we're getting into troubled waters here. >> general mccaffrey, can you speak personally about the toll it takes on men and women deployed -- how much time they spend worrying about their family? so much of what was provided on bases in terms of childcare and in terms of counseling and in terms of support for families is so that the men and women fighting to protect us don't have these burdens, don't have to worry about these things. what is sort of the psychological toll on the military? >> well, fortunately, it's far less than it was a few years ago. we got only around 15,000 troops in iraq, maybe 7,000 -- excuse me, afghanistan, 7,000, 8,000 in iraq and 7,000 elsewhere. but look, the bottom line is the law enforcements have been at war for 18 years. some of the special ops or personnel or c-130 squadrons or navy s.e.a.l. teams have been deployed a dozen times. we've had -- i have to remind people of this, we had essentially 60,000 killed and wounded fighting the war on terror. so it's an ongoing, constant deployment for the armed forces. and, you know, at the end of the day we really

here with us tonight to talk about it, general barry mccaffrey, retired u.s. army four star heavily decorated combat veteran of vietnam and a u.s. ground commander in the gulf war. he has been to this oil field in saudi arabia. also with us tonight, jeremy bash, former chief of staff at the cia and pentagon. general i would like to begin with you. tell us about this facility, and tell us your view of the optics of this president saying we are locked and loaded and seemingly awaiting instructions from the kingdom. >> well, look, it was a very serious blow at saudi arabia. it probably knocked half their total production offline, some of it maybe for months. i think at the end of the day, it's going to turn out to be an iranian technology, iranian devised attack, possibly through surrogates up in iraq or yemen, unlikely, and the question now arises, the president supplied maximum pressure since we withdrew from the nuclear accord. they are now pushing back with maximum deniable pressure. i think no one in the regionmenregion wants war. trump doesn't want war. the

i agree with mccaffrey, this is a significant blow to saudi oil output.t's basically an act of war against the saudis but not an act of war against the united states. i think we got to be clear that we respond militarily when our vital interests are threatened. we try to act multilaterally. we consult with congress. we try to exhaust diplomacy. we have a clear exit plan and exit strategy. we have none of those conditions here. i don't think this situation warrants a united states kinetic military response. >> general, is this the foreign policy crisis we have been fortunate enough to avoid these 970 days, and what does it do inside you to hear the president say our military would be reimbursed for our actions, conceivably, on behalf of the kingdom? >> well, the language, of course, is entirely inappropriate from a senior political leader like the president of the united states. just unheard of. a locked and loaded is a term used on rifle ranges when you're about to fire at the next command. so it just is provocative. it's not -- it put him in a box, himse
