i'm the director of the meese center here. and before i call ed meese back up to the stage for a presentation, i just thought i would ask a couple of questions. so sticking with the theme of your presentation about statutory interpretation and constitutional imperatives, i wanted to touch on one aspect that you didn't address. is there any hope that the courts can device an objective way of limiting congressional delegations of power to agencies ask thereby in some way rei didn't havefying the nondelegation doctrine? or is that too much water under the bridge? >> well, i think the way it's working right now is there is a doctrine related to the chevron doctrine that i'll mention that deals with nondelegation issues, or broad delegation issues. so i mentioned the chevron cannon. if an agency is given authority and the statute is ambiguous, defer to the agency. but for the last 20 years, it's been a very important exception to that. it's really a don't apply chevron. and, in fact, presume a nondelegation of the agency in cases i

[laughter] i was so excited. i went home. i was only in d.c. for two weeks. i called my mom and she was afraid i was in jail. [laughter] then she realized i would not be able to make the call. her about it. i thought every weekend in washington dc was going to be just like that. i told general meese more than once, it was law like when he took over in the 1960's and 1970's and we had a serious problem for lack of police. we actually reduced murder rates over 35 years by half. achievementortant for sure. you've had a fabulous run. wherever you are. make no mistake, being able to celebrate justice gorsuch last night was a remarkable thing. delivered on his election and his commitment to the kind of judge we believe is the judge we need in this country. i have admired and appreciated the federal society from the beginning. i remember when i was a young united states attorney, your faculty advisors being a pair of doj veterans. what a good thing that was. i remember joining and following your work. i never had a group around me to go and attend meetings. i have written materials, you should be sure. we felt like a voice in the wilderness. i remember cheering as an assistant united states attorney when there was an opinion eight to one and he stood firm for some important law-enforcement principle. and i was wondering, do we ever change? is this the world we are on
