joining me live now, nbc news senior political editor mark murray. might the white house answer that question? how might they be able to walk that tight rope? >> well, richard, as mick was just reporting, all indications are if the united states decides to do something, it would be very limited in scope, but the burden becomes upon president obama and his white house to say how they plan to keep it limited. there is a very fine line between saying you're going to have surgical strikes versus getting involved in a war, in a civil war occurring in syria. so if the united states does launch limited strikes in a very limited scope, does that engage somehow iran? does that engage israel? so those are the questions. i'm sure the folks at the white house and president obama's national security team have gone through those types of scenarios, but there is that really fine line between strikes and war. the last thing the obama white house wants and something that president obama campaigned against the iraq war is getting involved in yet another war in the mid

they can do it any time. >> mark murray is standing by for us down in washington, d.c., as well. nt to bring you back into this conversation as well and talk about more of the political fallout. we know based on what the president just said a few moments ago that there are going to continue to be conversations between the white house and between congressional leadership as well. short of the president going to the hill and asking members of congress for permission to strike syria, are they going to be pleased? is that essentially what it's going to take to assuage them? >> craig, i don't think anyone's going to be pleased right now, particularly at the moment where everyone is waiting to see what happens. president obama right now has certainly hit a bottom when it comes to his numbers. his overall approval rating was at 44%. that's tied for his lowest in. what's also notable is only 41% approved of his handling of foreign policy. as you mentioned, our poll was conducted before today. it was conducted on august 28th and august 29th. right now there's a sense the american public re

nbc news senior political editor mark murray sheer wiis here wit morning's first read.his simply voter fatigue? is it just a function of an off year and a handful of expect elections or are voters tuning out? >> i think the answer is all of the above. it's important to note all these elections are coming just months after the 2012 presidential election. some folks just might be saying i've had enough of politics, i'm going to tune out. the the good news out of new jersey last night was turnout was better than expected. people were expecting very low turnout given what we'd seen in los angeles and massachusetts earlier in the year. given it was in the dead of the summer when a lot of folks prefer to be at the new jersey shore rather than at the ballot box. a lot of democrats were very happy with the turnout. the bad news, it was just pointed out, just 9% ended up turning out. that's just a sliver of the electorate. it does show you, particularly when you come to primaries, few people show up, particularly on that side of thingses. >> teeing things up for 2014, even 2016,

joining me live, mark murray. mark, this reads quite simply.ruz said he did not know he had dual citizenship until it was pointed out. but you have some old favorites like donald trump, names that got a lot of sicirculation, who are saying this may not be good enough. >> tamron, first of all, it's worth noting that if you thought that ted cruz wasn't thinking about 2016, well, think again. how quickly this escalated where he didn't know he had dual citizenship then puts out a statement showing he wants to renounce it shows he's thinking about a higher office. yes, this could be something that potentially ends up plaguing ted cruz if he makes a presidential bid and people try to tie him to canada and being born in calgary. of course, this is just what happens in presidential politics. people go after everything substantial and sometimes things that aren't so substantial. but it would be one thing he would have to answer and deal with. you're seeing him deal with it right now. >> yeah, and he's putting out this information, even the tongue and ch
