president mazzucco: thank you. where are we with homicide numbers? >> we are closer to 30, which is closer to the number. one is too many. gun violence, non-fatal shootings are down 10%. the efforts, however strained we are staffing-wise are bearing fruit that we're talking to the right people. >> any questions for the cheap? to ghief? >> i wanted to ask about the nine laterals. my assumption is there is a need for officers there. generally how will they be assigned or dispersed? >> it is a random distribution. we do not have a training the judge and the training officers at every station. not everyone is a training station, but they will be randomly distributed, including the tenderloin. president mazzucco: now we will move to line item c, commissioner report. >> i am joysticks, director of the office of citizen complaints. -- joy stichs. also here is chief investigative officer charles carmagarmen. it is a pleasure to be here to speak about the functions of office of citizen complaints, also known as the occ. we'

president mazzucco: further public comment? item number8. >> whether to hold item nine in closed session, including whether to assert the attorney- client privilege with regard to item 9 a and b. >> before you take the vote, i want to see if the city attorney had a response to that question as it pertained to item 8? >> i do not have the actual ordinance but i believe all is necessary is for the commission to decide to assert the attorney-client privilege. i think it has to do with whether you identify the case in name itself in the agenda. sometimes when the city is considering litigation, for example, or it has not been served, you would not identify the name of the case or the parties that are involved in order to maintain a litigation position. i do not believe there is any basis for not going into closed session based on the argument that was identified in the public comment. president mazzucco: we have a motion to move into closed session? >> so moved. president mazzucco: we will move into closed session.

president mazzucco: thank you. a very comprehensive report for the community to learn what the agency does. >> just one quick question, and this -- you might feed to look at the data, but i have one question in listening to you this time. one thing that you said is of all of the allegations made, 10 percent signed were unnecessary use of force. do you know what percentage was sustained? >> i do not have that number off of the top of my head. very low, and i do not want to guess, but i do believe it might be of the sustained 2%. i will give you the exact figure, a very low figure. most the sustained allegations are for neglected duty. >> 2c, commission reports. i have a very brief report. i did attend the press conference about new technology in the police department. the technology is incredible. they did a demonstration of what officers will be able to do have theipad o ipad or laptop in frof them. it took the officer's back on the street 40% more of the time. it is a great time-saving device. it said it will help

president mazzucco: motion? all in favor. line 2a. occ director report, commission reports, commission announcements before we go into the main presentation. we will start out with the chief's report. >> commissioners, greg suhr, chief of police. i spent my first four years in the tenderloin area. i was given night radio car. your captain was three out of 41, not allowed to drive back in their early 1980's for very good reason it yet seen how it is gone since then. very quickly i wanted to talk about violent crime down in the city, 3%. property crime is up about 2%. overall crime is flat. that is good news, considering we continue to go down 200-some odd officers. this past monday a class of 51, 9 laterals will graduate thursday and head out to bayview station and just finish budget today and the mayor's proposal of three academy class is per year for the next six years past 4 1/3 of that. we will have that in the next two years going forward, as well as 52 civilian high years. that will move inside jobs back out to patrol. all good n

where is commissioner mazzucco? there he is. we have to make sure they hear those 54 words in the fourth amendment. we have to make sure those searches are good when those officers go into those hotels. again, the gang monitoring. we have been very lucky. we have seen a little uptick in the high-speed quarter. we are concerned about that a little bit. we reached out to some of the latino family members in the area about that. i have concerns with that because we are starting to see an uptick in that. unfortunately, when we give the orders and move people around, in a couple of weeks or a month, we see that someone comes in to take their spot, and that is troublesome to us because we work hard to have the area cleaned up. and with the staley order, which has to be measured -- measurable, you cannot say stay out of the tenderloin. you have to say stay away from a certain area that is measurable. when we have new people come in, it gets frustrating. but we keep plugging along. targeting the area of drugs. with the violence in the a
