let's get david mckenzie to talk about this.this area where the super typhoon, is it making landfall and do we know what the impact has been already. >> reporter: well, so far the impact is unclear because it is very early days, hala, but the enormous typhoon, super typhoon hit the northern part of that island, in southern china about two hours ago. so it has been lashing out with strong winds and obviously heavy rain. the chinese authorities have called this a red alert typhoon that is the strongest level that china has. and it did seem like they were scrambling to get everything in order before this typhoon hit. the plans cancelled, planes delayed. theys to also took steps to mak sure there were no large ships in the region. also, hala, this is a very popular destination for tourists, and international tourists. they have cancelled all tour operators for the next 24 hours, even go to the specifics that people should lash down billboards or the advertising to avoid any objects that could be tossed around in the full-scale winds

our david mckenzie is covering this for us from our beijing bureau and joins us now live.we put this information together, this plane crashed on the second attempt. of course it makes weather the primary suspect, but talk to us about the plane, where it was flying to, and what we at least do know so far. >> well, it was flying to the pangu islands, a popular tourist destination, also people just commuting back and forth from southern taiwan. this airline has several of these atr 72 planes. these planes are pretty well designed for short runways and tricky scenarios. but, you know, certainly something went horribly wrong in this case. recovery efforts has moved into the daylight hours. they did fly in several of the family members of those who were on board that flight as well as obviously rescue and recovery teams from the main island. this is from an airline enthusiast taken several years ago, of the plane in question. now, this plane is, as i said, very good with tricky scenarios, and the fact that it did try to land and bailed out of that landing indicates there was eit

senator mckenzie. >> thank you, madam chairman, this has been very enlightening. there has been some good suggestions for things we can do at the federal level. one thing i've worried about, if it's worth reacting to, it's worth overreacting to. there are some state concerns out there, i'm sure. miss littrell, how important is it for the local districts to have some flexibility in developing these plans that you had? >> i think there's definitely some best practices that should be followed across the nation. however, how a school district works with their local law enforcement, their local stakeholders, will really depend on what is present in their community. rural communities may not have the same level of resources or the same number of resources as, say, urban communities. how recruitment and trafficking happens in one community also varies a little bit. but as i worked with the department of ed to write the guide for the nation on addressing sex trafficking in schools, what i found was actually there is a lot of commonalities. it's much more similar than diss

i want to briefly mention the highlights of the mckenzie work about the experience and public exchanges. and they estimated that the network plans were available to 92% of consumers using the exchanges. and that broad network plans are available to 90%. they plan 48% of the offerings and 60% in metropolitan areas. and the key thing was that broad network offerings had premium increases, 13 to 17% greater than the narrow network offerings. so what's behind the rapid growth in limited networks? i think a big basic reason is that health spending now, is increasingly higher in relation to income. and we all know about that's from advance technology and higher unit prices. and it's led to a situation where broad provider choose is a luxury that fewer people can afford. but the key break with the past really was the developments of public and private health insurance exchanges. i would say there are two key things. one is -- the freedom from one-size-fits-all requirements, you know, if you're an employer and you're offering your employees a plan, this strong pressure to make it a plan that al

want to point you all to as you look at materials that are coming out about rates is some work that mckenzie is doing. it is on their website which is on the slide, and it is available to anyone in the public. they've actually -- i just went on today. this is a summary from a couple of days ago, but they've actually added two additional states. as states make information available, they're putting it on their website. as i think you can see from this slide is there is a great deal of variety in the experience across the board. so, again, don't draw individual conclusions about an individual person or individual state from this slide, but i think it does point out a few interesting things. one, you've got individual players coming into the marketplace. up here in the top corner they talk about carrier participation and there are 55 carriers coming back into the markets from a total of 56 across all of those 10 states, and there are an additional 18 who are coming into the market. so, again, while we, starting out from the beginning, because we wanted to go where our customers were, make sure
