is the problem with nutritional value for lunches? zeke: under the obama administration, i'm no longer shilling for them, but we did change the formula on school lunches and made them more nutritious -- more vegetables, more fruits, and that is very important. i mean, we have data that in fact kids are eating more vegetables sheared they are not eating more fruits, although they are taking more fruits. michael: not enough fruit and vegetables in my house. zeke: that has some positive impacts, and we know in the past kids that were exposed to the school lunch program launched by the federal government were actually more obese on average than their peers. it is a little hard to control because of all of the variables -- they come from different economic household and the rest of it, but in the past -- and remember, in the past, a lot of what went into a school lunch was determined by what farmers wanted. a program not run by the people responsible for nutrition, it was run by the department of agriculture. that tells you a lot about wha

"power lunch" begins right now. >> good afternoon, everybody. welcome to "power lunch." i'm tyler mathisen. >> i'm down here at the new york stock exchange. what a volatile day it has been. let's bring in bob pisani. it really feels faz what is going on in the stock market and tracking what is going on in the oil market. and this recovery that we've seen in oil prices, whether it's a bounce or not, who knows? but people are remarking upon it. >> it's a very difficult morning overall. what we're seeing here is very, very choppy trading. take a look at the markets in the middle of the day. i want to point out how difficult overall it's been here. 3-1 decline to advancing stocks. we started out the morning 10-1 declining to advancing stocks. new lows are expanding, 327. that's in one in every eight stocks at the new york stock exchange. vix is about 17 right now. we're having a rough day, mandy in the airline stocks and all of the transports. take a look at the big airlines, southwest this week, their passenger revenue for available seat miles is disappointing. guidance is

with theis familiar lunch counter protest where you had segregated lunch counters and students would have sit and stew ultimately advocate to desegregate the lunch counters. they would get arrested and another group would come in and get arrested. what title ii does -- it prohibits discrimination on the basis of race, color, or national origin in places of accommodation including lunch counters, movie theaters, places of entertainment, hotels. this is significant because in 1875, there was a provision to desegregate public accommodations. it was struck down by the supreme court. a many ways, title ii is resumption of reconstruction. here is title iii. title iii allows the justice department to directly intervene to to segregate facilities that are operated by a state government. this was externally and almostal appeared and 57 civil rights act. here, it finally appears in the 64 civil rights act. desegregation of public education, here again, this is empowering the federal government to directly seek -- go directly to a district court to seek to segregation of the school. of course,
