marine were because i knew they invested in the f-35. f-35 is supposed to replace every marine combat airplanes that they have. withnt a lot of time marines in afghanistan. i want to learn more about this. in those initial conversations that led me to reach out to more people, to critics on the outside, but to folks at the air force, navy, to really borrow into this. what i learned very quickly is that this is a very complex program with a very troubled ory it was not something i would understand overnight. i spent weeks and weeks. >> when did you started? >> i started in the fall. i was distracted by of some other things, not the least of which was the resignation of david petraeus. i came back to it earlier this -- in therge part fall, i was a little unsure. once it became clear that we going off thebe sequestration clef, and issues of the future of the defense budgets, the scope and scale of its work coming to the floor, it took on -- the story of the troubles, the story of the giant costs is not new. a number of my esteemed colleague

it is like the marine version of the f-35.ot nearly as sophisticated. >> i wrote down a bunch of countries. britain, italy, norway, canada, australia. when you look back at this piece what would be a follow-up? where will people be able to go to find more information? >> that is a very good question. some very good work that has been done by the government accountability office and the cbo. they have written some very good reports, some of the best has been done by those organizations. if you want to delve into this, do a google search for the f-35 and gao. >> what is a follow-up for you? >> i am looking at some other military budget issues. it is important to look at some of the trade-offs. as we go forward, what can we afford? what is important for national defense? what are the sorts of things we waste money on? >> who were you writing for? how did you appeal to them? >> i tried to make the plane the central character. stories about military procurement, budget issues, they are complex, hard to understand, filled with jargo

we greatly respect navy, marine corps and guard safety policy. cal fire has an aviation policy as well. we work cooperatively with the agencies here at the table to ensure when we are engaged in an aerial fire fighting event we are working within each other's policies. we have trained in a work around, we can do close air support with navy and marine corps aircraft, with the current system we have. would we like to improve upon it? absolutely. we have gone very high up in the organization to try and look at getting the r210 radio modified to the point where it can work on our vhf spectrums, that's one of our challenges we need to move forward with. but overall we're confident when we do call upon dod assets to integrate with civilian aircraft, the training regimen we put forth will keep aircrews safe and also have them be effective. there was a lot of questions from a political level as well as a public level. you've got aircraft sitting at north island, just launch them, get them in the fight. it was hard to explain to them that that's a very de

first marine decision, first marine expeditionary force forward entered southwest afghanistan during 2009. we arrived in 2010 so it was a bit more stable. and we went straight to helman and nimruz province. very complex dynamic environment that we were operating in but before i begin it talk to you about the operational picture, i just want to give you a snapshot of afghanistan. when we got there i want to set the frame here so you understand what we're dealing with. afghanistan ranged 180th out of 1 86 on the world bank list of developed countries. 20 percent of the babies won't reach their first year of life. there is a 44 year life span for your average citizen. it has a less than 20 percent literacy rate and girls in afghanistan will marry by the time they are 15 and will likely birth their second child by the time they are 20. so this is the long-term effects of violence and civil wars within a failed state by every measure. the marines who are currently still in southwest afghanistan, they are surrounded by very conservative culture. in 2010, this is not true now but narco traf

so, that strategic entrance to this harbor was the last land that our troops and sailors and marines and soldiers would see if they departed for the pacific theater in world war ii and korea and vietnam, and also the first thing they would see upon returning back to the bay area. so, between the presidio and the head lands, we now have wonderful park lands that have been converted. we call it converting from post to park. repurposing those lands from national defense to environmental defense. and i believe it is probably the most accessful base conversion in the united states. if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate national parks that i happen to be the superintendent of has now become after 40 years the second most visited national park in our country. we get 14 million people a year that come to our parks. it has spectacular coastline, includes muir wood, alcatraz, we get to tell the stories, stories about essentially what you and your predecessors did this thi

it brought forth 22 nations, roughly 25,000 soldiers, sailors, airmen, marines. but one of the things that we did embedded in this rim pac exercise was a five-day humanitarian assistance disaster relief. we used it as an accreditation not only for some of our adaptive force packages, but more importantly to the state of hawaii to allow them to get an accreditation that they needed for 13 of their hospitals where we set up on ford island, those familiar with the oahu island geography, we utilized ford island and we had a scenario where there was an earthquake with a resultant tsunami and mass casualties along with the destruction that goes with it to the road infrastructure and communication. and, so, we were able to parlay, if you will, this opportunity to leverage off our international partners. we had seven nations that out of the 22 that actually participated in the hadr, and there were probably also 19 of the 22 that at least observed. but there were 7 of us that actually participated. and we were able to share with each other those things that worked, those

things can go back in marin, california, lots of people are going to be rolling in. the time to form relationships and what one another can bring to the table is not when the disaster evolves but in anticipation of it. i think san francisco is doing a great job of getting all the partners together to understand more clearly what they can do with one another and what they can do to deal with an emergency and that just has to happen again and again and again until we are on very good terms with one another from emergency providers, military providers, and what can be brought to bear to deal with a regional emergency. >> i think the real key thing for our take away is we need to do this again and we need to get closer together and do more hands on actual utilization of those assets and start simulating some of the types of things we're talking about doing. you learn so much more when you are actually practicing and working together. so just like the communications exercise, we need to make it more real and really stand side by side and see what kinds of things come up i

with the marine corps brother and sisters. it went well. we will improve our core competencies and again, another live exercise here on the east coast. on the west coast, it is about the same philosophy. bringing together our capabilities and looking forward towards the future. i just mentioned that we brought in another lp-17 class, and it is a quantum leap above its predecessor. if you ask me what we need to be bringing into the fleet today is ships. we need to move them into the fleet, we need them badly. we need them quickly, and we need to come later through this year. we need to increase our command and control with our naval operations. satellite phones, lithium phones, especially as we look to the future here in the near term. we are investing ship to shore connectors and we are continuing landing craft air cushion says we look to the future. our partnership with the marine corps remains the cornerstone of who we are and how we will move ahead operating forward in the future. today it is time to move ahead and set the pattern. looki
