nbc's luke russert has been covering this story all day on capitol hill. luke, what's happening right now? >> right now the house democratic caucus is meeting to figure out what is going to be their next steps exactly. that meeting was called by maxine waters, the ranking member on the house financial services committee. she's been an outspoken critic of this bill. she said that he will oppose anybody lobbying for this bill. you know who is one person lobbying for it? president obama. as well as harry reid. we have a very interesting dynamic on capitol hill. nancy pelosi and elizabeth warren holding the line against gop leadership, but president obama and harry reid who like this bill because they believe it's the best thing they can have before the gop has more of a large majority coming in the next year. we've never seen this type of democratic fighting before on a spending bill this late in the process, especially when you only have six hours until the government runs out of money. make no mistake about it, though, i want to talk about elizabeth warren,

also with us, nbc's luke russert. give us the sense of this.s at stake here tonight in this big battle led by elizabeth warren of the senate, against the white house? >> well, this is fascinating. because since president obama has took power back in 2009, january, we've never really seen this full on division between house democrats and the white house. and nancy pelosi, along with elizabeth warren decide to plant their flag in the ground about the dodd-frank provision that was inserted into the spending bill. i spoke to a lot of house democrats today and they all said, we're in a "no" mood. we don't want to go forward and help out the banks, but we're sick of being cut out of the process. this deal was negotiated primarily by harry reid, barack obama, and it is house gop leadership. house dems felt they did not have a seat at the table, and they want to stay here and fight. and you talk about the future of the party. the long i heard from these members today, chris, i had not heard even back in 2009 when we were in the midst of a recession. wh

. >> luke russert is live on capitol hill with the latest. i don't think congratulations is the right term for what's being done. give us a little more about the reaction to the agreement on the hill. >> reporter: well, joy, we're expecting conservatives to be angry about this bill because it did nothing regarding president obama's executive order regarding immigration reform, with the exception of only funding the department of home security to late february where republicans say they want to come back here. so we always knew that. but what's really bubbled up within the last hour is real opposition from the left for two reasons. number one, within this 1600-page bill there's a stipulation that would raise the amount an individual donor can give the rnc or dnc to $324,000. that wasn't debated. that wasn't put forward before a committee. that was just inserted in here at the last minute. that does not sit well with a lot of democrats. also within this bill, a stipulation within the dodd/frank law that regulates those derivatives, what many pe

i want everybody to stick with us and bring in nbc's luke russert right now. he's live on capitol hill where members of the new york congressional delegation are just about to speak. luke, what are you hearing right now? >> well, we're going to see about five members. one is akeem jeffries from new york's eighth district. he's been on the record along with folks like -- opening up a doj investigation by eric holder. they have say they have seen broken windows in new york. they think it's overly aggressive in the black and latino communities. at some point can even be unjust to a degree. so, expect to hear that type of language today at the press conference. this is something that came up on the house floor a few days ago, the congressional black caucus had a long order of speeches about what happened in ferguson. mr. garner's name was something that happened in new york. it plays into ferguson as you're starting to see real congressional reaction on these types of cases. ordinarily a lot of politicians don't want to touch because it pits interest groups against

luke russert reporting this thing should get through. kristen, where does the white house stand on this? >> they haven't publicly endorsed the legislation. there's certainly some things they like about this legislation. it increases funding for the fight against ebola. for the fight against isis. it delays that fight over immigration until february. but they don't like what luke just mentioned. what you were just talking about. the fact it scales back frank and feingold. having said that there's acknowledgement they're getting a lot of pressure from left from senators like warren who say democrats should vote no on this legislation. you're not hearing the white house join the calls to vote no. instead, they're still reviewing the legislation. when josh earnest was asked a number of times yesterday during the briefing whether president obama would sign the legislation if it landed on his desk he wouldn't say definitively. you're not hearing the white house put up a big fight. they say they're still reviewing the fine details of the legisl

joining us for more on the reaction in washington, capitol hill correspondent luke russert, who is following has been the predominant tone in the reaction today? >> reporter: well, i would say from the republican side, you've seen for the most part really aside from john mccain, dismissal. this was politically motivated. saxby chambliss and mitch mcconnell releasing a joint statement saying the committee disagreed with with moving forward to begin with. they cite the fact that the methodology used within this report is flawed that there weren't enough inte views of key witnesses. that there wasn't a real awareness of things the cia said were misleading within this report and there wasn't adequate change able to be made to them. all that being said, though, ronan, when you look back over the course of what dianne feinstein said on the floor, you start to see what harry reid said, this whole idea this was sort of the worst for the bush administration and they wanted to really shed some light on it, if you will. so, while your republicans are angry and they're sort of saying this is a political

. >> and we start with nbc's luke russert, who is on the hill. luke, if you would, run down some of these details for us. >> reporter: well, there are a lot here, krystal. as you mentioned, this is the culmination of a five-year report, 670 pages. in it a few things that jumped out to me, perhaps one number that is really striking, there were about 119 documented cases of enhanced interrogation techniques. at some point folks could be on their feet for up to 180 hours at times. you also have a number, krystal, 26 detainees, they believe in this report, were wrongly held due to what occurred. you see there, waterboarding, slammed into walls. we also learned about black sites in poland and thailand where these sorts of things were going on. and i think perhaps what's most shocking is the degree to which, according to this report, the cia went to not only mislead policymakers but also the way in which certain operatives would try to mislead cia counsel. one specific moment where the senators object to these type of techniques and then the people who

nbc's luke russert is on capitol hill. good morning, luke. >> good morning, jose how are you in nashville? >> loving it here. but these negotiations cut it close. >> they did cut it close. there was no doubt they wanted a bill by early friday morning because that's when the government would run out of money. the reason being is the newly strong gop who's going to have a massive majority come out in the next congress did not want a shutdown to be their first order of business per se after they were elected. it's about $1.1 trillion. it funds the government through september of next year. one area that's not funded the department of homeland security. that is through the end of february early march. that's the gop pushing back on the order regarding immigration reform. they want an opportunity to debate that. the funds specifically pertaining to deportations. the tune of about $60 million. that's sort of like red meat to the conservative base. you see a very interesting thing. changes to campaign finance laws. it's tucked on
