>> well, i think what happened in maine, maine is a low crime state. they don't have street crime. ay, and it's a hunting culture. so it's not surprising that bipartisan in maine, it's like we don't need strict gun laws. we don't have crime here. we're hunters. so, yes, i mean, the very assault weapon that apparently this man used, you can buy in maine. you know, lindsey talked about there's no red flaw law but there's no yellow flag law. that's not very strict. now, this person apparently went for mental health treatment and he was in for two weeks. we don't know whether he has a family or not, but, you know, you can't petition for that person who's in that crisis in maine to have their guns taken away. now, he's a firearms obstructor. he's a former military. that sort of explains how he ended up with this assault weapon, and probably many more weapons, but yes. and look, i'm from new york, and we have the most strict gun laws in the country. but yet we have street crime, and a lot of street crime committed with guns. there's that other side of that. but i think the more guns are a

not uncommon to see maine state police in town but don't have specific areas to patrol, calls came in to dispatch centers for the department of public safety that would control the maine state police as an example at 6:57 so a minute-ish later and we didn't have troopers right inside the town so 11 minutes later our first trooper arrives which is not uncommon and that's a pretty good response time considering it's an urban atmosphere and troopsers aren't here. the second set came in at 7:08. this is the bar and grill and the first lewiston officers responding there at 19:13 or 7:13 p.m., five minutes later. and then really it becomes exponential after that as an example, should have mentioned this earlier but spare time, a minute after those initial officers respond, eight more there, now we're saying now everybody is starting to roll in about the same time and about ten officers are responding to the bar and grill immediately thereafter. you got the first folks and then people are just showing up from the police department and other locations. and that particular call for service for

maine being named the safest state in the country. i think last figures i saw second lowest gun diplomats in the country. so that is why this incident is so shocking. second lowest until last night. and so this is because maine has a tradition of firearm ownership and use. and all of a sudden we've got one individual out of 1.3 million who has just terrified the region. >> and josh campbell made the point and i want to emphasize, there is no desire, i have no desire, nobody does to stigmatize mental health. but the fact that this individual had sought treatment, the fact that this individual in addition to that we're now learning from his people who know him from army reserves is a very skilled marks man, i mean, that combination is quite scary. >> and there will be a lot of analysis of this. was there something missed. was he teamed deemed a danger t himself or someone else. but to a lot of people holding firearms is very important. and if you go into a millennialtal health checkup or you commit yourself for some mental health treatm

maine state representative is standing by to tell us what he knows about this horrific mass shooting. we begin with molly line reporting from the scene in lewiston, maine. molly. >> molly: good morning, we are outside of central maine medical center, where some of the victims from the two mass shooting scenes were brought for treatment. we've watched staff, doctors, surgeons and nurses coming out, sometimes being escorted by law enforcement with long guns, helping folks get to their car this evening. we have seen the occasional embrace before they head off to where they are heading for the rest of the rough evening at this trauma center. in lewiston, dealing with the aftermath of all of this. everything began to unfold 6:56 yesterday even, lewiston police responding to two shooting incidents. bile 8:00, declared active shooting situation in lewiston. by 10:00, officials warned residents to avoid the area until all clear. county officials issued a shelter in place order at 10:25. by 11:00, robert card was named a person of interest, 40 years old, he remains at large and they are still

inside that structure. >> i was so struck by this number today, the number of homicides in the state of maine in 2022 was 29 across the state for the whole year of 2022. last night of course 18, homicides in lewiston, maine. what does it seem like in that city? >> it's shocking. it's just a devastating impact that has had on this community. think about those numbers, chris. 29 homicides last year in the entire 12 months. and then in one night, in maybe half an hour, 18 people killed in this community. seven of them just down the street at a bowling alley at a youth night, and for mines in that direction, another eight people killed. and so it has left this community devastated. and think about this. this is a state of 1.3 million people. 29 murders a year, 18 and one night. the representative, the congressional representative from this group, jerry, golden was part of a news conference this afternoon. he said something rather remarkable. he said, numbers like that, he said, gave a false sense of confidence that our community was above this and that we could be in full control. he also pointed

maine state police and the lewiston police department the leads on this case. earlier i reviewed an internal law enforcement bulletin sent out to police officers in the state of maine describing more about robert card, this person of interest including the fact he was at a mental health facility receiving treatment for issues just a few months ago. memo reads he is a certified firearms instructor who is believed to be in the army reserves stationed in maine. he threatened to shoot up the national guard base there. he went to his facility. why and how he had a gun being released from the facility police want to find out. the top priority getting him in custody clearly if he is still alive. authorities are also acutely aware, dana, bill, and paul that card may have a police scanner and could be listening to their movements to help him get away and evade authorities. a difficult situation for law enforcement but hundreds of local and federal law enforcement members on the scene trying to track him down right now. dana and bill, back to you. >> bill: want to bring i

the problem is every state has their own laws some states have red flag laws. some yellow flag law. maine is a yellow flag law state. every state handles it differently. no clear precise nationwide plan thousand deal with a mental case that has access to weapons and may be seen dangerous to the public and may be very violent. we have to address the issue nationwide. needs to be one plan to assist aconsistent across the country so a medical professional knows though contact, when to contact. when can you confiscate a gun. all over the place in this country. that's a huge issue. >> ainsley: he was hearing voices mental health facility two weeks this summer. quash, i wish they had not released him. i know you can't predict. we are reporting on evil happening in the middle east and now happening in maine right here in america. but, tom, are you and we don't know exactly all the details of what happened. are you surprised though that he got away with shooting 22 people that you are in a public place? it's not a school where there are children that aren't armed. this is maine where a lot of peo

right now very important person to talk to on this and knows the state of maine because he ran the state of maine, former governor paul lepage. these are rare events and my condolences to you and the mainers, this is unusual. with 18 killed here, close to all who were killed in shootings in all of maine last year. what do you make of it all? >> it's a terrible, terrible situation. i was in lewiston all yesterday and actually i was at a wake, and some of the families of the victims were coming in to make arrangements to bury their loved ones, so it was a real sad day. it's-- you can't explain it. it's really, really sad that this gentleman, whom -- you know, there's a mental health element to this and maine has a yellow flag law and so i think i would recommend that a complete investigation go on because he was, as i understand it, was in a hospital, a military hospital in new york. he got released to come back to maine. i don't know if it was voluntary or involuntary. i think that needs to be identified. i think that's very, very critical. you know, if the law is in place and there's men
