they would save kevin mccarthy. the speaker did well by them. they cut a deal with the president, something that received bipartisan support in the house, so they were feeling good. but then came the house led committees marking up the appropriations bill at lower caps, which soured democrats' thoughts. but kevin mccarthy opening an impeachment inquiry into president biden last week -- a number of democrats said after the debt limit they were thinking about considering saving him. now that is an open question. some of them did not want to do that. i spoke to eric swalwell who said he would oust mccarthy. here is the wildcard. some democrats said they would potentially save mccarthy, but at a price. i spoke to congresswoman aoc and she said there would be a price to pay. could we see negotiation? it is a possibility. at the end of the day what democrats do is going to be significant. they are split on kevin mccarthy. some want to get rid of him but he has a lot of support among leadership and rank and file members. t

as you point out, this is coming amid pressure for kevin mccarthy.ny: we are approaching a government stdown at the end of the month. if a budget is not approved in order to give the government continued spending authority. the mey is simply going to run out. there's a lot of conservative members of the house who want to tow a hard line on budget negotiations. they want to cut spending even further than kevin mccarthy agreed to during debt negotiations really over this year. they are threatening kevin mccarthy that they are going to shut the government down unless they get more of what they want. kevin mccarthy may have made the calculation that this is one way of giving them sething, moving forward on impeachment. that will keep his right flank happier and they might be more willing to go along with budget negotiations. helena: but will it? it does not appear to have mollified some republicans on the right. tell us more about what we are seeing. anthony: matt gaetz, the congressman from florida who i mentioned earlier, he called this a baby step in

names and then mccarthy today in that meeting -- mccarthy is not someone who curses at his -- at thes conference. he doesn't use language like this a lot. and he's also someone who very well knows that whatever happens in those meetings is not private. what it telling you is he wants us to know what is happening in there and what he was saying. he wanted us to know he was saying, bed and do the eff'ing motion to vacate. whether gaetz actually does it, if he does, it could be dangerous for mccarthy. it is possible there are enough people who, if this were hit the floor that would vote him out of speaker. i could also see a world in which there are some democrats who want to play in the republican waters and make it a little dangerous for them and make it even more chaotic than right now, voting for speaker mccarthy to lose his speakership. when this agreement was -- came to earlier this year after all of those votes, that was something everyone knew that at some point, these two sides -- didn't know who the other side would be -- mccarthy and some conservative, who would hit at each o

i mean -- what is inextricably linked is kevin mccarthy's move here and kevin mccarthy's quest to survives speaker. and that is what you're seeing on display here. and so, by moving ahead with his impeachment inquiry, absent sort of unified support from his conference, kevin mccarthy is saying in no uncertain terms, his own survival in this job as speaker is the most important thing here. rather than getting the entire republican conference together with this as a critical goal for this fall. and just think that's important note here. also, it's so different from what we saw four years ago when nancy pelosi launched impeachment inquiry against donald trump in the first trump impeachment. she waited for her more moderate front-line members to get on board with this idea. they were so skittish that this was going to blow up in their face. it took them a while to get on board, finally when those vulnerable members moved forward, nancy pelosi moved forward. here's, kevin mccarthy taking the right-wing of the caucus with others, members not on board. >> not only not on board and the feeling by

mccarthy's allies make up the majority on this panel. i believe it's seven republicans and four democrats. the four democrats are likely to oppose but there's two members of the house freedom caucus on the rules committee. they could vote with democrats to make it a tight vote in the house rules committee which could block it. there are three steps over the next couple of days, the stopgap measure, the rules committee and the rules on the floor and final passage for it to be sent to the senate. host: we read some posts on x this morning from some conservatives. i want to show a few of them to our viewers who may have missed it and get your reaction. what do you make of just those four and there are couple of others. does speaker mccarthy have the votes now? guest: the answer is no. it makes it a difficult week for him and his leadership to fund -- to find those votes. democrats are likely to oppose this bill given the border measures and the deep cuts to non-defense programs which democrats tend to support as well as the defense programs
