. >> for more on the gop retreat, joined by nbc's luke russert there on the eastern shore.s pick up where the speaker picked off with regards to immigration, what can we expect to come out of this retreat? >> reporter: well, craig, it's a big day for the house gop in terms of the topic of immigration reform. around 4:30 they'll have a meeting where the gop leadership will layout principles that are going to really define the house gop approach on the issue of immigration remove moving forward. they haven't told us what they are, but from reports and conversations i've had with aides, we expect there to be talk of a possible pathway to legal resident status. we don't know how it will look but before any of the talk of legal status occurs first thing we have to see is border security. i asked john boehner about that he said border security was para mount to any deal moving forward. the senate bill that was passed in a bipartisan basis last year not enough border security for the house representative. so until the question of what is border security and what will be enough of

and joining us from charleston is nbc's luke russert. luke, if you can, give us a sense of the timetable for this ban to be lifted for everybody affected? obviously they are going to be doing this in waves. what are people looking at in terms of that time frame? >> reporter: well, peter, nine counties were affected, over 300,000 west virginians and the way they want to alleviate the situation, stagger it so the system is not flushed at the same time. the area they really want to have become a green zone where i'm standing right now downtown charleston. this is one of the economic engine of the entire area. they would like this to be up and running because restaurants and hotels could be at full capacity and take in visitors and hospitality economy could be up and going. this is where they like to see a green area. i came from a local lunch place and they still do not have water. maybe by the end of the day today or tomorrow, it remains unknown. they have to see that chemical measured in the river once it gets 1 part per million, once it

so, luke, this issue, you heard me run through it. leaders sometimes publicly have to say one thing while they're working to sort of forge a compromise behind the scenes. is there going to be a conservative explosion to this strategy that the leaders are trying to implement? >> yeah, well, good morning, chuck. it's interesting this morning the house gop leadership released a letter, as you mentioned, and it was much more conciliatory in tone, trying to show, as you said, they're not the party of no. they want to cooperate. but the real issue here, though, at this retreat is two. it's where are they going to go on immigration reform and what they're going to do about the debt limit. last year, paul ryan was able to convince more conservative members it wasn't worth getting into a fight with the president over the debt limit. it's expected from conversations that i've had that he's going to try to do that again this year and try to figure out some sort of compromise on the debt limit that would not get into one of the showdowns where th

luke, first of all, how many people can expect to have their water back tonight?ll, it depends who you ask. it is starting to go by area by area. the city of charleston has 51,000 people in it and the goal is to have downtown charleston where i'm standing right now up and running by tonight or early tomorrow morning. this is the economic sort of powerhouse of the area. they want to get this area up and running with water to have a positive economic impact and also for folks within this area to get their water back. moving forward, it's going to be interesting to see the fallout from this from an investigative standpoint regarding the company that leaked this substance into the water. i talked to a lot of west virginians who said we grew up around coal and chemicals and understand the risk. it seems odd this type of facility was allowed to operate. the tank had not been inspected since 1991. it needed $1 million worth of repairs. and this chemical that was in the water which now kept 15% of the state's population from having access to clean tap water for the last f

nbc's luke russert is live in charleston for us following that story. is it could be spreading to other states and there's also the issue of the groundwater and how they are going to clean this whole thing up. >> reporter: yeah, it's a real big mess, richard. i stand before you right now and 15% of the state does still does not have access to clean, safe tap water. there's a little bit of a concern about the fact the river of where this chemical spilled out, it flows into the ohio river through northeast kentucky and parts of ohio. officials there are going to monitor it. they believe this chemical will be diluted because the river has more volume than the river behind me and the elk river. other states don't get too worried, it should be well below the limit for which it is lethal. as far as west virginia where i am right now, they hope to be able to get the water back on over the next day or two. that's the goal, and the way they'll do that is through zones. they'll say this zone is green, this zone is red. if your zone is green, you can use the water
