loren taylor is not conceding. >> da lin spoke to a woman who has given up on oakland to find out what kind of issues the new mayor will be faced with. >> reporter: with the small lead and few ballots left to count, sheng thao's camp believe she will be the next mayor of oakland but residents say the problems run too deep and they can't afford to wait for change. renee is leaving oakland, her home for almost half a century. 46 years to be exact. >> we are looking at my life, about 10 by 7 i have been able to cram into a storage unit. >> reporter: she believes changes in her personal life and the rise in crime. she no longer feels safe walking in her neighborhood. there was a mass shooting that killed one person and injured several others near her home last year. >> my college is gone absorbed by northeastern university. so a lot of what i have known and felt safe and proud about in oakland has been destroyed. >> reporter: and more importantly, she says she doesn't think oakland leaders have the political will to reduce crime and homelessness. >> it is going to have to crash and burn wi

dan: loren taylor had held the lead since election night but zhang tao has been closing the gap.ad for the first time by the slimmest of margins, under 700 rank-choice voting. guess what. it is still not over. it appears pamela price is going to win the alameda county district attorney's race. she's ahead by 27,000 votes. there are roughly 4500 votes left to be counted. tara campbell is on top of all of this for us. reporter: a somewhat surprising turn in the race for oakland zoo mayor. the city councilwoman taking over the lead from lauren taylor. what looks to be a possible victory for tao. the county registrar releasing new numbers like this evening showing tao pulling ahead in rank-choice voting while taylor holds the lead in total first choice votes. as we know, it's the range troy system that will determine the next mayor. it's the first time tao has taken the lead in the 10 days since the election. towns team sending us the following statement reading, it's been a long week and a half and we've been humbled to watch the results shift in our favor with each passing day. we'

after nine rounds of counting, loren taylor is still in the lead. these results are not final. there are still some 70,000 ballots that need to be counted. no one in the race is claiming victory and this could take several more days of tabulating. >> what about around the country? we still don't know the results of many key races. razor thin margins. these races will determine the balance of power in the house and senate. it looks like republicans will flip the house of representatives. that means nancy pelosi will no longer be the speaker of the house. kevin mccarthy in bakersfield is expected to take over as speaker. nbc news projects republican there's take 222 seats, giving them the majority. that would end pelosi's second four-year run as speaker. leadership in the senate is less certain. 48 for dems. 49 for republicans. three races still undecided. one of them in georgia. that's the one where the former football star herschel walker is. he'll be in a runoff next month. while republican does make some gains, democrats largely avoided the red wave that many were projecting.
