matt bradley in our london bureau, matt, what do you have? >> brian, there's just been a statement read by the military on turkey's trt television. the anchor who read the statement said that martial law has been impose. the freedom of citizens in turkey will be guaranteed and turkey is now being run by a so-called peace council. and that everyone's civil rights will be guaranteed, regardless of religion or race or ethnicity. they said that secular rule of law was threatened under erdogan's government. this is the traditional repeated excuse or reason for the turkish military intervening in turkish electoral politics. this is the fifth time since 1960 that the turkish military has interconvenievened directly. it's done under this presence dent that some leader, whether in the last half a century has somehow trampled upon the sacred secular nature of the state that was enshrined by ataturk nearly 100 years ago. this is breaking news. this statement read aloud on trt tv saying the country is under martial law and is being led by a so-called pea

matt bradley has been standing by in london. he's monitoring the situation there. w now? >> >> sounds like we're having trouble getting matt. do we still have andrea with us? >> yes, you do. >> if we could talk more about the context of this. people hearing the name of erdogan for the first time. this is somebody who has had a rapid rise in politics in turkey. his appeal is very populist. he's really brought to the fore the tension between, as i understand it at least, the more sort of religious, i guess masses in turkey and the traditional elite which is much more secular. >> absolutely. he's gone against the tradition that comes, you know, from turkey's founder as a nation state to be more secular. he has gone in the other direction. he's also very recently repaired his damaged relationship that goes back six years with israel. turkey and israel were fairly closely allied not very publicly allied but closely allied and shared military and intelligence. and then there was that terrible incident where israel, during one of the gaza uprisings went against a flotilla,

matt bradley is in our london bureau sampling all he can from there. matt? >> thanks, brian. it's a very fluid situation. we have seen this constant reiteration of these outbreaks of violence in europe and elsewhere. we know now from the police speaking to local german media is they believe there are now three people who have died. they have no real word on injuries, though it's thought there are multiple injuries. more than one at least. and they don't know where the shooters are. they were just tweeting, the police, that they don't know where the shooters are at this moment. they are trying to canvas the area and advising residents to shelter in place and try to stay off the streets in order to remain safe. they have shut down the local transportation, the underground that serves that shopping mall. they have also tried to shuttle down a lot of the streets in the area and moving into the mall and trying to evacuate that facility to try to keep as many people safe as possible. again, from those troubling images that you have seen, that you have shown taken by social media. w

matt bradley in our london bureau. again, these are tumultuous scenes on the right, the entrance to the airport. all we see are just teeming groups of thousands of people on the move on foot. in the upper left-hand corner is local time in turkey, seven hours ahead of east coast. it's coming up on 2:00 a.m. of course, not every night are turks awakened to either the sound of low-flying jets, low-flying helicopters, gunfire. now the state department confirms the sound of explosions in ankara. that does not mean this has been a violent coup per se. we just don't know enough to characterize this. we know erdogan has on vacation at the black sea. obviously part of the timing of this. we know he has appeared on facetime on one of the turkish networks and he is urging people to rise up. but we're about to enter a period of several hours where answers may not come easily and it may be hard to know exactly what direction we're headed in turkey. all we know is there's been a military coup there tonight. our coverage continues as

let me go right back to ankara and to matt bradley in london. give us a sense again, it looks like a split situation, split screen, in a real sense that we have in ankara military power, coup leaders in control and yet in the streets of the major city of istanbul, at the airport, especially, the people have responded to the president in a way that's forcing the military to choose between what might be slaughter in the streets and losing this coup. >> yeah. it's a pretty decisive moment right now as cal said. it's a coup attempt that's hanging in the balance. we have already heard the associated press just carry the report saying the national intelligence director has called this a failed coup. i mean, we say something like that. so we have to take these sorts of comments with a grain of salt. but another thing, the state national -- official state media arm has said that 17 police officers have been killed in a helicopter attack in an intelligence office outside of ankara. so clearly, this has devolved into a situation as i mentioned before to b

matt bradley is there. what have you learned?leased the name of the mastermind behind tuesday's attack. this is acmed. no one knows where he is but he does have quite a strong sign. he only has one arm. his name is akmed one arm. the fact that he is russian and leading a group of three people from central asian is a very new development. central asian and russian nationals have never really been used or rarely been used to launch attacked beyond the self-declared kal fate. it could signal that an islamic state is tapping into a new reservoir of foreign fighters and deploying them to positions beyond their borders. a lot of people can pass through borders. >> if he was the mastermind he was not one of the three bombers who were they? >> reporter: we don't know much about the arrests. we know like some of the previous arrests that they were actually connected with this bombing. we have to remember as turkey goes through they are really operating something of a dragnet. they are a group that has a very strong presence throughout thi

nbc's matt bradley is there and has the very latest on this. tt, what can you tell us about who they believe it to be? >> reporter: thanks, thomas. we know from nbc has word from turkish officials that this man is ahmed shitayev. he is well known to global intelligence agencies who go after jihadi groups but no one knows where he is. he does have one decidedly strong tell. he has one arm. in fact, he has a sort of menacing nickname to go with it. he's known as ahmed one-arm. this man is something of a dirty piece of work. he spent some time in prison in russia. that's where he lost his arm to gangrene. he escaped that prison in 2003, did less than a year of prison in sweden on arms smuggling charges. again, no one knows where he is now. the fact that he's russian and was directing three jihadis from the russian and central asian region points to what could be a new emerging wrinkle in this whole isis drama. now, a lot of men from this region have been known to populate the upper ranks of islamic state but they have rarely been forward deployed b

matt bradley is standing by in london for us. matt, what can you add? >> well, one of the things we have been seeing is that actually, the former head of the -- former mayor of nice, now the current president of the nice region, he tweeted actually that they have set up a psychological cell, for anyone who is seeking aid in the region. they can call a number and seek some assistance. this just goes to show that a lot of the victims we are talking about, he tweeted earlier there were more than 70 victims, they can actually reach out and seek assistance from the french national police and from french authorities. it was really poignant seeing this official tweeting earlier. he tweeted just a couple of hours ago some pictures of the attack and himself, a picture of his face actually looking at some of the images of the celebrations on the frpromenade desanglais and then tweeting how this is the most dramatic damage to afflict nice in history. so for him and for many people of this region, this is a really poignant moment. this is not just -- this is not ju

nbc's matt bradley is following the latest developments for us.hat do we know about this individual police have now -- authorities have now named? >> reporter: thanks, tamron. yeah, we have it from turkish authorities now that it was akhmed chatayev who is implicated as the planner behind this very bloody attack on tuesday that killed 44 people here in ataturk international airport behind me. now, this name is not going to be strange to any of the insurgent groups or intelligence authorities throughout europe or the middle east. he served time in prisons and played major roles in insurgent movements throughout both those areas and now he's really, nobody knows exactly where he is. but he does have a very tell-tale sign which is he only has one arm. that's because he's thought to have lost it either in the chechen war or from gangrene in a russian prison. he started his career in the very bloody chechen insurgency against russia in 1999 and 2000. like i said, that's where many people say he lost his arm. after that, he moved to austria and tried to
