in london. ♪ michael: this is "bloomberg surveillance." larryin "the washington post" this week -- michael: so are we near financial instability? tom keene had a chance to sit down with larry summers to discuss that very question before he left dubai. larry: in order to believe you should raise rates for financial stability reasons, you have to believe there is a serious problem of overconfidence, of bubble formation. it seems to me that most of the plausible bubbles are no longer plausible bubbles at this point. perhaps you could have said there was a bubble element in the high-yield on market at some point, but you certainly cannot say that today. we said that about emerging markets at some point. you cannot say that today. you could have said that about commodities at one point. you cannot say that today. the notion of raising rates today as a prophylactic against financial instability seems quite odd. i think we are much more likely to have problems that come from under confidence in financial markets than problems that come from overconfide

francine: larry, michael is making the point that we don't know how much information there will be toose what various countries are doing. how do you look at it from a finance perspective? sustainable finance could be a potentially good investment if we have an agreement. larry: an agreement is one thing is even sustainable finance surely part of the solution, but ultimately one of the big challenges we will face is the price of fossil fuels. inevitably, the demand will want to go up. the current it should really take right now is for countries to begin to impose taxes at a time when prices are declining. consumers won't feel so much paid, but it -- so much pain, but it is a key ingredient. location here is key. it is one thing politically to be seen as on the same page, it is another thing to follow through. intomichael, when you go 2016, what are you going to talk about? you guys are encyclopedic on this. what should we focus on, given -- we are going to get a handle and we are going? mr. levi: so i am focused on what countries are doing on the ground to follow through and how they
