political analyst larry gerston joins us to give us an idea of what to expect between donald trump andry clinton tonight. tonight presidential candidates ando >>> welcome back. tonight presidential candidates hillary clinton and donald trump will meet in the second of three campaign debates. the town hall format will allow a group of undecided voters to question the candidates directly. nbc bay area's political analyst larry gerston is here to break down all that's going to go on tonight. the town hall will offer such a different format. >> you're absolutely right. unlike the first debate where each candidate stood behind the podium, almost protected behind that podium, tonight is going to be different. each will sit at a bar stool. they will have a handheld mike. members of the audience will ask questions on any topic, making it very difficult for the candidates to respond with those canned answers or cute one-liners we often see. no doubt, we know it's coming, someone will ask trump to account for his lewd remarks about women in that now famous or infamous 2005 tape released friday.

and now political analyst larry gerston join ises us to sort some of this out. 17.how does that sound? is that a lot, a little? >> it's the largest number of state propositions, not just in your mind here, it's the largest number of statewide propositions since 1992 and for a reason, michelle. most of these propositions are initiatives which appear when sponsors secure voter signatures equal to 5% of the votes cast in the previous gubernatorial election. when that happened in 2014, there was an unusually low voter turnout. and that made it easy for initiative proponents who usually spent $3 to $10 for each ballot signature. even then collectively sponsors spent $48 million just to qualify these initiatives, $48 million just to get them on the ballot. >> that's incredible. >> it sure is. >> how much are you predicting opponents and supporters to be paying that time around? >> they will in all likelihood set a record. as of september 30th supporters and pomenopponents have spent $ million, less than the record of $472 million spent in 2008. but given that the next fiv
