supervisor mar: thank you next speake. next speaker. >> i am a member of the committee and also with poder. we did 225 service. this was to educate anthe community about the fresh and easy store. this was mostly done in spanish. some of the preliminary results as alicia mentioned. 98% of the people said fresh and easy should be required to hire a high proportion of residents from the mission, because residents are worried that because of the high unemployment in the area for, they are worried about that. they're worried that -- they want to be hired as well. on average, they said at least 64% of the workers from fresh and easy should be mission residents. supervisor cohen: how many? >> 64%. the stores do not hire cashiers to work at the store. instead, they are at self checkout machines. employment opportunities at the store are very low. 87% of the people we surveyed said that fresh and easy should provide as many jobs as possible, and not be allowed to replace workers for machines. supervisor mar: any questions, colleagues?yone from the public that would like to speak? >> normally, we would have the city agencies. we have access to thecontroller -- to the controller's office. i think -- i have been coming to the san francisco county transportation authority meetings for a long time, and in the general language of this audit, basically what this audit is saying is that without qualification, meeting shall not go into the details this way or whatever way, generally speaking, accepting that general principles are audited, she finds everything to be fair, whatever that means. we listen to the san francisco county transportation authority at these meetings, as they spend thousands and thousands of dollars -- in many cases, billions of dollars. we would like to see how those monies are expended by giving out line items. bis has nothing to do directly with the audit, but it have something to do with the general sense of when such matters come before us here at this meeting. but i would like in the future -- i d

supervisor mar: thank you. peter cohen is a housing development for some --coordinae city. >> i wanted to offer to you. i was involved in the crafting of the 2004 formula retail legislation. i have -- a little bit of history. if there is anything in particular. i heard earlier stephen cornell, we work with these folks intensively to think this through. there has been some troubleshooting in the years since then but there were three big issues that framed the concerns. one was mentioned earlier. the first is a non competitive playing field between local independents and corporate chain stores. the inability to be a strong negotiator on lease terms and what ever it is, it needed to be counterbalanced through the process of entitlement. the second is where the money goes. this idea that small independents, up more money bounces through the local economy. it has been critical in a working-class and poor neighborhoods where you could get value through economic investment. the third is this idea of neighborhood chara

supervisor mar: i appreciate the amendments. i hope the office of housing and develop strategies and more specifics about what properties they are looking at. community affordable housing advocates have to be involved when we are talking about the surplus property ordinance and my hope is that in the future, there is that dialogue that goes on. seeing a strong push by the neighborhood residents for open space that benefits the neighborhood, i am supportive of that. i hope it lives up to its charges and is looking for the critical need in the neighborhood. supervisor wiener: i wanted to a knowledge that we have a fairly infinite need for funding for affordable housing in this city at all levels. having gone through the laguna project and the recent efforts to make sure that we kept the affordable housing commitments there, we are very well aware of that and we need to work very hard to find ways to create more affordable housing. when we are talking about selling off public open space, that is a big deal. and if something is trul

supervisor mar? supervisor mar: this cpmc development has profound implications for healthcare jobs and employment, housing, transportation and our neighborhood's quality of life and the relationship also of big corporate decision making to the public accountability in san francisco and the magnitude of project is huge so it demands extensive public review process that i'm glad we're having here today. also, from the 60-plus community-based organizations that are part of a coalition that's been asking for transparency for this process, i kind of am hoping that this will be a beginning point so that stakeholder groups involved in the neighborhoods throughout our city but especially around the development have a key role at the table in making sure that we have strong community benefits that emerge from this big development. cpmc's project will deeply affect important aspects of life and health in all of our neighborhoods, so it's throughout san francisco for the next several decades. and we should car

i want to thank supervisors mar -- supervisor mar, the author of this resolution, for bringing this forwardalso want to thank the coalition. if i may, i am going to say a few words in spanish. [speaking spanish] i just wanted to reiterate that i want to thank supervisors -- supervisor mar. i think this makes sense and is consistent with the fact that we are a sanctuary city. other jurisdictions -- my understanding is there are at least four other jurisdictions that are following this practice of not honoring i.c.e. holds. what i will say about the policy of making a clear distinction between local law enforcement and immigration enforcement is that it is something that makes all of us safer. i give the example of how if any sense franciscan is the victim of a crime and you have an undocumented person who is a witness to that crime, you want that person to come forward and report that -- if any san franciscan is the victim of a crime. that person will not come forward if people have a fear that any entanglement, any connection with law enforcement could lead to deportation. that is why it is

: mar -- where you fall on the political spectrum? supervisor mar: definitely strong support for small businesses. some have said that in a progressive, and though i do not like the term to much because i think it always boxes in, i have always considered myself as having progressive politics because i believe in a vision where people have their needs met. i believe in equity. when people have special needs, we should be considerate of that. i also feel that working families and the lowest income populations should have a safety net. we should have human rights and equality and civil rights for people as well. i am very proud of being a progressive. >> what do you think are some of the biggest issues facing san francisco? >> right now, there are so many people out of work the local hiring and jobs and creation of new jobs, whether it is in a high-tech economy with twitter and other types of work force issues moving forward and businesses moving forward to creation of construction that local residents have a good shot at jobs. the john
