nbc 10's george spencer and lauren mayk are working the story for us. we begin with george who's looking into how this all unfolded this morning. george? >> reporter: jim, archer was a man known by some on these west philadelphia streets, sometimes staying in this house behind me, other times staying with family just about a block and a half away from here. investigators tell us this ambush is so troubling not only because of archer's explanation for it, but also because a stolen police gun was used to commit it. in the dark of night you can watch the attempted assassination unfold. the suspect in the long white robe rushes towards the patrol car with gun pointed, saying nothing, popping off shots right through the driver's side window. as a few astonished witnesses watched. >> the way he shot close up, that cop should be dead, but he wasn't. >> if that doesn't just make the hairs on your neck raise when you see that, it's scary. that's all i can say. >> reporter: police commissioner richard ross, just four days in his new role, says he can barely belie

nbc 10's lauren mayk live in northeast philadelphia with this. this threat, of course, comes weeks after that officer was ambushed and shot here in philly. >> that's right. two weeks tomorrow. and this latest threat showing some coordination between agencies with new york, telling philadelphia, and now also federal authorities, the fbi joining in this investigation. i spoke with the philadelphia police commissioner here who tells me howevofficers have to mindful of the climate they're in. philadelphia officers already on alert today had another reason. >> nypd received an anonymous threat basic will i indicating that a male up there, who they have identified, wishes to inflict harm upon police officers both up there and possibly philadelphia. >> reporter: commissioner ross telling nbc 10 philadelphia police were alerted. >> we do not know if this threat is credible. nypd and authorities are running on this. >> reporter: reporting the tipster claims the man pledged alee alee allegiant to isis. it comes two weeks after the shooting in philadelphia.

lauren mayk joins us live from a gun range in north philadelphia. lauren? >> reporter: good evening. one of the first things the owner here told me is how he has worked to keep trouble out of his store. he takes pride in making sure people play by the rules. he's just not sure there needs to be more of them. at delaware valley sports center, anthony calls it a privilege to sell firearms, and himself the first line of defense. >> you know, we try to be as diligent as possible, you know, making sure that firearms aren't going into the wrong hands. >> reporter: you'll get a background check before buying a gun here, but when it comes to more gun buying regulations from the president? >> i think there's enough regulation, personally, as an american citizen. there's plenty of laws on the books. >> reporter: he's not sure why new regulations are needed, but he knows it's been busy here, especially after the deadly shooting in san bernardino. >> people out there, the citizenry of this country is scared to death. >> reporter: of what? >> terrorists. they are scared

lauren mayk is live in the digital operations center. what's the outlook for recovery? it is slow. it really is. across the mid-atlantic and the northeastern u.s., it looks like piles of snow will be with us for a while. people in washington, d.c. are digging themselves out from more than two feet of snow. cleaning up driveways and sidewalks is a day-long chore. plows are working nonstop to clear major roads. dump trucks are hauling loads of snow to a stadium parking lot. federal offices remain close. the story is much the same in new york. you still can't get through on many streets there. the city got 27 inches of snow. its second biggest blizzard ever. people were out in midtown manhattan yesterday as businesses re-opened. some new yorkers were still watching their step. >> i was supposed to go to work today. i couldn't go to work because i was afraid of falling. >> authorities are investigating if the deaths of two people found inside their cars are related to the blizzard. new york's mayor is calling for all hands on deck to help dig out from the historic snowfall.

lauren mayk live with more. police say this abuse began years ago with a family member. >> reporter: good evening, that's right, keith. a family member, they are not identifying, not saying whether this is a boy or girl. but they are concerned there could be others and urging witnesses or potential victim to come forward. >> mr. robinson knows he's in trouble. >> reporter: the police superintendent talking about charles robinson arrested last week on his 60th birthday. he's accused of sexually abusing a young family member. police say that victim was 13 when it started. >> mr. robinson would start out by grooming the victim by first starting out by giving the person massages and from there, behavior would progress to the point where he would go into the family member's bedroom at night, perform different sex acts. >> reporter: police are not done with their investigation putting out a call for witnesses or victims. robinson, a married father with adopted and biological children, was also involved with the boy sc

nbc 10's lauren mayk is on top of those preparations, joining us live in center city. lauren, this is the first big snowstorm for the new administration. all eyes on them. >> reporter: yeah, good afternoon, jacqueline. this is the first big weather event for the kenney administration. as you said, we're going to hear from the mayor in just about an hour. the new streets commissioner has been part of the streets department for years and i got a chance to speak with him and the emergency management director and they have been preparing for this for days. of course, when this snow does come, there are several big challenges here. one of them is where to put all of this snow. the streets commissioner telling me that is a decision made on a case by case basis and really depends on where the track of the snow is. the other big challenge you just mentioned, jacqueline, that is those narrow streets. some of the plows can't get through those streets. i visited a neighborhood in fishtown where they tell me it is tough for plows to get through sometimes. it's okay maybe during the

nbc 10's lauren mayk is live with the new clue that could find the woman's attacker. lauren? >> reporter: yeah, jacqueline, they pieced together video from different locations to get these pictures. take a close look at them and remember them wherever you go, because police here in philadelphia want you to be on the lookout for the man who shot a 75-year-old grandmother and could have killed her. on that day as her mom walked home with groceries, she says there must have been an angel somewhere. >> she was shot in the face. >> reporter: she survived. >> went right through. >> reporter: maybe because she was screaming, mouth open, but the muzzle of that gun was so close it left a mark. >> he was right up against her cheek. >> reporter: on the last day of the year she became one of philadelphia's last shooting victims of 2015, a list we found totalled 1,243. now police are hoping this video will help them catch the shooter. >> front grill is bent up a bit where the nissan emblem is. >> reporter: the guy in the light-colored car got away with her cell phone, $400 from the payche

. >> lauren mayk is live at police headquarters. lauren, what have you learned? >> reporter: good evening, keith. well, we found that the man accused in this shooting, he is a former local high school football player and the man he is accused of shooting, officer jesse hartnett, he is still in the hospital tonight in critical but stable condition. >> really got to keep him in your prayers. >> reporter: police commissioner is talking about officer jesse hartne hartnett, the police officer shot three times in an ambush last week, not wanting anyone to think this shooting didn't do serious dangerous damage. we're learning more about the man police say is behind it, 30-year-old edward archer. he went to high school at penn wood, played football there. he claims he shot hartnett in the name of islam, but their investigation isn't over. >> the biggest thing is trying to see where this investigation will lead us to ensure that no more officers are in jeopardy. >> reporter: a tipster telling police to be careful, that others are out there, that the mosque down the street

nbc 10's lauren mayk with breaking details. >> reporter: i just spoke with police commissioner ross and confirmed they got this information today. it was anonymous, indicated that a man wanted to inflict harm on police officers in new york and possibly here in philadelphia. here's how he told me that this information came in. >> as i understand it, nypd relayed information to us because they thought it was something to it or wanted to take necessary precautions. so we're going to do the same. >> reporter: i asked if the man had connections to philadelphia. there are several addresses that he does have connections to here in the city. our sister station in new york reporting that this tipster who contacted police reported that the man that they are talking about had claimed -- pledged his allegiance to isis. of course all of this, weeks after the shooting of officer hartman. police commissioner ross tells me officers patrolling in pairs and that that will continue for some time. police tell me that they are sending out an alert to members of the department. lauren mayk, nbc 10 news. >> t
