good morning. >> laura, good morning.irst of all, if you don't know what they are metal or plastic tubes with nicotine, water and other products that produce an odorless type of mist, often flavored because they're sold in different flavors. different than the type of smoke and ash and by-products you get from a cigarette. for that reason, the industry says they're much safer alternative. but the fda wants to know for sure. they're proposing that these companies have to register with the food and drug administration, which would require them to produce a list of ingredients and how these things are made. the fda would then be able to issue warning labels if necessary or tests to see whether or not they think the devices are safe. it would not initially regulate advertising or internet sales. speaking of sales, we're talking about a $2 billion industry here. it's something that has been around since the '60s although more popular in the last decade. there are questions about whether with so many flavors out there, hundreds

"today in the bay" bob redell live at the scene with the investigation. >> good morning, peggy and laura. san jose police have been out here because of an accident that happened just after midnight. it's hard to see, but if you were to push in across the expressway, you'll see a vehicle that is up against a telephone pole and into it is another vehicle that is hard to see that went into the field. these two cars collided. one was going down almaden and the police have also said they have not been able to figure out whether or not alcohol was involved. but just one person in each car, obviously, the drivers. they are both in the hospital in serious condition. as a result, you have the northbound direction that is shut down and coleman is still opened in the southbound direction but coleman is shut down at this intersection. more than anything, this is a commute problem until san jose police are able to clear that scene and it's not clear yet how long that is going to be. again, two veh
