cnn's lauren fox is joining us now. auren what would need to happen in order for feinstein to actually give up her seat temporarily here? yeah, i mean, so there's not really a precedent for this, which is part of the reason that it's complicated one of the ways that you get your committee assignments at the beginning of the year is the senate has an organizing resolution, and usually it is so easy to do that members just agreed to do it by unanimous consent, meaning that no one objects to it. they don't really have to have a formal up or down vote where they count the votes. here though you have a question of whether or not republicans are going to go along with a request by chuck schumer, the majority leader next week to go ahead and temporary replace her on the committee and the reason that they may not agree to. that is because this is about lower court judges and whether or not republicans are going to allow democrats really to advance some nominees out of committee in an expeditious way that really benefits democrat

our congressional correspondent lauren fox is live on capitol hill. it was matt gaetz last night to our michael who said that mccarthy is short by eight votes. is that what you're hearing? >> there was some major drama last night, poppy, in the house rules committee. they recessed around 11:00 p.m. last night. they had the last-minute negotiations. and after days of leadership arguing this bill would not be changed. negotiations are closed. they said repeatedly, they decided to make some changes. and that is because they knew that they did not have the votes as the bill was currently structured. around 1:45 a.m., this morning, the house rules committee moved forward with what is known as a manager's amendment. leadership changes to this bill. and those changes included a few important factors. one of them, they are moving up work requirements and when those work requirement was go into effect, that is an effort to shore up support from some conservatives who were on the fence. people like matt gaetz, the other change that they made was they decided th

cnn's lauren fox is tracking all of this. she joins us now live.ce becoming speaker. how is he planning to thread the needle here? >> reporter: sara, a lot is on the line for house speaker kevin mccarthy. over the weekend he and his leadership team working overtime to try to shore up the votes they need for this proposal later this week when it comes to the floor. they are optimistic that the votes are going to be there, but he can only afford to lose four republican members of his party and conservatives are calling for more substantial cuts than what is in this proposal already. leadership not thinking that they want to change this bill at this moment knowing that if they start to tweak it now, they could run into problems with their more moderate members who are backing them up right now. so that is what leadership is facing, but the reason that this is so crucial for kevin mccarthy is that this proves to his conference he can unite them as well as proves to the white house that republicans are going to stand together in this fight on the debt c

lauren fox for us on capitol hill.ough there does appear to be some movement today on capitol hill, as you just heard from lauren, the danger of a default has not gone away. so what happens if the united states does default on its debt? first, it no longer would have enough money to pay all of its bills in full and on time, which means the government would likely have to delay payments or default on some of its commitments. to us regular folks that could mean things like delays in paying social security payments, veterans benefits and federal employees' salaries. a default would also have a major impact on the u.s. economy and the global financial markets. it would also raise the cost to borrow, making it more difficult for businesses and even average americans to borrow money. even just the threat of a default that happened back in 2011 caused the only credit rating downgrade in our nation's history. treasury secretary janet yellen has said that she believes a so-called extraordinary measures her department has taken
