lisa: was it safe for business here?oe furst: i believe so, and frankly the messaging that this is a disease or virus that really only preys upon pregnant women, that also was lost in communication. it became an outright ban on travel or visitation to this area. lisa: miami beach was the next zika zone, and the news also caused business to crater. the loews hotel lost 700 bookings and some restaurants saw as much as a 75 percent drop in revenue. that's when the city launched its aerial pesticide spraying program. the planes made four passes over the neighborhood where jacquelynn powers lives. jacquelynn powers: and as a new mom, you know, obviously you would think i would be rah rah, let's spray, let's do everything we can. but i took an opposite stance which was these pesticides that were involuntarily being sprayed on us were really more dangerous from my children than the mosquitoes were. lisa: powers organized a protest at miami beach city hall, that temporarily postponed but ultimately failed to stop the spraying. j

how is it looking out there, lisa? >> hi, matt. it's chilly. most of the precip has ended although the national weather service has advisories to pass on. you see see along the coast, the trajectory of some of the moisture in the higher elevations. that's why we have a winter weather advisory for the santa cruz mountains. snow levels down to 2,000 feet through this evening, and also the big sur mountains down there. so keep that in mind if you are travel. temperatures are much, much colder this morning, around freezing in parts of the inland valley. danville, 33 by the delta, 32 santa rosa. san jose up a degree at 40. overall everyone is two to as much as fourteen degrees colder since the passage of the cold front. you see the good visibility. gusty winds along the coast and higher elevations. it will be chilly right through noontime. this is just the beginning of the cold air that will settle in for christmas and the day after. highs today in the low 50s under sunny conditions. i'll let you know if we have more rain coming in our future coming

kpix 5's lisa chan live in our newsroom on why these landlords have decided to file suit.> reporter: anne, the council >>> reporter: mountain view voters approved the measure by 53.4% but the rent control ordinance is being challenged and could be stopped. the charter amendment is set to take effect tomorrow but the california apartment association or caa filed a lawsuit challenging the new law and is going to court for a temporary restraining order. the measure limits the annual rent increases to consumer price index percentages 2 to 5% and prohibits evictions without just cause for multi-family rental units built before february 1, 1995. the caa says the charter amendment is unconstitutionally vague, ambiguous and overbroad. the lawsuit also claims the city ordinance preventing possible evictions and rolling back rents to 2015 levels will reduce the amount of rent the landlords can get in the future. caa says the measure deprives property owners of a fair rate of return for their properties and eviction protections within the rent control measure transfer property rights
