manu raju is live for us on capitol hill. tell us what is going on.holdouts behind closed doors. what are they voting on, what are the issues here? >> reporter: jake, this is the second straight day that the house has been in a state of paralysis, as a result of a standoff between conservatives and the house freedom caucus, and the republican leaders. stemming in part from the debt ceiling part that speaker mccarthy cut with joe biden to extend the national debt limit until january 2025. some believe that this deal undercut a separate agreement, one that speaker mccarthy reached with the same holdouts to become speaker in january. but there are some other issues at play, some frustration with some conservative holdouts that the leadership team did not move forward with a bill that would loosen gun regulations, a bill pushed by steve scalise and others. and there's some other up related issues. if they withhold support, more than four republicans vote against it, because all democrats vote against a rule, that's enough to stall legislation on the floor

m manu, you've been spot to lawmakers. what have they said about this decision?their views depends on the side of the aisle they sit on. you're hearing republican after republican, speaker of the house, on down to his rank-and-file praising this decision, no longer will people be discriminated against in the college admission process. on the other side of the aisle, democrats, furious, angry. senator schumer contending it will be a major road block to achieve racial justice in this country. you're hearing that being echoed down the line as well. also, you're hearing from democrats who are -- african and republicans who are african american viewing this issue quite differently. the black caucus, on the house democratic side issued a statement expressing its outrage, saying by deliver a decision on affirmative action so radical as to deny young people seeking an education equal opportunity, the supreme court has thrown into question its own legitimacy. now, on the other side of the aisle, byron donald put out a statement saying clearly there was a time when affirma

i want to start on capitol hill with manu raju, who is probably already got his steps in at noon eastern. you have been talking to members, what are you hearing? >> a lot of pressure on the speaker to go as far as members on the hard right want in seeking retribution and going after the justice department in the wake of the donald trump indictment. a number of these members of the house freedom cuss going after the salaries of top officials at the fbi and the justice department, something called the hohmann rule on capitol hill. also talking to restrict funding that the doj or fbi in some ways. ask others even going to call for pooemt of the attorney general and the fbi director. >> we should impeach merrick garland. he's clearly abusing the power of his position. we ought to impeach the fbi director as well. >> the fbi, the whole justice department needs to be looked at. >> dpe delaware funding? >> we're missing the obvious. we have somebody that has hundreds of top secrets at his house he's showing it to unclear people and lied about it. i'm not in the mode for defending that. i don't

let's go to manu raja, and get some reaction from the hill, and the democrats have a majority, and so in theory, it might mean that the democrats have a path to one more seat in alabama, and what are you hearing this morning? >> the democrats and the republicans are reacting with a surprise and shock, because it is not how they anticipated this ruling to go down, and it could have a significant impact to the 2024 election and change how the votes go down there. but in alabama, it could help democrats, and help democrats in other states. it is possible for instance in georgia and maybe louisiana and could be states in which the democrats could benefit, but there are also other states that the maps are being withdrawn, and court chals and states like north carolina as well as ohio that could be beneficial to the republicans, and so we will see if it is a wash, or benefit one side or another. and then the general reak ction cord. and of course, they have been very skepticism after the dobbs and durbin suggested that perhaps there is a sign that things are changing in the roberts' court.

cnn's manu raju is on capitol hill.ators holding up votes on confirmations for people that work in the governmen government. what are you hearing from other members? >> frustration. this is one of the big things that the senate can do is confirm joe biden's nominees. particularly a lot of these nominations you were laying out. those are non-controversial nominees, approved quickly through voice vote. but any individual sender has the power to put the brakes on any nomination. if you do that, that forces the senate majority leaders to take time-consuming steps, moving through the process, forcing procedural votes to push each individual nomination through. so every time this adds up is more time for the senate to move through these holds, and that's complicated, because the senate is not in session very often. and time is precious. when talking to democratic senators who are part of the senate judiciary committee, they raised concerns about senator vance's move, which only affects two nominees right now. but he indicated

manu raju, thanks so much. brianna, this is more than just about raising the debt ceiling, this has implications far and wide. >> if passed into law, the bipartisan debt deal would prevent the biden administration from spending the student loan payment pause that began in 2020 during the trump administration. the bill reads that the pause shall cease to be effective 60 days after june 30th. that would mean that roughly 44 million people will have to resume making payments on their loans. there is some concern if this process is going to go smoothly. there may be so many people confused about how much they owe, when to pay, how much they have to pay. especially when you consider that two million borrowers will have a different servicer handling their loans since the last time they made a payment. in the meantime, all eyes will be on the supreme court. justices could rule as early as this month on a separate student loan forgiveness program. under the biden administration proposal, individual borrowers who made l

. >> let's take you live to capitol hill with manu raju.e who will oversee this case. what can you tell us? >> yeah. this judge is someone who was nominated by then president donald trump 2018. had the support of the two democratic senators from delaware. that's typically how this is done. the senators from those home states, they have to agree on naming a judge. once they agree, the judge's name can move forward and that's what happened in this case. look through her giving records show she has provided donations to both democratic and republican candidates alike. now this judge will be important because she will determine whether or not the justices, the justice department's recommendation of no jail time and probation for hunter biden had been sufficient. or if she breaks from the recommendation. the judge is critical here, even as a plea agreement was reached between hunter biden and the justice department. >> and manu, when news of this plea deal broke, republican lawmakers were quick to condemn it. i'm wondering what they're saying to

cnn chief congressional correspondent manu raju is there. what are you hearing? >> yeah. is divided over the former president and about the allegations that were in this indictment. fi initially right off the bat, some of them rushing to his defense because congress was not in session. over the last couple of days there have been more members expressing some concern about the allegations and about the mishandling of classified records and the obstruction of the investigation and making misstatements to prosecutors. i just caught up with one of donald trump's closest allies, that's senator lindsay graham of south carolina, he, though is defending the former president saying it will have little impact on the election and the indictment and also warning about a major blowback if donald trump is indicted in future cases including the federal probe into january 6th. >> it seems to be selective prosecution. president trump has every right to defend himself. politically it probably makes him stronger in the primary. if the special counsel indicts donald trump for anything relate

that's one of the questions they plan to pursue in the weeks ahead. >> manu raju on capitol hill, thanksery much. more of our legal and political experts. thank you all for joining me this evening. lots to get to. elliot, give us some context here about these charges, this believe deal. you have two tax misdemeanors. they're going to resolve this felony gun charge. how does this strike you? >> it does not strike me as alarming at all, alex. think of it this way. in our federal system, about 9798% of cases that actually are brought end up resulting in a plea deal. it is incredibly common for someone who is charged with a federal crime to plead guilty. with that in mind, this kind of arrangement for these types of crimes would not be that alarming. set aside the politics, set aside the fact that it's hunter biden, this is a very straightforward plea deal from a prosecutorial perspective. >> when it comes to politics, when it comes to the republicans' reaction, we're hearing them call it a sweetheart deal. a mere traffic ticket, in the words of former president donald trump. how accurate? >

cnn chief congressional correspondent manu raju joins us live.ouse specifically trying to target the doj, but not all republicans are onboard? >> reporter: yeah. no question about it. we are seeing a divide within the republican conference in the house and senate over how to respond to the trump indictment. in the immediate aftermath of the trump indictment we saw some of the most vocal trump supporters rush to his defense, but then you heard a more muted response from a lot of the trump critics. some started to raise concerns on allegations that came out and others saying that the party should not retaliate against the justice department. we are hearing word from house conservatives trying to push for jac jack smith to testify, move, restrict funding from the justice department or zero out salaries of key federal officials including fbi director chris wray. that is not being embraced particularly among top senate republicans or the number two republican, john thune. >> you have to understand. we need a justice department, a law enforcement agenc
