louis, perhaps, mcgraw, you're getting a sense from your audience whether they are, i guess, decidingpredicated on what the grand jury does. how might this information that no decision reached by the grand jury will in any way kind of dictate the actions of some people there who are planning to gather or some people who are just listening intently about what will happen next? >> well, you have to sort of set the scene here in st. louis. and everything that is being done here in st. louis is based on fear. there is this elevated level of fear of the unknown. we don't know when the decision is coming, we don't know what the decision is going to be, and when it finally does come, what's going to happen? so schools are being closed, people are stocking up on food, people aren't leaving their home. there is an ominous feeling, and i've never lived through some type of martial law, but downtown clayton feels like something's about to happen. and so the streets are empty, ferguson, behind me, there's just sort of this ominous feeling, waiting for this shoe to drop. >> and then, clayton is ki

louis, mcgraw millen.> a little surprising for the rest of us and the rest of the country that the police, and there are some feds on the scene, too, can't secure public order sufficient to keep the schools open. is the threat that high? >> well, the fear is that high. and i think precaution wins the day here. so if you're a parent or you're a teacher or a superintendent, what's the easiest thing to do? send the kids home, we don't have to worry about it. we don't know when this decision is going to come down, if it's sunday, monday. it's easier for this school to wipe their hands of it because of the lack of leadership and the lack of continuity and the fear that is everywhere. it's just easier to keep those kids at home. >> what are you hearing there in the st. louis area? do you think this decision's been made by the grand jury? >> reporter: so, everyone has an opinion. everyone's heard the rumor. everyone's heard the same rumor. bob mccullough's office has really been the only one that's done their job
