here is tom daschle at a trent lott sharing news about their power-sharing agreement in early 2001. >this really comes down to two words. good faith. i hope not only by our actions today but our actions over the course of the next two years, we can demonstrate without equivocation that that good faith was warranted. we face many challenges in the days and weeks ahead. we face many uncertainties. as we face those challenges and those uncertainties, it is my hope that we can look back upon this moment and say if not for the fact we demonstrated good faith today, we could not continue to demonstrate as they arise. >> instead of there being a filibuster next week on what senator daschle would have offered or the 21st senate filibuster for days or weeks. we are not going to start off that way. we will give it a chance to work. we will be fair and have a good faith effort. i have enjoyed working with tom. it is never easy for either one of us. we have very diverse conferences, both of us. i'm sure his people are not delighted with all the details of it. but i think it's an important part. a

back then trent lott and tom daschle were running the show and one of the most important decisions they made was put an even number of republicans and democrats on each committee. that set the tone that power was meant to be shared though in the case of a tie vote in committee the bill could still be brought to the senate floor. now, the two men have also had a special hotline to each other during their time in office. it was literally a red phone but it is not clear the same working relationship exists today between mcconnell and schumer. things are even more complicated because of the impeachment trial. mcconnell wants an assurance democrats will not get rid of the legislative filibuster for the next two years at the same time, democrats are also dealing with an incredibly slim majority in the house progressives are already pushing to make those $2,000 cash payments recurring and they're warning leadership not to squander the leverage they do have meanwhile the moderate blue dogs, fiscally conservative democrats, are urging the administration not to forget the nation's debt path is un

the same agreement they had in 2001, the last time we had a 50-50 senate, when tom daschle and trent lott, the two leaders who had a pretty good relationship had a power-sharing deal. the deal did not last long because a few months into george bush's presidency, a senator switched parties. it shows how tenuous this majority is for the senate democrats. host: finally, let's talk about senator rob portman, republican of ohio, his decision not to run in 2022. what was the reaction from his colleagues in he would run to replace him? guest: everybody in ohio politics has to be looking at this. it has been a shock. i think rob portman is pretty popular. when he ran in 2016 he easily outperformed president trump, and the blowout win -- in a blowout win, so he is one of those republicans who managed to do this jiu-jitsu where he stayed popular among republicans while criticizing trump. he is looking at this 2022 race and looking at the senate and has decided he has other things to do with the rest of his life, so it is not an encouraging sign for the senate, i think, or the sort of more establish

people are not looking back in history to sort of understand this moment we had this before with trent lott and tom daschle when they were the democratic leader in republican leader in the house and they came up with various ways to work together but i think when you're at 5050. harris is not going to be flying overseas much i tell you because he's going to be a tie breaker needed on a moment's notice for a lot of major legislation but that said everybody and middle becomes important it's going to be much harder for friends you know we've been talking a lot about ted cruz and josh ali who tried to stop the certification of the vote their power has just collapsed but then the power of those in the center to tilt one way or another i think is going to be remarkable so maybe i'm naive but i'm optimistic that in fact biden is going to do better because he just reached out to his opposition and i think opposition welcomes that. steve clemons the hosts of al-jazeera as the bottom line add as a. the hill. live for us there in washington d.c. many thanks to hopefully we'll talk to you again a littl

after a closely contested election in 2000 and you had tom dash old was the minority leader, trent lott none of this is prescribed by the way. they made the decision that all of the committees would have equal numbers of democrats and republicans, but the republicans in that case, because they had the presidency in a 50/50, the republicans with would have the chairman ships. they worked out how they would run the chamber. that was a much more, even back in 2001, 20 years ago now, a less polarized environment, a less bitterly divided senate. so we will see, schumer and mcconnell will have to work together because a lot of stuff is going to have to be worked out. it matters a lot. obviously, as you said, it puts democrats in a position of being able to get stuff on the floor that mcconnell thwarted previously. in a 50/50 senate, every senator has an incredible amount of leverage. democrats can't afford to lose a single vote. wh it's a very, very fragile situation. and to your point, where is the action at that point? the action becomes the moderate democrats and the moderate republicans.
