. >> joining us from capitol hill, nbc's luke russert. ryan immigration reform won't be done at least while president obama is in office. as he begins the new speakership, he wanted to cast a larger vision than what his predecessor had or what was able to get done. how does this set up the forecast of what many people would think would be obstacles for ryan and this white house? >> reporter: well, he definitely wanted to set forward a larger vision because he said one of the big differences between him and john boehner, the last speaker, is he wanted to avoid governing from crisis to crisis. he sort of wanted to bring in the house gop conference with large scale ideas, similar to he had put forward in the past when he offered budgets and tax reform. all that being said, he has a few things right out of the gate that are going to be not the easiest political land mines to have to maneuver through. number one, you mentioned the highway bill. that comes due in a few weeks here in november. the house and senate are still far apart on a large scale

luke, call me crazy, but i thought that a few weeks ago that when john boehner left and paul ryan camebig show of some kind of a deal so that we weren't going to be talking about government shutdowns. >> yeah, how about that. john boehner said that he was cleaning out the barn for his successor paul ryan and that a lot of the tough legislative work that had to be completed by the end of the year was done. john boehner set the spending levels, however, he did not pass any legislation that directed congress how to spend the money. so an example i would say, if you and your spouse are arguing about how much you want to spend on something, you agree we're going to spent $100, instead of $120. now you have to figure out how you're going to spend that $100. that's what we're seeing on capitol hill, a back and forth between democrats and republicans over riders. what are those? legislative vehicles that have nothing to do with the over-arching legislation but that move parties' political points. you're seeing republicans talking about a rider dealing with the syrian refugee issue. you see dem

luke russert for a moment. he's in our washington bureau. what's the congressional reaction? is it along the same lines of our conversation here? >> reporter: very similar, brian. we are still waiting word from speaker ryan. however, the leader mccarthy said that president obama is putting his political ideology above the common good. the common good, a lot of republicans believe, is that this would be a job creator. the majority whip saying that obama is single-handedly stopping the growth of 40,000 jobs, national energy security, et cetera. but what's interesting, i will say, when this came forward in congress back in the beginning of the year, it did have some democratic support. there were nine u.s. senators who supported this including senators from important states like colorado, pennsylvania and virginia, when it comes to 2016, as well as 28 house democrats including the number three in the house, democratic caucus, jim clyburn of south carolina. so there was a little bit of democratic momentum. however, i think what you and chuck said is completely accurate. this became a litmus test for environmentalists, therefore a litmus test for the democratic party. the reaction will be as expected and i co
