the hearing i'm requesting is on san francisco's lgbtq plus cultural heritage strategy.the board passed a resolution calling or the creation of a strategy. the work group -- working group was created and working with the planning department, the working group promulgated recommendations. during efforts, themes emerged. first, well being to help ensure the safety and health and happiness of the community. and second culture to enhance understanding and respect for the role of lgbtq plus culture and the spaces and third, opportunity to improve the individual and collective economic health of the lgbtq plus community and promote equity and inclusion. in august of 2020 the working group submitted the final strategy. the final document sets goals and objectives for each of the three themes to ensure community needs are met. thighs include centralizing initiatives, increasing access to affordable housing and work spaces for artists and increasing support for lgbtq business owners and i think it's an appropriate time for the board to give the cultural heritage strategy the time

republicans set the site back on the lgbtq community.rm associated with abusers and molesters of children, who course their victims into the abuse. in florida before the don't say gay bill was signed into law, republican called it the anti-grooming bill. what's she is saying there is that the only reason to talk about sexual orientation and gender identity with children is because a person wants to molest them. she later clarified that is a personal view, not the governor's. the suggestion here is that any discussion about people being gay or trans is an attempt to sexualize or sexually groom young children. it is not only false, it is obviously offensive. the republican party has lately been emboldened to make old school comments about gay, trans and lesbian people. >> we will drill oil right here in the usa. this ordinance would seek to remedy that supporting adult sex venues with the lgbtq community. the ordinance establishing a new use definition of adult sex venue that would be a type of retail service and be defined as a business that is operating under the health minimum standards that i mentioned. these are businesses where consenting adults of any gender are allowed and invited to engage in sexual activities with other patrons and don encloud sexual acts or performances by employees of the business, that's an important distinction. it would establish zoning controls for this adult sex venue throughout the city in the same way that adult business is zoned now with some important changes. namely, making the adult sex venue used prince plea permitted in the neighborhoods i mentioned and castro and upper market corridor and in parts of the tenderloin and these areas overlap with the cats tree lgbtd the transgender cultural districts as well so the ordinance would also allow for 24/7 operations of adult sex venues and areas where they are prince plea permitted providing that voic

the purpose of this ordinance is to address a lingering stigma and trauma in the lgbtq community in san francisco that stems back to the aids crisis while recognizing and supporting these communities and also supporting queer-owned local businesses to be apart of the city's economic recovery coming out of the pandemic. let me give a little more background on how we got here. in june 2020, the board passed an ordinance from supervisor mandelman that replaced outdated public health requirements that had effectively banned businesses in san francisco, bathhouse businesses in san francisco since the aids crisis in the early aids. that ordinance updated the health code. didn't make any changes to the planning code which we're dealing with today and that health code ordinance director of public health to adopt some new minimum standards for health and safety governing the operation of adult sex venues and it directed these standards could not include requirements or prohibiting locked doors on private rooms. those were regulations that had been a legacy of the city's response to the early day
