anna: matt? matt: by the way, i love the comparison to tarp.ference is, we didn't all know weeks before hand that the tarp vote would fail. so this clearly isn't going to pass on december 11 if it gets voted on at all then. does that mean failure of this bill has already been priced into the markets? james: that's a good question. no is probably the answer. i think there's a degree still of uncertainty. certainly in fx markets. fx markets are incredibly liquid and it tends to find, regardless of have expected an outcome is, it tends to move the market, even if it's just profit taking. i would have thought there would be volatility during and after the vote of december. but i agree with you. the market is overwhelmingly of the opinion the vote has little to no chance of passing. in the way markets work, that means the market moving information we believe the vote will not pass, but does it lose by 20 votes, 50 votes, 100? that's what the market moving information will come from. if it's 100, sterling will take that badly. anna: we will bear that

matt: what is better? what do we need to see from china in your view, because as you say there's that issue, we have the south china sea issue looming out there. sen. mcconnell: on the trade front, quit stealing our intellectual property and by our -- and buy our soybeans. as far as south china sea about all we can do there is continue with our passage through there. i mean, we are not going to engage in a military conflict over that, but we need to ensure that we still have access through there and maintain a military presence in that part of the world. that's important. matt: when you look back, it's 20 years since wto happened, were we naive about china's intention at that point? when you think back, should that vote have been differently or should have the united states thought differently about all i can tell you i don't think anybody has been satisfied with our trade relationship with china, republicans or democrats for quite a while. okay, i know we are running a bit long and i want to take question

matt? matt: less than half an hour from the start of european trading. take a look at where we see futures after the stock rout continued to roll around the globe. the dow was off another 400 plus points yesterday. x was down 1.9% at the close. the ftse is currently treading water. if you look at treasuries, you also see a little water treading because we come from such low levels. the yield on the 10 year treasury right now, 2.8%. this is a three-day chart. we dropped down to 2.4 yesterday, so we are seeing some traders sell treasuries, pushing yields up a little but at a low level. what do you see on the gmm? anna: pretty next, but the japanese story is negative. let's talk about the overnight equities session. pretty mixed to negative. the japanese equity market going further into bear market territory. the nasdaq was flirting with that labeling yesterday. s&p down more than 1% in yesterday's session. one of our blogs this morning, -1% is the new unchanged. that is how things are shaping up. the shutdown showdown still lies ahead in the united states.
