we want to get to leslie brinkley at the scene. leslie? >> reporter: a couple new updates. we understand the fbi is the agency that is trying to communicate with the gunman inside the campus here. we also understand that -- i've said for two hours i see tactical vehicles, i see law enforcement driving in an hour ago, more. half hour ago, more. they've got quite a force of tactical teams here on-site. more keep coming in, undercover vehicles or unmarked vehicles and a lot of tactical teams. we have a lot of law enforcement amassed here. again, many people leaving the property, people who live or work here who have been allowed to leave. i did talk earlier to someone who is very worried. her name is brenda espinoza. she was very worried about a good friend of hers, her friend's mother, her friend's boyfriend who she is close to who were stuck inside during the hostage situation and were able to get a phone call. here's what she had to say. >> i had finally a chance to talk to some of the people out here. most of them are worried and very is worried about folks they know insid

american steel companies taking center stage following president trump's tariff announcement hi, leslierter: hey, good morning, wilf this is timkin's newest steel facility and higher quality steel a mile underneath mexico. or 200-plus miles at the international space station. in recent year, timken steel has cut down 12% of their workforce. these are employees making $72,000 a year due to what the ceo tim timken said is unfair legislation. he was invited to go to the white house last week urging policies that would make steel companies like his, more competitive on a global stage. last week in a surprise announcement, president trump said he would impose a 25% tariff on imports of steel coming on to our shore this could help keys like timken steel representatives are saying but critics are looking at this what does that mean for the company that timkin steel sells to does that mean theically increase prices on products they're buying and then be passed down to the consumer. we asked president timken that question and he said it's unclear because he doesn't know exactly what the plan is

leslie? >> reporter: we just moved moments ago. we were at the district attorney's office. the crowd demanded she come out, she did not. so they walked two blocks down the street here to sacramento city hall. there are 230 seats inside for a city council meeting that's about to get under way. thousands of people are expected to converge here, they're upset, there's a lot of raw emotion today. >> an emotional protest in sacramento as anger continues to motivate community groups to take to the streets. today the california department of justice announced they are stepping in to oversee the investigation into the shooting death of stephon clark on march 18 in a case that's fast becoming a national crusade about illegal use of force. clark led police on a pursuit that ended in his grandmother's backyard in south sacramento. body cam video included an officer yelling gun, then 20 rounds were fired at the 22-year-old, as officers arrived, an officer said mute, and audio on both body cams went silent. clark was not armed, he was holding a cell phone. >> there's a lot of mistrust.

for more let's go over to leslie picker leslie >> reporter: eamon, that's right. dead here in ohio don behind me is monitoring the machines that are hard at work heating and treating the steel as it goes through the manufacturing facility as you see behind me. don is one of 2800 employees at timkin steel, a number that has been increasing over the last year after about a 12% reduction in 2015 and 2016 during a very, very severe downturn the company says they are hiring now with openings for journeymen, apprentices and engineers. timkin steel would likely ramp that up even more if the tariffs were enacted the company says that for every job timkin steel hires, another four jobs are created in the surrounding areas in other industries in ohio they're interested in the steel tariffs and what it could mean but studies show hundreds of thousands of jobs could be lost around the country if those tariffs were enacted that's because oftentimes when you get these u.s. tariffs on steel imports it causes the price of steel to go higher cutting into margins for companies that

. >> leslie lhas the latest. >> reporter: here at city hall where a city council meeting is about to get under way, they're handing out signs and t shirts like this that say build black, security is ten deep everyone's having to go through metal detectors. an emotional protest in sacramento as anger continues to motivate community groups to take to the streets. today the california department of justice announced they are stepping in to oversee the investigation into the shooting death of stephon clark on march 18 in a case that's fast becoming a national crusade about illegal use of force. clark led police on a pursuit that ended in his grandmother's backyard in south sacramento. >> gun, gun, gun! >> reporter: body cam video included an officer yelling gun, then 20 rounds were fired at to the 22-year-old. as officers arrived, one said mute and audio on both body cams went silent. clark was not armed, he was holding a cell phone. >> my team and i at the california department of justice will do everything in our power to ensure that this investigation is fair, thorough and impartial.
