is liz kreutz. >> in california the back and forth. initiative would change a number of criminal sentencing and supervision laws passed between 2011 and 2016. it would allow prosecutors to charge some crimes that are now misdemeanors as felons. voters okayed the recent propositions 47-57 to reduce unconstitutional prison overcrowding. prop 20 says it led to an increase in time by repeat offenders and this makes prison release tougher on thousands seeking parole. among provisions, property 20 close as loophole in the law allowing convicted child molesters and sexual predators to be released from prison early. it a multi million dollar prison spending scheme because the state needs to build more prison to avoid overcrowding. opponents say it should be spent on rehabilitation, schools and mental health. it is on the ballot by petition signatures in a campaign funded by law enforcement and a rebuke to jerry brown's prison reforms. >> that's liz kreutz reporting. for more information about the state proposition, go to abc7news.com and you c

here is liz kreutz with a closer look at proper 22. >> reporter: the state legislature picked a fight with uber and lyft when it massed ab 5 classifying their drivers as employees. the tech companies are fighting back with proposition 22. prop 22 classifieds app based drivers as independent contractors instead of employees. it's a direct response to ab 5 state law since january requires many companies to reclassify and pay contract workers as employees. the ride share companies have seen ridership plummet in the pandemic. they threatened to shut down until november but stopped short. while the companies battle it out for voter approval, the state is taking another swing in court before the election. uber and lyft say their drivers favor independence by a 4-1 margin and overwhelming majority favor the initiative. prop 2 2 would gauuarantee an hourly wage and some benefits, the no on 22 campaign says drivers are denied real benefits. the union backed no campaign raised about $5 billion. the yes campaign with major contributions from uber, lyft and door dash raised more than $180 million

liz kreutz explains prop 17. >> a convicted felon on parole cannot vote in california. proposition 17 asks voters if parolees should have the right to vote. california is one of three states that e are quires people convicted of felonies to complete prison and parole sentences before regaining their right to vote. california voters approve that law 46 years ago. parolees are disproportionately minorities. prop 17 would allow voting rights when a person complete as prison term but still on parole. people on probation already have the right to vote. a parolee commission report says citizens whose vote is restored after prison are less likely to commit future crimes. parolees need to be 18, a u.s. citizen, a california resident and registered voter. opponents say prop 17 allows parolees to vote before paying their debt to society, denying justice this their victims. a voting rights group did a survey and estimated about 40 thousand california parolees would have their vote restored if prop 17 is approved. >> for -- >> liz kreutz reporting on property 17. for more, go to ab

i'm liz kreutz. thank you for joining us. we're going to start with a quick look at the weather, and what we can expect this weekend with those red flag warnings. lisa? >> hey, liz, good morning to you. today will be nice. we'll have some typical fall-like weather with temperatures on the cool side, and tomorrow things really get kind of serious, but as we look at live doppler 7 we're looking at the fog in the north bay, it is filling in along the coast. and here comes our wind advisory tomorrow afternoon, at 4:00 for the lower elevations, lasting through monday, 11:00, in the red, indicating a red flag warning, 11:00 in the hills, and looking at 20 to 40 mile an hour wind gusts, gusts to 50. and we could see some of those gusts over 70 miles an hour, over the ridges, so the relative humidity drops anywhere from 5% to 15% and this could allow fires to ignite and spread rapidly. right now we're at 49 in mountain view, 54 in the los altos hills. 44 in napa. 24-hour temperature thing, anywhere from two to five degrees colder this

abc 7 news anchor liz kreutz explains what it's all about. >> voters rejected the expansion of rent control on residential property two years ago but this year, proposition 21 has a powerful ally, the pandemic. whenever covid-19 moratoriums on rent increases expire, advocates fear there will be a title wave of evictions two. years ago, 59% of voters rejected michael weinstein's prop 10 to adopt rent controls on any type of housing. activist weinstein of the health care foundation is back with the ballot initiative, which is a kinder, glenentler reform to a state law enacted in 1995 that put limits on municipal rent control ordnances and capping units built after 1995. prop 21 allows local governments to establish rent control on residential properties over 15 years old and excepts single family homes owned by people with no more than two properties. proponents say it will keep families in their homes. some say it will create a housing freeze by eliminating homeowner productitection and b providing no protection for renters. voters like it but worry about backlash from landlords. >>> the fin

abc7 news reporter liz kreutz explains how to make sure your vote is counted. >> okay, let's talk aboutou've probably heard those three words over and over again the past three months as politicians have voted the best way to vote during a pandemic. spoil alert. nothing is the best during a pandemic. but here in california, we do have a long history of voting by mail. so grab a notepad. here what's you need to know to make sure you do it right and on time so that your vote is counted. first, you should know that every single registered voter in california will be sent a mail-in ballot. counties have to send it out by monday, october 5th. so expect to get your ballot some time in early october. if you're not registered to vote yet, you can easily do so online or by mail. the deadline is monday, october 19th. if you miss that date, you can still register and vote, but you have to do it in person at your county's registrar of voters office. those ballots take a little longer to count. which brings us to timing. with all this talk about delays in the post, we all want to know what is the be

abc 7 news anchor liz kreutz takes a closer look. >> ballot titles usually give voters some idea about what the measure is about, but proposition 19 is about so many things, it was given a vague title that says "changes certain property tax rules." proposition 19 could be good news for homeowners who are 55 or older or who are disabled and feel trapped in their home because they can't afford to pay new property taxes if they move. prop 19 would allow them to transfer their current tax assessment to a primary home anywhere in the state without paying higher taxes as long as the home costs the same or less. victims of wildfires or natural disasters could also apply the tax rules. proposition 19 also makes big changes in property taxes on a home inherited from parents or grandparents. under prop 19 a child would have to live in the inherited home as their primary residence or they lose the big tax break. proponents say this would generate millions in new property tax revenue with the lion's share going into a new fund for fighting wildfires. the state will lose some and gain some tax mone

abc 7 news anchor liz kreutz gives yo you a closer look. >> back in 1978, proposition 13 was the taxpayers against paying high property taxes and doing anything to change it was considered touching the third rail of politics. prop 15 would change it. proposition 15 increases property taxes on most commercial real estate worth mon than $3 million. it does not touch private property tax. private property taxes and smaller businesses would continue to be assessed on their purchase price. prop 15 would assess taxes on commercial and industrial propertial market value, and that's called a split roll. ever since prop 13 was approved. california has looked for some way to increase property tax revenues without initiating another taxpayer uprising. the state's fiscal analyst estimates the initiative would generate between 8 and $12 billion every year. the money would go to schools and local governments. opponents say the tax increase will raise our cost of living by being passed on to everything we buy and any businesses who rent property will have the tax increase passed on to them. prop 15 is a
