vice president marshall: director hicks, i am moved by a couple of datapoint. 102 last pending cases is a measure of your ability to clear cases, rather than getting more or less complaints. it looks as though there is another significant drop in the number of complaints we have gotten, year to date. 30 last year, and 90 two years ago. is that correct? >> it is correct the pending cases are attributable to investigators moving the cases, as well as the complaint filed continuing to drop. what happens is when investigators have an extremely high caseload, it is harder to close cases. or when crisis -- when cases are closed, they may be closed with not as thorough an investigation as they needed to get. vice president marshall: what assists me -- indulge me as the new commissioner. what assists me in addressing my concern, or my happiness -- if there are less complaints coming in, if the community knows that can go to occ -- it appears you are out in the community, and people are aware, and we are seeing a drop

the officer tells me marshal was placed under arrest for a short time so they could do the blood draw and release him back to the to the hospital. his pickup truck hit a tree and he had a trailer with the speed bet and that flu into the creek bed. he suffered a broken neck in the crash. we went to the ross valley fire department and were not able to get anyone who could talk with us on camera about the accident. >> the chp officer confirmed to me they did get early indications it may have been a dyou i crash. >> do -- dui crash. >> all i can say, there was a person at the scene who tee ticketed a slight owed tore of alcohol coming from the driver. by that time, the driver had been transported to marin county hospital. because we had reasonable suspicion, we placed him under arrest so we could get a blood sample from him. >> he remains in the hospital. he underwent surgery and the ross valley battalion chief was interest at the hospital visiting with marshal's family much no one wanted to talk to me on camera. i called him and i have not yet heard back from him. it could take a woke fo

originally i introduced the hearing that looked specifically at the drop out rates at marshal, thurgood marshall and burton high school both of which have a number of students from the southeastern neighborhoods. in particular i want to do better, in particular i want to have a better understanding of how the school district tracks high school drop-out rates and how those at thurgood marshall and burton high school compare with other schools throughout the city. now, collectively we as a city and as a school district and more importantly as a community, we need to do better to ensure that the academic success of all of our students, particularly those coming from vulnerable communities who we see time and time again disproportionately struggling in our public schools. and i'm looking to the school board members to decrease that struggle. i'm hoping this hearing will yield a creative solutions and tangible steps that we can begin to take to subsequently address these challenges. i believe that these two hearing items share many common things and i look forward to the presentations today.

marshals say the man that the authorities were looking for in the killing of a school superintendentthe streets. the murder happened last friday in buffalo, new york. anthony taglianetti was tracked down in shenandoah county, virginia. richard reeve is covering this story, and he is live in strasbourg virginia. >> we are at the very edge of the george washington national forest. this is where it is believed the suspect was trying to make his escape. it was here, and remote fort valley road area, near strasburg, where u.s. marshals captured anthony taglianetti during a traffic stoppe. >> that would not surprise me. >> as recently as friday afternoon, taglianetti was the focus of a nationwide manhunt wanted for the murder of a 51- year-old local school superintendent in western new york state. the authorities believe that taglianetti traveled to new york and killed reed friday night. the motive? the police call it a personal matter. >> it sounded like gunshots. then male voices. >> neighbors say that reed and taglianetti's wife had a relationship. >> apparently, he found out. >> neighb

vice president marshall: what assists me -- indulge me as the new commissioner. what assists me in addressing my concern, or my happiness -- if there are less complaints coming in, if the community knows that can go to occ -- it appears you are out in the community, and people are aware, and we are seeing a drop in compliance. my question would be what you attribute that to. gd>> i attribute it to several factors. one, we addressed in our annual report. nationally, complaints seem to be going down, but our seem to be going down at a greater pace than in some other jurisdictions. the community policing is being implemented here in san francisco. that can be an attribute that causes people to file less complaints. officers could be better trained. that could be attributed. and we are, as you mentioned, doing outreach. the community knows that we exist.
