hampshire; peggy burns, eap counselor, employee assistance program, university of maryland medical system, baltimore city, maryland; neli vasquez-rowland, president, a safe haven, chicago, illinois. of those individuals that are unemployed, there was about a 15.7 percent rate of drug dependency among them. of the ones that are employed with a drug dependency, there were 23.3 million people overall, and about 49.8 percent of them were employed. and from the mental health community, there were 6 million people who were served by mental health authorities across the nation, and roughly 21 percent, or about, of the 6 million, were employed. what does that tell us? what types of challenges, david, do these individuals present as they approach the employment marketplace? well, that's telling me that, actually, most people that are, that are served by my agency, which provides welfare or tanf services or homeless services, do not have mental health or substance abuse problems. there- but the percentage is a lot higher than the general population. so probably 20 percent of the people that we're serving in tanf h

that is the current water temperature off the coast of ocean city, maryland. 49 degrees. you're not dipping your toes in that water, that's for sure, but that air is flowing right around that area of high pressure moving right past that 49, right in through the coast and you get much cooler numbers as you get to the shore. cambridge, only 63, 66 in easton and annapolis, 69 in d.c. but farther away you get warmer. 72 in culpeper, 73 in petersburg. cumberland, maryland, at 72 degrees. the closer you are to the beaches, the cooler you're going to be the over the next couple of days we'll continue to see that easterly wind. something else that's going to continue to try to do is bring in some cloud cover from time to time. see these clouds here? that's the marine layer that later tonight may actually be able to come onshore, especially through southern maryland, down through portions of the chesapeake. most of us, however, will stay clear and that's going to allow temperatures to cool off pretty quickly. so cloudy skies are down to the south. i think tomorrow see those clouds

we received testimony from local communities such as ocean city, maryland, which highlighted the hundreds of millions of dollars in damages avoided by these projects. section 2030 in wrda 2013 does not provide a blanket extension of all beach nourishment shore protections. the section allows the corps to study projects and to make a recommendation to congress. and i don't know why we would want to stop this, since we know after sandy that some of these projects really had a cost benefit for the people, for the taxpayers. before receiving an extension, a project has to go through a feasibility analysis to demonstrate it is still in the national interest, has to have a positive cost-benefit ratio, is technically feasible, is environmentally acceptable. so the provision senator coburn is attempting to strike doesn't guarantee an extension. it just tells the corps to study the issue and come back with a recommendation. and i honestly believe that blocking federal investment in these projects will harm coastal communities. so i urge my colleagues to oppose this coburn amendment, and i know i s
