lisa pruitt is a law professor at the university of california davis. she put together a study for the tribunal that cracked the code of getting the rwandan victims to come forward and has implications for pursuing rape cases elsewhere. why do you think women who are victims of sexual abuse, sexual violence, might be reluctant to come forward? >> well, they're embarrassed. sometimes they're blaming themselves again as part of sort culture that tells them that you must have made a bad decision by putting yourself in a situation where you were sexually assaulted. >> very often, people who've been assaulted take a while to come forward for a number of reasons, including the trauma itself, but also many people feel, fear that they won't be believed. lisa: pruitt adds that misunderstandings about the nature of sexual violence transcend all cultures and not testifying, but also hold back women in the united states from coming forward. >> women are also discouraged in this culture from telling their stories. there's all the, the victim blaming and the stereoty

as lisa said, the bay area is bracing for more rain today. it's a welcome site for many, but in the santa cruz mountains, there could be flooding and mudslides in the loma fire burn area. that's where we find abc7 news reporter leslie brinkley. good morning, leslie. we are just off highway 17 off of summit road. the rain has picked up pace in the last hour. the big fear is erosion. there are downed trees, downed powerlines near here. be be be be be be is water run off on the charred soil could be a problem. the rain simply can't soak in. so it's a hazard for flooding and for run off. other slopes, the rain is turning the soil into mud with some firefighters call peanut butter. it lick which guys and slides down the hill. watershed emergency response team is assessing creeks and the land up hear this weekend to identify those danger spots, the problematic spots in the fire zone. but again, in the last hour, the winds picking up, the rains picking up, and we are getting a hot of precipitation up here. i'm leslie brinkley, abc7 news. >> leslie,
