ktvu's lorraine blanco is live at the toll plaza and says it was slow going this morning. >> reporter: that's right. traffic is expected to move slowly here westbound. this morning it was a huge mess. this evening it is moving more smoothly. tomorrow, though, you should give yourself an extra few minutes. >> construction crews on the bridge shifted westbound traffic lanes to the eastbound bridge deck causing a big delay. >> traffic was sat 2 miles, took an hour to go 2 miles. >> reporter: it won't be as bad tomorrow. a 5-8 minute delay for three months while it replaces the bridge decks. the western drive on ramp is closed to traffic and there are four lanes on the eastbound side. >> we have narrower lanes and a traffic shift. we need have people observe that speed limit. the chp will enforce it. >> reporter: drivers are devising strategies. >> i will leave earlier and maybe i will see san francisco. i will go the other way and loop around. >> take it in stride. everybody has to stay calm and traffic will flow. flow slower but it will flow. >>> there is a good chance it may end sooner

reporting live, lorraine blanco, ktvu channel 2 news. >> it has been a violent 48 hours in oakland. 7 shootings occurred in the city and it started early saturday when a 25-year-old woman was shot during a side show. so what are police doing about the latest surge in violence? ktvu's cara liu posed that question to the police chief. >> he focused in on side show, tells us they breed violence and that is why he is shifting resources to target them. >> reporter: he told us police have seen an uptick in side show that includes the one on saturday, gunfire broke out. community groups will play a role. chp will help patrol. but the chief says one of the strategies is to shift crime reduction teams and have them work on the side show problem. >> shifting is the only way i will accomplish it. not going to manufacture new police officers by the weekend. i have to take them off other duties to put them on this. is it ideal? no. but that is the reality. >> reporter: i asked what else he plans to do, he says saturday they will launch a plan where there will be one captain over each district, tha
