president mazzucco: think you, mr. harris. >> i filed a complaint against the san francisco police department. i alleged that over an extended period of time, the police department harassed me in an effort to get me to leave the city because i knew the identity of one of the confidential informants in the jackson street gang case. do you hear me? the occ ruled information only. they said the matters i brought up raised issues that were beyond the jurisdiction of the occ. the definition of "information only" is the actions described were not permitted by sworn member of the department or the story told is so unbelievable that it cannot be accepted by a competent authority. they also said, regarding the statement in the letter of finding, that it was beyond the jurisdiction of the occ. one of the investigators told me that the fbi [inaudible] the policemen that i named in the complaint was retired and therefore they did not have jurisdiction over that police officer anymore. tonight makes my fourth attempt to get clarifi

president mazzucco: thank you very much, lieutenant.is may fall under line 3-d but ripetly received numerous telephone calls regarding people interested in our police reserves. so if we can have a report somewhere in the near future about the number of reserves that we actually have. i know that, that number increased substantially in the last six to eight months, and there's several people who are police academy graduates who have expressed an interest in joining them. for some reason i keep getting the phone calls and forward them off to the reserve number. i forget what that status is because obviously it's a great pool to hire from and great tool to have because we don't pay the reserves to do jobs that the officers who are tied up doing other things, that they canrkv for example go to the hospitals and stay with the prisoners. if i find out a little bit about that. five phone calls in two weeks. it's kind of odd. the second concern i have is we move forward with the items we should be covering here, one of our main priorities was p

president mazzucco: thank you, clyde. next speaker. >> good evening, commissioners, my name is eric king, i'm here continuing on with the topic that brought me here going back to april 27. let's see, a bar girl chippy loses all of her money and i happen to witness her sign a complaint against the people who were trying to collect, and for some reason the powers that be deemed that my life is forfeit from that point forward. i disagree with that completely . when i filed my complaint with the o.c.c., i attached to my complaint some documents that i wanted them to read that would give them a background on the complaint that i was filing. the documents were predominantly freedom of information act requests i had made to the department of justice. the o.c.c. closed my complaint without interviewing me, and only interviewed me after i pressed them to do so. they ruled information only, which is a foggy finding and they still would not give me definition of what they meant by that. during the course of the investigation, i told
