(applause) >> while reforms and sacrifices have spared us deep cuts we've experienced during the deepest part of our economic downturn, we still have much work to do. this year's projected $123.6 million general fund shortfall and next year's $256 million shortfall requires strategic choices and strategic investment. so, in this budget you will see fiscal prudence, a high level of services to our residents, investments that protect our social safety net, increased public safety support for our neighborhoods, support for our critical infrastructure, and investments in our economy and job creation. one thing we agreed on early was that in the time of state and federal cuts, protecting our social safety net is more important than ever. so, therefore, i have rejected all proposed year-one mental health and substance abuse reductions from public health department and i have restored $4 million in federal cuts to programs serving people with

(applause) >> while reforms and sacrifices have spared >> good afternoon, everyone welcome back to the board of supervisors budget and finance meeting for thursday june 27th. we'll be joined by other supervisors, however, we're continuing to discuss our budget items we're going back into recess until >> and, and we will continue our efforts to be a healthier city. the affordable care act will extend health insurance to 35,000 san franciscans and our department of public health and human services agency will implement our nation's health care reform. but on our streets there are still too many people, families without a place to call home. and that's why we are extending a dedicated emergency family shelter to provide year round services, adding 25 more units of family supportive housing and supporting a new approach to housing transitional aids youth and getting them connected to work. from film commission. >> good morning catherine stephanie legislative aid two supervisor mark farrell who would be here but he's and budget negotiatio. nsit has been a great success ringing in high-profile films, one of the most recent is woody allen's film blue jasmin. our office 00 added a documentary film to the rebate program. we are here today because we need an amendment to the rebate program again in order to continue the success of it. we have found that although the film rated program is attractive to many producers we are now falling short on city space available for the some production companies. this legislation would allow the executive director on the phone commission to lease space for production companies after determining there is knows city space available. -- maximum of 600,000 dollars. no budget analyst report is necessary. there is no fiscal impact. we are only dealing with the funds that are already in the program, so susanna can come up and speak to you as to why this is such a necessary change at this time. thank you. >> good morning, thank you for having me sp

with the assistance of supervisors mark farrell and -- we are grateful recipients of two million fromhe safe and clean neighborhood park bond. our architect is given as close to 300,000 in in-kind services. and we have a remaining 750,000 to raise; we will do that locally in the strategy of fundraising with neighborhood parties and also we have partners in -- different groups in the neighborhood. the planning association of richmond, the presidio trust, neighborhood associations of the presidio, and we are grateful to have the help of all of those partners in closing the gap in the funding that we still need to raise.we have one year to raise the remaining 750,000 dollars; we hope to deliver a playground worthy of the site. is a very exciting project. we have had a tremendous outpouring of support from neighborhoods ard families who use the playground. lots of groups play soccer in the meadow and look at the lake; we feel supported by the entire richmond neighborhood and beyond. thank you for your time today.
