marla tellez is joining us live from san jose toics plain all. good morning, marla. >> jon, good morning. we know balancing our own budget can be tough. imagine if you're a school district facing more state education cuts, you're forced to get creative. take for instance this one here. this is franklin mckinley school district in san jose. it's taking out short-term loans to make it through the school year. this is according to san jose mercury news. this elementary school district is borrowing on the market. mid year is february 1st. it's estimated the state will cut $4 billion that officials say that will force almost all of the state's 1,000 districts to make more cuts. this breaks down to roughly $180 per student. now i mentioned potentially more furloughs, but as far as layoffs, a state law stops districts for laying off teachers ahead of mid-year cuts. so teaching positions are relatively stable at this point. but it's a new story here in san jose. it's comprised of 17 elementary schools. they may have to cut the school year by three days. i
