nbc's luke russert has more on that for us plus heated moments at an immigration hearing. luke, good morning. >> reporter: good morning, richard. an interesting development in the last 24 hours. dianne feinstein, the senator from california who's chair woman of the senate intelligence committee, wants the fbi to tell lawmakers what exactly they were able to find out from tamerlan, the older suspect who's now believed to be a terrorist, on a trip he took to russia. he went over to russia in 2012 for six months. the fbi spoke to him after that at the behest of the russian government. they did a check on him. everything apparently checked out and was clear. dianne feinstein wants to know why the fbi did not tag him with anything else. now, another interesting development on capitol hill, this boston bombing story is playing a little bit into the immigration debate. let's take a listen between senators grassley and schumer. >> i say that to those who are pointing to what happened, the terrible tragedy in boston, as an i would say excuse for not doing a bill or delaying it many

i want to bring in nbc's luke russert with us from copley square in boston, and here in new york, nbc investigative producer bob windram. bob, the criminal complaint has been served against dzhokhar tsarnaev. you've head it. how damning is this complaint for the suspect? >> i think what you have here is a very strong complaint. remember, this is not an indictment. and this was not an arraignment today but an initial appearance. one of the things that struck me, as i was reading it, was the description of the search warrant executed in his dorm room at the university of massachusetts. at pine dale hall, they found a pyrotechnic device. not further explained. they found what appears to be the white hat that he wore and the black jacket that he wore. as well as bbs. so what you have throughout this charging sheet is a number of very specific details that go to what appears to be a strong complaint against him. now, what happens as we go forward in terms of witnesses is not explained in this, but you can expect to see a large number of people coming forward, remember, everybody has those

luke russert outside of beth israel medical center. thank you so much. ining me on the phone right now, former fbi profiler and nbc analyst clint van zandt. clint, talk about those questions that luke was raising. how this guy was able to evade capture. i mean, when law enforcement puts in a perimeter, what's the criteria in judging how far to go? >> well, alex, you normally have two different perimeters. you have an outer perimeter that is -- you believe is the furthest distance out that either the subject could go or that his weapons would be functional. and then you have an inner perimeter, if you know exactly where he's at. and again, watching and listening last night, it sounds like that this 20 block perimeter that they threw around was, you know, should have been 21 blocks. that somehow, where the vehicle was abandoned, and the shooter, the subject took off running, he must have been at a dead run in the middle of the night, and got far enough away, found this boat, and was able to hide. and the boston police commissioner had suggested he may have

luke russert and former democratic senator from arkansas blanche lincoln. t i checked the senate republicans have a pocket veto on any legislation that they don't like. it's called the republican controlled house of representatives. >> correct. >> which makes this stand seem politically odd to me to say the least. >> i think that is the most important point a lot of us are missing here. everyone is sort of jumping on the fact that mitch mcconnell is trying to protect his flank on the right, trying to join this filibuster. ted cruz, rand paul leading the charge here. from folks i've talked to on the hill especially on the house gop side it is a very long reach for them to accept any type of gun control. boehner can kill it very easily by just putting it to the side. democrats will be upset. they'll be yelling for it for a few weeks and can count on sort of running out the clock. then if immigration comes to the forefront we won't even remember gun control in the house gop. >> no. and john boehner is going to, if he is going to buck the hasert rule -- basicall

joining me now, nbc's luke russert who covers capitol hill and jonathan capehart, political writer for "washington post" and msnbc contributor. luke, are they going to have the votes in the end or not? >> most likely not. 60 is a very steep hill for this. the reason why, a lot of those republican senators who voted for this to move forward on cloture have now backtracked. what's interesting, though, i think that's really happened here is two things. everyone's attention shifted to boston, to the pr push that the gun control lobby that they would have is not the same. the newtown families aren't registers as much today as they would have had that tragedy in boston not occurred. number two, boehner in the house put out a pretty declarative statement last week. we're going to water down whatever comes out of the senate. if you're a republican senator, if you're a red state democrat, why go out on a limb for this when the house is probably going to sit on it? >> harry reid, i mean, he knows when he's got the votes and when he doesn't. why would he proceed with this? i mean, i wonder, is th

joining frus boston, nbc news capitol hill correspondent luke russert. lou, where do we stand on this investigation this morning? >> reporter: good morning, bill. some fascinating developments over the last days of this suspect. you just mentioned right there he has become cooperative with investigators. he is still injured in the throat and tongue area. so he has not been able to speak. so he has been writing down his answers, essentially saying he and his brother acted alone. they were motivated by reledge just fervor. they have not had any contact outside the united states. they weren't operating from some terrorist cell abroad, essentially, penning it down to them being two lone wolves. some other interesting developments in that idea, how exactly were they able to figure out how to construct a bomb? well, they found that information out from the internet, saying they were able to read things on certain websites that enabled them to put those those bombs that ended up injuring three people and injuring dozens upon others. investigators and officials

let's go to boston and nbc's luke russert.a good sunday to you, i know you've joined some new information about dzhokhar tsarnaev's injuries. what do you know? >> reporter: an interesting development coming out of israel, officials say we could possibly see charges coming today. but due to injuries sustained, he has a throat injury which renders him unable to communicate presently. so they informed us that they don't believe he can speak very well, if not at all. and they're trying to reha bill tate h -- rehabilitate him to the point where he can speak about what he did or was alleged to do and the reasoning behind his brother and him exchanging a firefight with the police. it's an interesting development, a throat injury. it does not render him completely unable to communicate. there is an idea perhaps that when he gets more healthy, he might be able to type or write the answers to questions. >> i'm curious, though, we talked about these first few hours, maybe up to two days, 48 hours in which this high level group of interro

joining me, nbc capitol hill correspondent luke russert and nbc political producer, casey hunt both fromhill. luke you've watched this for years and so has casey. have you ever seen them act more quickly to get something done? >> no. it is rather striking andrea, we often talk about here on capitol hill how painful it is for congress to move any substantial piece of legislation to get anything done. in this case when they were facing on average an hour, hour and a half delays to go back to their home districts, they moved pretty quickly. republicans so far taking credit for this. saying their #, boemflightdelays would push this forward. i think you're seeing here in washington, d.c., one criticism that goes against this congress, they're out for themselves, that politicians don't understand us, they don't care about the general public -- in this case you can sort of see a literal example. there's other cuts that have gone forward here with the sequester, cuts to head start that you've mentioned, other types of programs that maybe folks don't necessarily feel as directly as a flight delay

. >>> luke russert is at the hospital where the 19-year-old suspect is right now. rning to you. and i'm just wondering if there's any update on his condition or if we're expecting one, i have to say, in the five days i was in boston, the officials at the hospitals were terrific of keeping us updated on what was going on. but we have a different situation, it's not a victim of a bombing, it's somebody who is under criminal investigation. >> reporter: yeah, chris, different situation here. the officials at the hospital have really said all questions about the condition of the suspect really have to go to the proper authorities. so far, we've not received a new update. we were told by state officials last night or rather early in the morning that he had lost a decent amount of blood and was in serious condition, but stable condition. it's thought that his condition would be improving. obviously up next for him would be some sort of court arraignment. they basically want to see how long it will take for him to get better in the hospital behind me until that's able to oc

luke russert is live in boston with more on that.e city picks up the pieces trying to regain normalcy we are hearing new information about the suspect number one and the possible link that tamerlan has to a triple homicide that happened several years ago. what are you hearing? >> reporter: it's an interesting story. there have been some speculation of local members of the community that tamerlan may have been involved in a triple murder of his best friend, a gentleman by the name of brandon mess. he was found deceased on september 12 in 2011 in waltham. we caution that we have reached out to the authorities where the investigation is taking place. they say there may be a relationship between tamerlan has been overblown but they are taking another look at it to see if anything links up that could be investigated more. it is something that a lot of folks who were friends with tamerlan went back to take a look at after they saw he was the suspected terrorist number one. in terms of returning to normalcy we are starting to see business o

joining me now from capitol hill, luke russert. we just got word that the senator plans to participate in the filibuster. he said any legislation that would infringe upon americans' second amendment rights, he is willing to go the route of the filibuster. >> reporter: yeah, this is really a make or break week for gun control or anything that the white house would like to see being done on guns post newtown tragedy. there are a few questions that remain. what will harry reid ultimately do tomorrow? will he bring up a democratic bill that has the universal background checks or will he wait for joe manchesteron and patrick toomey to come one some sort of compromise? a sticking point on any compromise is the idea of private sellers keeping records checks of who they're selling to. mitch mcconnell said he had a problem with, if you wanted to sell a shotgun to your next door neighbor, do you have to do a background check on your next door neighbor? the home is by bringing toomey who is very much a spefrt has to win in 2016, he has to do

luke russert joins us. reports fall in line with what people were anticipating as a problem once this legislation, if it does reach the house. >> reporter: it is absolutely fascinating. there has been a lot of optimism around this gang of eight compromise that you've done such great reporting on. what we are trying to tell people here out of d.c., there has to be a little bit of caution. while something may come out of this, the house republican conference is not necessarily been very excited to embrace that type of comprehensive immigration reform. the reason why? they represent extremely conservative districts, having any fingerprints of immigration reform are often deadly. like so many issues we've seen, this is going to come down to whether or not john boehner would be willing to take the senate bill, put it on the house floor. pass it with democrats and a handful of republicans. 60, 70, 75 republicans. it is too far out to know how this would look. while we've seen this optimism, it is report to rememb

luke russert has made his way over to the white house for us. what have we heard from the white house so far on what we expect that we'll see in the budget? >> well, good afternoon, toure. we won't really get the specifics until wengs. from what has leaked out, it is really interesting. they're setting themselves up to negotiate from the middle. there was a lot of questions, all right, is the white house as extreme as the house gop did with the ryan budget? put forward a wish list of everything they want even though they know they could not get it. they won't do that. so far they'll negotiate from the middle. what have we seen within this budget? you mexicoed the $1.8 trillion in deficit reduction. there is about $400 billion in cuts to medicare. but the big sticking point is getting a lot of play on the left. the president's inclusion of chain cpi. essentially, bring social security in line with cost of living investments. it something a lot of liberals and progressives have been very fearful of. the fact that he put this out there right now an

nbc's luke russert is standing by for us right now. luke, what's happening in watertown today?ll, craig, it's really extraordinary. i will hold up a headline from the boston the globe, which says nightmare end, a fitting headline for all the residents of watertown. before i came into this hit with you, i went and walked through both of the crime scenes, the one where the secondment is was ultimately found in a boat and i went to where the big shootout was early friday morning and it's quite remarkable to see. this is very much a story of apple pie and chevrolet neighborhood, today, after all that horrific violence that happened in the community, all that fear that happened in the community, they were shutdown, families are out. you see people walking their dogs, you see little kids setting up a lemonade stand, one little girl telling me she is going to take the proceeds from that stand and give them to victims of the bombing, real heartwarming stories, you see a lot of folks from the surrounding boston area who just wanted to come into watertown and see what was going on, even
