we travel to phoenix and met with lawyers for mcso. the man to my left was there who was also a member of my team. we met with attorneys for the county and the sheriff and we met with them and we discussed the parameters of this -- a potential settlement. we've made it clear it would require an independent monitor. we gave mcso a 128 draft settlement agreement that we hoped would serve as a framework for further discussion. unfortunately, these discussions were brief and discussions broke down because mcso and arpaio would not agree to any settlement that included an independent monitor. this is not a new requirement. monitors have been critical components in other cases from las vegas to pittsburgh to elsewhere. they play an important role in making sure reforms are carried out in a sustainable fashion. ronald reagan was correct. trust but verify. there was a provision that stated "the monitor shall not and is not intended to replace or assume the role or duties of the defendant including the share of." monitors work collaboratively t
