aisle opposed funding the defense appropriations. so i ask my colleagues
