a video shot by a prisoner inside lansing state prison in kansas. and obviously what's going on there is the kind of thing that you'd call an uprising or a riot or an incident of unrest depending on your perspective or maybe depending on your politics. but the prisoners there did really tear the place up in one of the cellblocks at that prison. it is a medium security prison. as of that morning, the day they started tearing the place up, more than 14 members of the prison staff at lansing had tested positive and had been sent home from work. 12 prisoners who had tested positive had been moved into a medical isolation unit. now, we knew that from the prison on the day that the riot happened. but then this facebook live contraband cell phone video got out showing the riot, showing the prisoners saying, you aren't giving us help with this coronavirus. you aren't giving us health care. you want to give us no health care, well, this is what we do. just a couple of days after they got the prison back under control, there was this notice from the kansas na

on thursday we saw another protest at the state capitol in lansing. today we learned a detroit man has actually been arrested after allegedly making threats against the governor gretchen whitmer. why has all this turned so ugly? >> well, we're a state where people have very intense feelings. but quite frankly, there is a certain segment here that when you look at what's happening in lansing -- i'm going to divide it in two categories, these protests you've been seeing. there are people who are anxious about what's happening, they're afraid for their jobs, they want to get back to work, they want to protect their small businesses. and by the way, when they're protesting they're respecting physical distance and listening to what the scientists are saying. but there are a group of people that are being fanned by threat or by -- are being encouraged to divide us with fear and hatred. they're carrying guns. they're carrying confederate flags. they're carrying swastikas. and they're take a very tense, anxious, very fearful situation and just a little spark,

what are you bracing for tomorrow in the state capital of lansing? >> so i'm sad to report that it does appear that there is going to be another demonstration where there -- you know, i'm hopeful they'll practice social distancing and wearing masks, but if last time was any indication, that might not happen, and that's a problem. we're also seeing a lot of racist rhetoric around it and misogynistic and hateful, violent threats being made. that's something we have to keep our eye on. it's sad, because this is a small, relatively small group of people in a state of almost 10 million, where the vast majority are doing the right thing. but we're going to focus on this because it's outrageous. and i think it's really important that we can observe someone's second amendment rights and the right to dissent, something i have a great deal of respect for, but we have to do it in a way that doesn't compromise other people's public safety. these protests thus far have not done it that way. you think it's very concerning. >> it's legal for these guys to show up w

joining us now is paul egan, the lansing chief for "detroit free press." welcome to the program. >> hi, joshua. >> where does michigan stand with getting back to normal when it comes to reopening the state? and how is it dealing with this tension between the governor and the state legislature? >> michigan has started reopening gradually. recently green houses were reopened, golfing, which had been off-limits, permitted again. starting may 7th, construction goes back. that's a big one. real estate sales can start happening in person again. parking enforcement. anything that is normally done outdoors, forestry, those are all coming back may 7th. where the problem is from the perspective of the republican-controlled legislature is it's not happening quickly enough they believe and they would prefer much more of a regional approach. there are areas of the state that haven't had a single case yet, counties in the upper peninsula of michigan, for example, and they're pushing strongly to say some of these areas of the state should reopen much more quickly. >> reg
