we're hearing from mark sanford and some members of the freedom caucus recently, they're coming forwardh the beginnings of ideas. is there a sense that they may reach critical mass of support? >> reporter: it's unlikely. look, you talk to leadership aides, that's not the proposal, that's not the direction they want to go. that underscores the differences. there's ideological differences on the policy with that plan. but the freedom caucus matters. it's 45, 50 members of the house republicans. if the house republicans can't get most if not all of their members in line, guess what, they can't get the requisite number of votes to pass that proposal. but the issue, again, is trying to walk the line not only on the policy side but the timeline. you talk to more conservative members of the congress, they make it clear, they want things to happen quickly. that's why they're pushing plans forward. the leadership wants to slow it down a little bit, they're worried about all of their members, not just the most conservative. >> who else is happening them, the ceos of big health care companies. aet

mark sanford stayed for three hours at a town hall meeting over the weekend, fielding people's complaints. people are upset, anxious, confused about what might be happening in congress over the next several months. and congressman sanford just listened and answered to the best of his ability. to me, voters are sophisticated enough to understand that their congressman will always agree with them but they do expect them to listen to them, not just the republican fish fries who are welcoming you to come to their fundraiser. they want their congressman to hear from them even if they don't agree with them. >> the president piled on on twitter, he said these are liberal activists. as kyung lah said, some of them are following a guidebook, but you heard that woman in kentucky screaming, people are on food stamps, can't afford their health care, and what are you going to do about it? this is how the white house press secretary addressed these folks when he was asked about it earlier this month on fox news. >> do you sense, instead of being organic disruption, do you sense there's an organized pus

circulating around congress, mark meadows, congressman mark walkers and south carolina republican mark sanford said he cannot support this current plan. so how do you get people like that on board? >> i think the idea that we're discussing what was a lacked draft is irresponsible. it inresponsible journal -- i would push back on that, governor. this is a draft plan that's been circulated around as possible proposals as to how to implement something that the perez ran on for 18 months -- >> it is a possible draft, but the point is there are many possibilities. we wouldn't still be having these discussions if that was definitive but it is not the president's plan. nor is it the congressional plan. it was a draft of a plan that people were working on. and it will continue to be fine tuned in conjunction between the house and the senate, the conversation with befores are the important thung to understand this s this -- the existing system is collapsing. humana just announced they're pulling out of all the exchanges. i spoke with a ceo who i don't think has yes announced it, they're pulling out. as

let's talk to mark sanford, a member of the house oversight committee. let's start with what is happening abroad. the first thing the president of the eu council said after meeting with the vice president was, quote, we all truly need it. do you think our allies are more comfortable dealing with vice president pence than with president trump? >> i'll leave that for them to determine -- >> well, what's your take? i'd be curious what you think about that. you know both men. >> i'll give this compliment to mike pence. he's a very, very measured human beings. he measures his words. you don't hear a lot being thrown out there where he didn't have the facts to back up his arguments. >> the u.s. has said it will hold russia accountable. in your view, is that believable for these foreign leaders given the president's vladimir putin? >> this issue is growing within the congress. there is no worse specter than the idea that the russian government or affiliates would directly not only try and impact our election but that there could be collusion in that process. i

i want to bring in mark sanford. i want to read part of your statement from november 2013 when democrats were considering the nuclear option. you said removing the right of the minority to filibuster means their views matter less than those controlling the debate. there are real concerns here no matter who is in power and i think we cannot take those concerns lightly. so given that was your view back in 2013, should republicans consider going nuclear today? >> well, they simply may have to. i hope that's not the case. i stand by what i said in 2013, because i believe that the founding fathers' intent was the majority to have that in the house. >> in the senate, the democrats are not there. so many americans are sick of the washington gridlock and it infuriates them. is this the right thing to do now? >> i would say no, because it goes toward the nuclear option, an it shing not good for our republic. dissent and disagreement is part of what goes with washington, and this methodology in the long run is sustainable. >>
