you pointed it out and senator lankford reported that out.teve daines of montana, ron johnson of wisconsin. their concern about the treatment of small business versus corporations. you have the deficit hawks, lankford, flake and corker who are concerned about what's going to happen to our deficit. are we going to match this with some spending restraint? you have others that are concerned about whether or not the mandate, susan collins concerned about the repeal of the individual mandate is included. but i sense that this is a process that is coming together where there are people narrowing their differences, or nobody is saying it's got to be my way or the highway. people are saying is there something we can do together about it. >> martha: kind of felt like that with the for the health care but too. and then we saw what happened. i think there are a lot of people who would like to see this happen who are concerned when they look at this and they wonder if -- the white house says if we want tax cuts and we want to make it easier for businesse

i have don't mind corker, lankford and flake considering triggers. they're pointing the gun in the wrong direction. it shouldn't be a tax trigger that creates a self-fulfilling prophecy. neil: what about the spending cut trigger? where is that cut? >> take something we already know works, sequestration, which is what? automatic spending savings provision, we should apply that, because that is the direction the gun should be faced when the trigger is pulled. government spending is our long-run spending. government spending is crowding out and making tax relief and tax reform more difficult. corker should know this because he had a very good bill couple years ago to have put government spending on a downward trajectory and forced by sequester mechanism. neil: whatever backbone that was there, backup plan for that, it is going fast and maybe that will be evidencing itself very soon, emily, whatever spending deal they come to keep the government operating for another few weeks, before they address longer term next year. but i blame both parties. neither

if the vote was today would senator lankford be a yes. >> yes.s as a whole on the senate. i'm still working on specific parties of it. what i call a debt back stop to make sure that's in place and other aspects of it. this will get done. we have got to get this done for the nation. brian: the whole thing is i have heard you, senator corker, senator flake and senator murkowski say they want to get and season senator collins say they want to get to a yes. i have not heard that from rand paul and john mccain. what can you tell us on that? >> actually you have to talk to rand and john about that. i don't know where they are on that. i will tell you as we have gone through the process everybody, that includes everybody is trying to figure out a way to mike this the best possible document. this effects everybody america. so it should be right. not something that should be rushed but it should be done. hopefully be able to get that through. brian: the biggest obstacle for you right now senator lankford is? >> is the actual debt back stop. i want to make

lankford: mr. president. the presiding officer: the senator from oklahoma. mr. lankford: i have six requests for committees to meet during today's session of the senate. they have the approval of the majority and minority leaders. the presiding officer: duly noted. mr. lankford: mr. president, i want to be able to address this body to talk about an issue that we don't talk about enough, the deficit. it's an issue for whatever reason we've stopped talking about in washington, d.c. we're talking about tax policy, as we should. we're talking about disaster relief areas, which we should. talking about health policies, which we should. a lot of other things. we have stopped talking about debt and deficit. i think that's a mistake for us. see, as the trend has moved, since 2011, at a high point when the deficit spending that year was $1.3 trillion in overspending in a single year. since that point, deficits have gone down a little bit each year until 2015. in 2016, our deficit number, that's a single yea

and the national debt which has exploded in the last we 10 years, john mccain, corker, flake and lankforde are $20 trillion in debt and that is a problem, they want this to be deficit neutral because they don't want a filibuster. >> one of the things republicans platform on the economic side, we focused on reducing the national deficit. i can understand some of the people holding out until today, corker, mccain, mikulski, flake, they are holding out for different reasons, small business cuts. rob: don't go as deep as the corporate rate which they want to drop to 20%. >> i can understand that, something to carry the banner. i understand that. the national deficit, i understand that. if you look at the majority of people holding out, i felt these were personal because you got to look at john mccain who we know as this guy, doesn't like the president. rob: corker is getting on board. the second graphic shows people the impact on small as this is, johnson from wisconsin and baines from montana, these guys, a great deal in this tax bill too. >> i understand that fight and we all do. not just c

some of the concerns that it been laid out by senators like john mccain, bob corker, even james lankfordf oklahoma who said he wants there to be a debt back stock. something that would trigger some changes down the road if the growth doesn't materialize and that the debt begins to increase after these tax cuts are put into place. vonnie: the president said he will be more personally involved this time around and his have been a meeting at 12:30 with some of those finance committee members, none of whom have a problem with this particular bill. what will they need to give? >> right now, the list of people meeting with the president are supporters of this bill. toy will need to do outreach some of the senators who are worried about the deficit and the debt impact. they will need to convince some of the deficit hogs in the senate that this will not blow up and add to the deficit and will be made up with growth. that is an argument the white house has been making, but has not yet convinced and of senators to have a lock on the vote by thursday, so they need to make changes and tweak a few th

bob corker just got on board, but lankford another deficit hawk and they are concerned about this blowing up the deficit. i do think ultimately they will get there. i was glad to see that they kept the home interest deduction. i'm just wondering in these final shifts that that is going to go up or down. >> were very thin on on the controversial deductions for state and local taxes? susan collins was sanely keep the property tax deduction. >> the house and senate bills have taken different approaches to that question and keep in mind as does come down to the votes. in the house they had one approach, which lost the members in new jersey and new york but gained enough in california to pass the bill. the senate keep in mind will go through an amendment a process where they will have dozens and dozens of votes over a 12 hour. hearing about a day or so so that will tell us what the final bill is. keep in mind they could boost to republican votes. they had all 52 republicans. they could lose lisa murkowski or john mccain and still pass the vice president breaks the tie. a very good chance the h

that's why senator corker and james lankford are given a pause. this bill will probably raise taxes on folks who are at the bottom of the income spectrum. those are two fundamental problems that go way beyond gop civil war and go to the heart of philosophy and people's pocketbooks. >> let me quibble about that. he's fundamentally right. middle-class tax cut also expire and then they'll go back up. that's how they try to deal with the deficit issue. upper income taxpayers, wealthy americans get a bigger break because of the phasing out of the estate tax. >> big time. >> which is big. but if you're a wealthier american you probably end up paying more taxes because you lose deductions on real estate in the big blue states and high-tax states. so there is a mix here. there's no question. that's why a couple of senators are saying if you're so confident that this is actually going to increase economic growth, put a stop gap in there where we dial back some of these tax cuts if you're wrong. >> yeah. if you end up losing state and local, for example, in

i would be stunned if steve daines or james lankford votes against this bill. i guess it's possible but very unlikely. but corker, mccain, flake, these are people not friendly to donald trump but also people who have been very hawkish on deficit. i remember when john mccain was the nominee, talking again and again and again about how we are burdening our children and our grandchildren with this deficit. you know, i tend to think that those are the smaller group that are really going to matter. >> go ahead. >> it's the gop, remember? we can talk about what the debate is across both parties and then you have those numbers that the cbo is putting out, potentially carrying a lot more weight because chris was putting it in a different category than deficit. when you talk about gop ideology philosophy, what is cutting to the heart of where they feel sick in the pit of their stomachs, the deficit does matter to these people, especially those people on that short list. >> i remember all those conversations, chris cillizza in 2008. >> right? >> constantly about what you
