i want to start on capitol hl with leigh ann caldwell. we're hearing about the standoff on the debt limit. bring us up to speed on what we missed in the last 20 minutes or so. >> reporter: yeah, hallie. so republicans have been saying that they will offer no help to democrats to suspend or lift the debt limit which secretary yellen says expires on october 18th. what senator schumer did, he went to the senate floor and he asked republicans to let them bypass that process that forces republicans to beinvolved, the 60-vote threshold. senator schumer said, look,et us vote -- or pass this with just 50s votes and then we'll do it. you don't have to have any fingerprints. but senator mcconnell objected. let's listen to what senator schumer responded after that. >> simply allow for simple majority threshold to raise the debt ceiling and avoid this neless catastrophe that republicans have steer us toward. we are simply asking senator mcconnell toive by his own example. we have given the republicans what they want. and now the ball is in tir court.

congress has until friday to approve the funding or it's lights out nbc news capitol hill correspondent leigh annl on capitol hill. the tradition over fighting over government funding is alive and well >> reporter: it sure is, shepard. the senate just voted on a government funding bill moments ago. senate republicans blocked that vote the reason is because attached to it was a suspension of the debt limit republicans have said they will provide no votes to any government funding bill as long as that suspension of the debt limit is included. senate minority leader mitch mcconnell does say that he would vote to fund the government as long as it was what we call a clean government funding of the bill, no strings attached, no suspension of the debt limit democrats now have to come up with a plan b. we don't know what that plan is just yet they only have three days to figure it out as government funding runs out at midnight on september 30th all this is happening while democrats are haggling over how to pass this bipartisan infrastructure bill and this multitrillion dollar mega bill of human infrastru

lee a -- leigh ann caldwell joi me. generouser honore. tell us what we know about today's briefing and rally saturday. >> reporter: good morning, tom manger. new capitol police chief on the jobless than two months is going to brief congressional leaders about security plans for the rally saturday. they have the benefit of behind -- hindsight. they made a lot f changes. they are increasing training and installed two not so subtle cameras around the perimeter of the capitol. this is something that capitol police are prepared for, they say. there are no officers allowed to take leave. it will be completely, fully staffed. as far as the rally is concerned, there's a permit for 700 people. it is supposed to take place at the bottom, base of capitol hill, about a quarter mile from the capitol building. furthermore, on a saturday, there will be no lawmakers in town. circumstances are better this time than for january 6th, but they're extremely prepared, they say. >> clint, i mentioned some violent chatter online. put it into context compared to
