mccain: dr. gilmore, in your statement, you said a limited and incomplete f-35 testing accomplished to date has nonetheless revealed deficiencies that cannot be ignored. can you lab on that? dr. gilmore: i would be happy to do so in the appropriate forum. it would require the discussion of classified information. we treat cyber vulnerabilities, the details of them are classified. they are significant in my judgment. n. mccain: general bogdan, dr. gilmore believes there will be a delay in the i.o.c. of the air force version. what is your response? general bogdan: sir, there are many things that the air force needs me to deliver to them before they can declare i.o.c. all of the things that are necessary for them to make that decision are on track for 1 august 2016 declaration with the exception of alice. i believe alice is i would put alice delivery at one over 2016. they have until december, which is their threshold date. sen. mccain: the fiscal year 2016 limited funds until secretary james a cert

senator mccain has said that there is some overlap. they expect to be more substantial.hat is what we can expect from the senator. >> it is interesting that the pentagon came out on this kind of at a random moment. >> we know they have been working on it for a while, and it is part of the lesson learned last year. congress pushed through acquisition reform on its own, and there is the sense that the pentagon was kind of caught flat-footed, and congress kind of forced its way and with some ideas. the pentagon liked some of the ideas. but, since then, he has held a series of meetings to try to get a sense of what the changes could be that would make sense, incorporate those with his own thinking. >> i don't think anyone doubts that vago muradian, -- that goldwater-nichols, the initial version, was significant. any thoughts on how this could compare? >> exactly what form it was going to take was unclear, but it is important to know that the first goldwater-nichols grew out of this disastrous attempt to rescue american hostages in iran. that had kind of a clear solution, to

senator mccain: does china have the same capability? admiral rogers: some measure of the same capability, yes. senator mccain: how is china's behavior evolved since the opm breach? admiral rogers: we continue to see them engage in activity directed against u.s. companies. the question is, i think, that we still need to ask is, is that activity then in turn shared with the chinese private industry who we certainly acknowledge that states engage in the use of cyber as a tool to gain access and knowledge. the question or issue we've always had with the chinese is, while we understand we do that for nations to generate insight, using that then to generate economic advantage is not something that's acceptable to the u.s. senator mccain: do you agree that the lack of deterrence or repercussions for malicious cyber behavior emboldens those seeking to exploit the u.s. through cyber? admiral rogers: yes. senator mccain: admiral, we are looking carefully at a consolidation of command here, as far as your responsibilities are concerned. i believe

chairman mccain: thank you, mr. chairman, general dunford? general dunford: chairman mccain, ranking member reed, thank you for allowing me to come here today. secretary carter provided update in overview of our strategic approach before taking a questions i want to briefly share my perspective but where we are in the military campaign, and where we are going. isil is a translator threat from southeast asia to west africa. our top priority remains to disrupt attacks against the homeland regardless of the source. we continue to assess the most dangerous threat remains isil in iraq and syria. i've received a campaign update from our commanders in iraqi leadership. i had the opportunity to visit with our troops and visit our forces at their training site. there is no shortage of political and military challenges, i was encouraged by what i heard and saw on the ground. i don't believe isil has the momentum any longer. i will summarize by saying that the forces and sunni tribal forces will reduce isil's territorial control and undermined its brand

john: so are mitt romney and john mccain going to the convention?u manage that dissonance? none of the past nominees, george w. bush is not going to be there, what do you do when you're donald trump and you are trying to bring the party together, and that happens? mark: if trump wins on tuesday, they are going to go back to all these people who said, i am not going to vote for trump, but he is not going to be our nominee. i think they are going to about 80-20, 90-10 and say, look, he is our nominee. bush 41, for instance, what's he going to do? say he won't vote for the nominee of his own party? once he gets bush 41, which i think will happen relatively soon after trump is the nominee -- if they don't show up in cleveland and protest, what does it matter? guest: here's the other thing. once you are the nominee, typically you indict all that is wrong in the world and america, particularly on the other party. donald trump is not like that. he is going to indict the failures of both parties, multiple administrations going back to the 1980's. i think th

but i want to emphasize the point that senator mccain has made so eloquently. i want to go to another topic that you have also been asked about. gener general, i'm very concerned about our submarine undersea force. you're aware of it. you've been asked about it. the continued building of our virginia class at the rate of two of year will collide financially with the ohio replacement program. in my view we need to continue building those two virginia class submarines every year. "the new york times" story that's been mentioned to you in the course of this morning is only the latest evidence of the increased emphasize of our adveadve adversatories. i think in the course of that article one of the comments from one of our military leaders was we are back to in a sense the cold war competition undersea. i would like to know your views and general richardson if you want to comment, you're welcome to. whether this program continuing our building of two virginia class submarines every year with the ohio replacement are important, in fact vital to our national defense.
