. >> let's bring in cnn congressional correspondent lauren fox. lauren, in that last round of voting, 20 republicans voted for congressman jim jordan who, of course, had nominated kevin mccarthy. what is he saying this morning? >> reporter: well, it is such a remarkable moment on the floor yesterday, erica, where you had jim jordan actually nominating kevin mccarthy to be the next speaker, meanwhile, he is getting complete unity from that group of hardliners who are voting for him on the floor for speaker. now, he did tell our manu raju yesterday that he is not interested in the job. >> is there any chance that you may be speaker of the house. >> no. watch yourself. no. i'm being clear, i want to chair the judiciary committee. >> reporter: and jim jordan could be a very important linchpin to trying to deliver these votes that kevin mccarthy needs because he is so close to the house freedom caucus, he's close to many of the hardliners, the hope being maybe he can help negotiate some way forward, but right now just not clear what that path is. erica?

we go to lauren fox.ing this, and the votes going again and again, and the failed vote is still going on, and the speaker of the house being failed has consequences, and at this point, we are not close to getting a speaker. >> yes, erin. that means that they are not legislating and not doing what they are sent here to do, and that is meaning a lot for the moderates who are making the argument time and time again on the floor. there is a mess and a circus happen, but they are not passing legislation, and they are not working on things that the republicans ran on -- securing the border, trying to rein in the budget, and those items can not come to the floor, because they are not sworn in yet, and i spoke to house speaker nancy pelosi yesterday, and she said what if january 6th occurred and the lawmakers were not sworn in, and they could not count the votes for the presidential election, because the speaker was not sworn n and she said thank god that the democrats were in charge, because she said that the re

lauren fox is standing by. phone calls, sleepless nights, lots of back room and basement discussions. what is happening right now? >> reporter: there aren't many options right now, kate. kevin mccarthy doesn't have the votes to be the next speaker. he showed that three times yesterday. the options today are twofold. they can either go to the floor and vote or potential try to adjourn to give themselves a bit more time to wrestle this out behind the scenes. so far the discussions are not yielding any more yes votes for mccarthy, but the question is whether democrats will allow mccarthy to try to adjourn to give himself more time. i think it would depend on how long they want to adjourn for. we are hearing democrats will try to whip against adjourning until tomorrow, so it's a sense of the pressure cooker. meanwhile, the president of the united states making a clear statement about what he thinking of this mess over on the other side of pennsylvania avenue. >> for the first time in 100 years, i really mean it. th

cnn's lauren fox is joining us. i know they broke overnight. they were going to come back at 8:00.journ. what has happened in the hours as kevin mccarthy appears to be making more and more concessions that would weaken him even if he does become speaker? >> yeah. those concessions the big news overnight, kaitlan. one would lower the concessions to lower a vote to oust the speaker. a month ago that was a majority of the conference. a week ago it was five members. last night mccarthy offered just one member. that's something that would erode a speaker's power. they have to raise the debt ceiling. they have to fund the government. they have to pass a farm bill. kevin mccarthy is looking over his shoulder knowing just one member can threaten his speakership, that is going to be a major problem. other con selgss he made, this one is really important, he offered freedom caucus members more positions on the rules committee. they are the committee that governs the house floor. they decide which bills come to the floor, under what rules those bills come to the floor and how many amendments

lauren fox live on capitol hill where lawmakers are arriving for closed-door meetings. stands. do we think there will be movement this morning? >> reporter: this is really an unprecedented moment in part because we don't know what is going to happen next. we know there's going to be a vote for the speakership and we don't know if kevin mccarthy has the votes. all signs right now putting to the fact he still has considerable work to do. this meeting going on behind me in a couple minutes is going to be important for kevin mccarthy. that's because he's trying to make sure that he can win over those last remaining conservatives who right now could really number nearly a dozen. we have five conservatives who said they are voting against kevin mccarthy. there are nine more who signed on to a letter on sunday night saying they still had issues. scott perry, one of them, sent out a statement this morning saying he still has concerns about kevin mccarthy coming to the negotiating table a little too late. it shows you how much work is still to do here. meanwhile, allies saying t

. >> cnn's lauren fox is on capitol hill. lauren, this morning is congress doing its job? what's the status of negotiations? feverish talks going on right now no doubt. >> reporter: the capitol is mostly empty right now, john, because it's recess up here. but one of the things to keep in mind is that the clock is now talking on this debate. the moment you're seeing right now play out is everyone is retreating to their corners. if you remember, kevin mccarthy, to get the job for the speakership, he agreed to a key concession from hard conservatives on his right. they were arguing they wanted to use the debt ceiling to extract maximum concessions on spending from the white house. meanwhile, the white house and democrats are saying they are not going to negotiate. they are not going to have a conversation about spending cuts as it pertains to raising the debt ceiling. everyone dug in. a few players to keep a close eye on, one is chip roy, a republican from the state of texas who was part of the negotiations with kevin mccarthy and has really been a fiscal hawk for a long time

lauren fox, thank you so much. it's remarkable.e'll speak to three of the republican lawmakers involved in this today, ryan zinke, ryan davidson, and carol miller. >>> the buffalo bills say damar hamlin is showing signs of improvement, but he's still in intensive care. adrienne broaddus is live with us in cincinnati for more. doctors are saying his condition is improving? what are they saying? >> reporter: that is the last update we received from the buffalo bills saying damar's condition improved yesterday and overnight prior. we know he is still in the intensive care unit in critical condition. we spoke with his family member, his uncle, dorian, earlier in the week. and when i talked to him, he shared with me that his nephew was turned over on his stomach. that was a move he says by doctors to help alleviate the pressure on his lungs. he also told us the next step was doctors wanted to get damar breathing on his own. it's unclear this morning where damar's medical team is in that process. we did hear from the nfl's troy vincent.

lauren fox is here. you've been doing reporting here.er? >> there's one man in the middle and that is tom emmer. he is the republican and he has the tough job of keeping the republican conference in line. i talked to him this week about what his message, style is going to be to make sure the narrow majority doesn't go off the rails they can accomplish legislation. he said he has a lot of experience both in the state house and a youth hockey coach in minnesota. he said one of his styles is to be direct to tell people what he knows and doesn't. he said his message to conference this week was simple. i need to know your personal business. he said, quote, we are not in the business of discussing your business but you have to view uus as a law office, business comes in but it doesn't go out. he said absences really matter when you have a tight majority, you also can't have any last minute concerns about legislation, he said they need to come to him early and often when it comes to bills. and this is going to be such a challenge for tom emmer

cnn's lauren fox joins me now. carthy has given into just about every single demand asked of him. what are the sticking points at this point? >> well, think one of the sticking point is that he just has some members who are going to vote no tomorrow including ralph norman who i tagged to earlier who said his big issue isn't the results package but making sure that there's a balanced budget. he just isn't sure that mccarthy is going to be good on his word when it comes to that issue so he's going to be voting tomorrow for andy biggs, the conservative alternate candidate. that is a major problem for kevin mccarthy because he can only afford to lose four votes tomorrow. like you outlined, he has more than that on the fence or strongly opposed to him going into tomorrow. he tried to assuage concerns last night touring a private conference call saying he was willing to lower the threshold it would take to call for a vote, essentially fire him from the job he really wants. he said he was willing to lower that threshold fr

>> let's go to lauren fox now and, lauren, you're hearing there is a very real risk that mccarthy isoing to anger the 200 or so already in his camp, the more mainstream republicans by ceding too much power to these 20 rebels? >> that's right, jake. one thing you are hearing from moderates is this fear that the house is just going to be ungovernable, that there's not going to be legislating that can happen here because all the time kevin mccarthy is going to be looking over his shoulder trying to understand if those hard-liners are just about to try and oust him once again. i will say i was standing outside a meeting for about three hours of many of those hard-liners when they came out of that meeting, none of them told me that they were now going to be voting for kevin mccarthy, in fact, one of them, representative bob good told me i never had to ask him again. he's never going to be for kevin mccarthy. like manu noted it's very important today to watch whether or not kevin mccarthy loses additional vote, whether he's able to even peel off one of those hard-liners in his direction. i

lauren fox, let's kick things off with you. you have a little more information on this meeting with the mccarthy holdouts. what are you learning? >> reporter: we expect this meeting is going to be really important because it is a key sign of whether or not these lawmakers are going to get behind kevin mccarthy today, tomorrow, the next day, next week. i think one of the things we're going to be looking for is if these concessions are really making a difference. the most important one that you pointed out, of course, lowering the threshold of how many members it would take to force a vote to oust a sitting speaker, just from five members now down to one. the other concession that kevin mccarthy made that will fundamentally really change the way that the house could function is he promised to put more members of the freedom caucus, some of the hardliners on the influential rules committee. that committee sets the agenda for which bills come to the floor, how those bills are structured on the floor, how many votes they take, what

nancy pelosi should be executed and was kicked off committees because of some of those views and lauren fox, now she's on homeland security. that is not the only committee appointment that is getting some attention. what else is happening there? >> reporter: yeah, i mean obviously marjorie taylor greene is a significant character in the republican party and she's seen as somebody who is a hard-liner on issues like immigration. now, she's going to be serving on the homeland security committee and also going to have oversight over investigates into biden. his family members and any other issue that the oversight committee wants to take on so that is another significant appointment and like you said she's not the only controversial figure in the republican party to get a committee assignment yesterday. paul gosar, another member of the republican conference who was kicked off his committees from democrats in the last congress, he also got back his committee assignments he had had previously after the steering committee meeting, he is going to be serving on the oversight committee as well as th

lauren fox, thanks so much. joining us now republican from florida mike waltz who has voted for kevin mccarthy on all nine ballots. congressman waltz, i assume you're going to vote for him for a tenth time imminently. well, you're in the ws. so you've got some time. are you getting frustrated? >> oh, yeah, i'm frustrated, jake. i'll be honest with you. i mean, just today i was supposed to get a classified briefing on china's space program. we were supposed to go over how the pentagon was going to lift its vaccine mandate. so there are all kinds of things we should be doing. we should have had a china select committee by yesterday. two days ago we had a bill to defund the 87,000 irs agents that are going to go after the middle class. there is so much work to be done that we were elected to do. a lot of negotiations have happened. but we can't get a clear pathway to 218 and get to work. i'm ready to get to work. >> how many ballots do you think this is going to go to? i'm sure you've been reading up on the history

lauren fox is on capitol hill. so where does that leave things, lauren? >> reporter: yeah, i mean, so far those republicans that the white house might have hoped would come and see their side of this debate are not getting there. in fact, they're telling our colleague manu raju that they think the white house is making a miscalculation when they say they are not going to be willing to negotiate on the debt ceiling. if you take a step back there's still about five months to have these talks, to have these negotiations, a lot is going to play out between now and june when that deadline is expected, but one thing we should keep an eye on is do those moderates stand strong? do those republicans who come from districts that even biden might have won, do they feel like the white house is overplaying their hand? so far that's the case. the reason that the white house cares so much about those moderate republicans is there is an ability in the house of representatives if you got every single democrat and a handful of republicans to sign on to what is known as a d

to lauren fox.ow on the floor here is they wrap up the vote which was a fail for mccarthy. >> reporter: yeah, what you're seeing right now is the fact that after this extensive meeting in tom emmer's office you see that byron donalds still voted for himself here. they are trying to finish up calling this roll. right now there are 19 votes against kevin mccarthy, obviously this is not great news for kevin mccarthy given the fact that that is similar to what we have seen over the last several days and obviously far away from getting him the votes he needs to be the next speaker. erin, we are still waiting to see if scott perry is voting. that is going to be a key vote to watch as well. >> all right, thank you very much. lauren. and david urban, so still waiting on scott perry, chip roy who had not said no to manu raju a few moments ago has been in the heart of these negotiations, still standing by donalds. >> we were just talking here off the air that, you know, the kevin folks are hoping -- >> you ar

let's bring in lauren fox with more details on this one. where we are right now because the question has been how many more rounds of voting can kevin mccarthy survive. they've been trying to hold off votes in order to negotiate and now what do we have? >> reporter: a key question is whether or not he could pick up any new votes on the floor. if that is what decision they're going to make. if they have to vote because they can't get off the floor and they don't have the votes to adjourn, it means that kevin mccarthy is in a position where everyone is going to be watching if he loses additional votes. we just spoke with kevin mccarthy, our colleague jessica dean saying he still believes they're having positive discussions but did not say when he predicted he could lock up the speaker race. that very key here, kate, because like you noted, some allies are beginning to say this is gone on too long. and they are not really sure how much longer kevin mccarthy could keep this up without making a mockery of what is happening here on the house floo

with me, cnn's audie cornish, lauren fox, lauren barron lopez and carrie cordero.gislatures act what is the next big legal challenge that may make its way back? is it over abortion pills if a state says you can't mail them into, let's say, mississippi, or alabama, is there a federal issue there? is that where it will head? >> it can potentially, i think the critical part is what the dobbs decision did in june is it just eliminated the constitutional right. and so that's why we're seeing the dobbs opinion in part said that it would settle things more for the country and what we're seeing is that the exact opposite is happening is that now it's state-by-state and depends on the political landscape and legislative landscape of the state so in some cases there could be individual state laws that push restrictions on medical abortion, for example, and in addition to that, there is this question as to then whether or not that eventually would end up at the federal level, but i think the dobbs decision really did for a long time in the foreseeable future push this to stat

lauren fox is live on capitol hill. lauren, what are we expecting to happen?heard lauren davidson say the hard liners are meeting now. what's next for the broader republican party? >> reporter: well, kaitlan, that meeting you're referencing is critical to seeing whether or not mccarthy is able to cement enough of the hard liners to actually vote for him on the floor of the house, or at least vote present. one of the key questions is whether or not the concessions are enough. one of those concessions, lower the threshold of how many individuals it would take to call for a vote to oust the speaker from five to just one person. i am hearing this morning from one moderate who said this discussion is ultimately going to make the speaker so much less powerful than they have been in the past. this person telling me i don't like the rules, but i'm willing to hear the discussions. these handful of folks want a weak speaker. the public won't like what they see from the gop. that's the concern this morning from a lot of members who don't want to empower these round table

. >> let's go to lauren fox live on capitol hill with more. lauren, good morning to you, the reaction on the hill from santos getting two committee assignments. is everyone saying let's see what happens from here? >> reporter: that is certainly the response you heard from republicans yesterday, coming out of the steering committee meeting. we should note the steering committee is often nicknamed the speaker's committee. that is because it is full of his allies and it often reflects the speaker's wishes. so it's significant that george santos was seated not just by this committee but also because it reflects the fact that kevin mccarthy throughout the last several weeks has been arguing that george santos was elected. he was elected and represents a million people and therefore, while the ethics investigation plays out, he believes that george santos should be seated on committees. now he got two committees that are not known as a-list committees. they are not as high profile as financial services or foreign affairs committees he wanted to have.

lauren fox is live on capitol hill with more to explain it all. hopefully you can explain it because there's a lot going on. good morning to you, lauren, one day until the big vote. is mccarthy going to have the votes? >> that's the key question and i don't think anyone here has the answer to it. mccarthy hoping he has the votes but doesn't look like he's secured them. this is after a week of intense lobbying between christmas and new year's, seeing what he could give conservatives to try to win them over. last night he made a clear concession to conservatives on a private conference call telling them that he would be willing to include in the rules package a lower threshold of what it would take to call for a vote to oust the speaker from half the conference to five members. that's something that moderates are opposed to, but something they could rally around if it delivered mccarthy the votes he needed. but on that call, matt gaetz said he's still a no. that led to a lott of frustratin on the call. but they're still unsure if he's going to get if

lauren fox, thank you very much. can happen in the next 24 hours or so. >>> joining me to discuss is christian soltice anderson and as we pick up where lauren left off, talking about the multiple ballots, representative bob good, who was a hard no against mccarthy, he said there will be a new speaker candidate set to emerge in the second ballot tomorrow. given everything we've seen and mccarthy has given up at this point, if it's not kevin mccarthy, who is the next speaker? >> the fact that there's not an easy answer to that question is one of the things that is making it most likely that kevin mccarthy will ultimately prevail at this point. there's not a concerted challenge being organized against him that has a real credible figurehead leading is. right now, even though there's a lot of talk about, you know, who folks don't want to vote for, there's not a lot of clarity on who would be that next person to step up. the other problem that folks are sort of grappling with is leaders normally have a lot of things they c

lauren fox on capitol hill for us this morning. uren, another former vice president, another set of classified documents. >> reporter: yeah, lawmakers both surprised and stunned yesterday at this news. lisa murkowski telling me just wow when she heard the revelations. mark warner, the chairman of the senate intelligence committee, he reacted holy heck and then told reporters, quote, i would have thought a year ago when this started coming that anyone who had one of these jobs would go back and check. check your cl closets he implor folks who have held these jobs as the president, vice president. lawmakers are now weighing is there something they need to do? is there an investigation that needs to happen? is there some kind of legislative solution? you heard lindsey graham yesterday talking about the fact that perhaps this country has an over classification problem. here's what he said. >> i don't know how this happened, we need to get to the bottom of it. i don't believe for a minute that mike pence is intentionally trying to compro

. >> i want to check in with lauren fox on capitol hill. lauren, how is this going in terms of the speaker's -- or kevin mccarthy's supporters, is this going worse than they anticipated. >> reporter: yeah, this is going a lot worse than they anticipated, anderson, i was on the phone all last week into the weekend early yesterday into the evening last night, everyone sort of thought that mccarthy would lose a handful of votes, that they would probably have to do this a couple of times, but we are at nearly 20 votes now that he is not getting. that is even more than what bob good, a republican from virginia who opposed mccarthy predicted in recent days. that just tells you how much ground mccarthy would have to make up and also tells you how much trouble is coming down the pipe in the future for the republican conference. even if they can get past the speaker's vote how are they going to legislate on common sense legislation when it comes to having to have republican unity? it's a real problem, anderson and, yes, this is certainly a lot worse

cnn's lauren fox joins us now. lauren, mccarthy has arrived for another day of negotiations.hat did he have to say? >> reporter: yeah, day four, vote 12 coming up. we expect around noon today. and the expectation is we will learn a lot more after this 10:15 republican conference call. kevin mccarthy arriving on the hill just a few moments ago, telling my colleague nicki robertson, quote, we're going to make progress. we're going to shock you. the question, what is he going to tell members at this 10:15 call? is there some kind of deal that has been brokered with those remaining holdouts, the 20 or so members? is that any agreement just going to pull all of them along? is it just going to pull a handful of them along? remember, one of the question marks here has been even with these concessions can he get some of these hardliners who have vowed to be never kevin, never voting for kevin mccarthy, one of them bob good telling me yesterday i never needed to ask him again if he supported kevin mccarthy because he never was going to. so a lot riding on this 10:15 call today and we

's so important to fact check the reasoning that mccarthy has given for booting the two of them, lauren. >> reporter: yeah, mccarthy has been warning this was the decision he was going to make for months and years now. ever since democrats voted on the house floor to reject two members from their committees, to kick them off committees, paul gosar and marjorie taylor greene, for making threatening comments at the time against their sitting colleagues. that was something that house speaker nancy pelosi said warranted action from house democrats. kevin mccarthy said this last night about his reasoning for kicking schiff and swalwell off the intel committee. >> this is not anything political. this is not similar to what the democrats did. but integrity matters. and they have failed in that place from adam schiff using the position of the intel chair, lying to the american public again and again. >> reporter: but mccarthy has been warning for months now that this was the action he was goin

lauren fox is live on capitol hill this morning. ccarthy has been working behind the scenes for weeks now to secure the votes that he's need and made some concession as long the way but at this point is everything that he promised made a difference? >> well that is the real trouble for kevin mccarthy, is the fact that he has made some very important concessions and he announced one of them on a private conference call of republicans where he told them he agreed to reduce the number of individuals it would take in the house to try to oust a speaker. basically right now the rule is that you cannot bring up that vote unless you had a majority of the conference. but woe change that threshold to just five members. that is a key, key important distinction for a lot of conservatives who have been fighting for that. but matt gaetz, one of the republicans who is opposed to him, said on that call, he was still a hard no, jessica. and then after the call, nine republicans released a letter saying they still had concerns. just to remind people b

lauren fox heard you tell mccarthy quote stay strong. how many votes can he loose on before people like you who support him start to think maybe we need to go with schteve scalise, maybe we need to go with somebody else? >> i would say yeah, there are some that like the attention in my party and the majority of my party supports kevin mccarthy, as do i but the -- what i look on the house floor, you know the happiest are the democrats. they love this. >> oh, yeah. >> they love the chaos on the floor. they love the fact that we're looking divided as a party and not united and i think that hurts the party. i talked to kevin mccarthy. right now there are no other options other than a test of wills if you may in terms of who will blink first. but at some point someone will have to blink for us to get to 218. the only other option jake is the option which would be to move to not a vote of 218 but a plurality of the votes. that means whoever gets the majority of the votes where that is dangerous is that you could have a democrat become the spea

let's go to cnn's lauren fox on capitol hill because she spoke with republican leader kevin mccarthy who appears right now to be headed to another defeat in his attempt to be house spe speaker. what does leader mccarthy have to say? >> reporter: he's remarkably upbeat for someone on their third ballot of the speaker vote, knowing there may be no end in sight tonight. he says we will stay in it until we win. he says he expects the votes will eventually change. i pushed him on this as did other reporters on this scrum. i said what circumstance is going to change? how are you going to convince republicans? he just said i know the path. then he entered the house floor. he was told by another colleague, representative mccaul to stay strong. it paints this picture right now of someone who doesn't really have a clear path to the speakership but is certainly putting on the facade that there is some kind of way forward here. i think that confidence he's trying to project right now is part of why allies say they are going to be with him this ballot, the next ballot, however long it takes. they

. >> i want to go to lauren fox. you have been watching kevin mccarthy on the floor talk to other members. what have you been seeing? >> well, if you are thiinking about the moment that kevin mccarthy is in right now not getting these votes on the first round of balloting, it is amazing to watch him on the floor. he seems very upbeat, and shaking hands with the people, new members as well as their children, and you are also seeing that he is huddling with the allies, and he is not trying to go across the isle to win the conservatives in this moment, because he knows that they are standing against him, and he is not trying to win them over with the side discussions at least not right now, and maybe this is coming because after the conference and the meeting that was heated according to many source, there is no goodwill to try to win them over, but it is an amazing moment, because when i have seen the negotiations nap the past in the senate and the house, and when the votes are not, there you will typically see the lea

lauren fox joins us now. yesterday they had these three votes went on for hours and then moved to adjourn after we heard that kevin mccarthy wanted them to keep voting. what happened in the hours after that. >> reporter: these hours are key. the day starts with the fiery conference meeting with kevin mccarthy going in, saying i deserve this job look at what i've done for you, how hard i've worked for us. that didn't win any votes. we saw the three subsequent votes where he fails to get the job done. then he goes back to his office, tries to reach out to some of these folks and we know his deputies are trying to work votes. even if you don't have a good relationship with someone, perhaps someone you're close to, someone on your leadership team might be able to reach out and change minds. conservatives are also whipping their own votes according to our colleagues melanie zanona, that they're still trying to win over their conservative majority. meanwhile, kevin mccarthy still pretty upbeat. here what's he told

let's start with lauren fox. kevin mccarthy's allies are frustrated. are they suggesting they know of any path out of this? any way to pick off these rebels? >> reporter: there's a lot of concern about how they are going to get out of this box in the speaker's race with the fear that kevin mccarthy even if he emerges, even if miraculously he can get the votes at this point that he will be severely weakened. what one ally told me, he probably has another 24 hours to get an agreement. if he can't negotiate to get an agreement on speaker, it means he won't be able to negotiate and get to 218 on anything controversial. maybe nobody else can either. but he certainly can't. this person said he hopes that mccarthy can get there but just to remind people back home, there is so much left to do for republicans if they're going to have this majority. if they're actually going to be able to govern. they have to pass a debt ceiling at some point. they have to pass other controversial bills when it comes to any disaster aid, a spending bill, a farm bill. all have be

. >> straight up to capitol hill and cnn lauren fox is there. wow. the math problem for kevin mccarthy. better? worse? same? >> reporter: exact same place. in fact, just got off the phone with one republican, ralph norman, who told me he is still a no on kevin mccarthy. was one of those five never kevin votes who is saying this morning that he still has not seen enough from mccarthy to turn around and vote for him tomorrow on the floor. that leaves mccarthy short the votes, and it leaves mccarthy's allies ready for a floor fight coming around once in a century. last time saw multiple ballots in a speaker's race. as you said, many things kevin mccarthy tried to do over the last several weeks to try and win over some of those conservative holdouts. so far, nothing he has done has changed the arithmetic for him tomorrow. one of the things he tried to give them yesterday, lowering threshold of number of republicans it would take to go to the floor and request a vote to oust the speaker. the number now, majority of the conference, but he's saying he would

lauren fox is on capitol hill. so the clock is ticking on this debate as you heard from john. you see there implications of this yet we seem to see everything all quiet behind you. where do things stand regarding negotiations this morning. >> reporter: lawmakers are actually away from washington on recess during this momentous day. but there are several months to still have these negotiations. and that is because the treasury department has said they are going to use extraordinary measures to make sure that the u.s. doesn't actually hit that debt limit in terms of the defaulting on the debt until likely more close to june. so that is something to keep in mind here. the issue right now is that both sides are really retreating to their talking points. you have the white house saying that they are not going to negotiate on lowering spending as part of this discussion. that the u.s. has already spent this money and this is simply just paying the bills that the u.s. has already committed that they were going to pay. so that is where the white house stands today. meanwhile, you have

lauren fox joins us now. run us through what kevin mccarthy is thinking about giving away even further to these hard-liners if there's anything left to give. >> reporter: he made it clear on this call just a little over an hour ago that there wasn't an agreement yet with those hard-liners, jake. that's significant. we do know what he's already given up and it is so significant in terms of the power the speaker would have in the future. one of those thing, of course, lowering that threshold of how many votes it takes to call for a vote to oust the speaker to a single member. other major concessions is more equal representation on all of the committees across congress and that isn't just the powerful rules committee that dictates the rules for how a bill goes to the floor, how many amendments can happen and which bills actually get a vote in the house of representatives, but also the committees of budget, the committees of appropriations, committees key to do basic government functioning. these are huge concess

friday with some of his critics and some of his supporters, but sources tell me and my colleague lauren foxt there were no major breakthroughs, this despite the fact that mccarthy has offered a number of concessions to his critics, that including agreeing to a centralized panel to consolidate all the probes into the biden administration. that's something conservatives have been clamoring for, and perhaps most notably here, mccarthy has agreed to a lower threshold for a vote on triggering -- a vote on deposeding the sitting speaker. that is something known as the notion to vacate the speaker's chair. it has been a chief demand of his conservative critics. up until this point, mccarthy has been really reluctant to budge on the issue, that's because he's essentially giving power to his critics fire him at any given notice. but as he has struggled to lock down the votes for speaker, he is now willing to come down to a threshold as low as five people, sources tell cnn. so that would be a major concession for kevin mccarthy. however, moderates in the party said on the conference call on friday th
