i do want to add that the fact that increasingly, it's not just hispanics from latin america who are in the country illegally. some of the rising populations are the biggest number of unauthorized immigrants we have seen are actually from other countries outside of latin america such as china, india. some of these other countries. and as a matter of fact we have seen the tide of mexican immigration reverse. we have more mexicans going back to mexico than coming into the u.s. and the pugh research center came out with a study where of the total unauthorized population in the u.s., less than half of them are mexican, which is historic for the first time they have recorded something like that. it's a trend we could see into the future as we have more people from other countries trying to get to the u.s. i also point out that the way they are getting into the country is increasingly through visas and they are just overstaying so they come here legally. at least on a tourist visa or other type of visa and once it expires they remain in the country and the u.s. doesn't have a very reliable

latin america was populist long before we were populist.hey were traditionally left somewhat alone. venezuela had the advantage of having such a huge oil economy that was such a large exporter and when we had oil prices where they were at the time above $100, it was an incredible boon to their economy. there was a tremendous amount of investment down there. it was looked at as a darling. there are always infrastructure issues there, getting distribution of wealth, but when we look at what has happened since over the past decade in terms of the level of corruption in venezuela, the stifling wealth inequality that now exists in that country, every government confronted with massive scandal across core industries, and actually to appoint goons squads in some respects with maduro taking out opponents, it is a throwback. frankly, i'm not sure the world is watching as much as it should be right now. oliver: you guys look at something that everyone is focusing on, which is taxes and what the trump administration will do for companies and individua

it's a growth rate that compared well to latin america. actually going to decrease if you take mexico outside of the equation by 1.6% in 2016. it compared well to the u.s. it compared well to europe. it doesn't compare well to our expectations. we would have wanted to do better. we would have wanted the reforms to take us to a larger level of growth, but relative to context, that level of growth is quite a robust one. and there's an additional complication from the perspective of government, we only have three tools that we can use to create an environment conducive to growth. we can do fiscal policy. we can do monetary policy, and we can do structural reforms. fiscal policy was there for mexico in 2008 onwards. and mexico used fiscal policy as a counter cyclical instrument after the crisis. we had run out fiscal space, and we have been fiscally consolidating and sending signals to the market that we will continue to do so. but that means that fiscal isn't help in terms of growth. monetary policy was a comaudative monetary policy for a lon
