joining me now is leon panetta. the former director o of the cia, and chief of staff for president bill clinton. now the chairman of the panetta institute for public policy in monterey. thank you so much. leon. let's talk about north korea first of all. what do you expect we all are sort of on high alert because of the way that north korea marks anniversaries that are important in their culture like the founder's birthday. >> no question this is a tinderbox. has been for a long time, but we're at a time when there is a potential for provocation. with the testing of this nuclear weapon. and, you know, the words from the administration are creating even higher volume in terms of the provocations that are going on. i think we have to be careful here. this is, you know, we should not engage in any precipitous action. there is a reason no other president has pulled the trigger on north korea. you have 20 million people in seoul, that would be a target. we have a potential for a nuclear war that would take millions of live

kristen welker at the white house, and jeremy bash, nbc news analyst and former chief of staff to leon panetta. first to you, kristen. this balance between their domestic record, their dependfeg the lack of achiefments, and now a foreign policy crisis front and center and a lot of mixed messaging on these interviews from the president. >> absolutely. well, first of all in terms of the first 100 days andrea, there has been a frenzied push to try to show that the president has had some establiaccomplishments reversing an obama era policy on the environment earlier today. but you're right we have seen time and time again overshadowed by the foreign policy crisis. president trump saying in that interview there could be a major military conflict, holding that out there, a warning to north korea and it counters what we heard from secretary of state rex tillerson. he called for a diplomatic suspension and to ramp up sanctions. we know with senior administration officials they want this to be resolved diplomatically, but they're not taking that off of the table. we also know they have been really tryi

used chemical wills, so in a sense trump is implementing the david petraeus, hillary clinton, leon panettaategy right now. are we as a result engaged in the syrian civil war? >> well, we're certainly engaged in syria. now whether or not you can say there are support for the sunni opposition translates into engagement in the civil war against bashar al-assad is actually still premature. the strike that we saw is potentially a strategy inflection point and certainly sends a message to friends and faux alike this president will take action when lines are crossed and that is, again, potentially very significant. but as you've just pointed out, echoing the sentiments of secretary of defense cohecohen, strike is not what a strategy make makes and this week we'll see that. he travels to meet the foreign counter parts and to moscow where among the topics will be the way forward in syria. i think that there could be out of this, some degree of solidifying by the national security team, which i think has shown real stroke of professionalism and indeed strategy sense in this case. h.r. mcelder h.r.mc

let's listen to what leon panetta told nbc. >> the administration is creating an even higher volume in of the provocations that are going on. i think we've got to be careful here. we shouldn't engage in any precipitous action. there's a reason no u.s. president in recent history has pulled a trigger on north korea. >> amanda, is it likely, are we seeing indications that this president will go beyond the tweets and beyond the "carl vin vinson" and the rhetoric and take action on north korea? >> i think that's what disturbs so many people about donald trump. his foreign policy has been like his tweets. he launched the air strikes in syria. he dropped this mother of all bombs in afghanistan and a lot of people didn't see this coming. there wasn't a lot of public debate that he was going to do this. and so, you know, these are meant to be provocative. it's meant to be predictable and show that he will take action but it's not necessarily tide to any long-term strategy. trump is unpredictable and that's what scares people. there was a report that the administration was looking at a pre-empt
