marianne favro is here with the latest. it sounds like a game of cat and mouse. >> reporter: it really is. this fence is a perfect example. earlier today, there was a different little league sign posted than 3:30 this afternoon. we watched as a code enforcement officer with the city came by and took it down. a few minutes ago, someone from little league came back and put up a different sign. rugby is one of the fastest growing youth sports in the u.s. the director of the american youth rugby union was hoping putting up this sign in mountain view would generate even more interest. he paid 200 bucks for this sign, had four made and posted them in the city. the problem is, when he put it here off el camino real, it came down just as fast. turns out the city has an ordinance banning banners. some are wondering why this banner for little league stays up while the city took the rugby banner down. >> we discovered that the implementation enforcement of these regulations is ununiform. so while our banner was pinpointed by the city

i'm marianne rafferty. back to "on the record." >> what is happening?f violence, sweeping across iraq. at least 69 people are killed in 16 bombings. the coordinated attacks come days after the last american forces leave iraq. coincidence or timed to coincide with the troop withdrawal? and did the u.s. leave iraq too soon? steven hadley joins us. what a complicated mess and not totally unexpected. but now what? >> two things. 1; this has the hallmarks of al qaeda. al qaeda has been trying to show that the iraqi security forces can't provide security to the iraqi people. so is it a coincidence? no. it's clearly something that al qaeda -- a message from al qaeda to the iraqi people. if they do not escalate, these kinds of attacks which we see from time to time, are not sufficient to destabilize the regime. the real concern is what is happening politically with the outbreak between malbychi and the vice-president, arrest warrant and it is vice-president in the kurdish area, under protection of the kurdish leaders. there are unresolved political issues. they
