megan go it is undermining the greek economy. -- megan: it is undermining the greek economy.ks have 150 million euros. the greeks are withdrawing 300 million euros a day. if they can get to july 20 without running out of cash but that is a real hard deadline for greece when they have to repay 300 billion euros to the ecb. guy: the greek banking sector is on the edge right now. how big a catalyst is that? if you're sitting at the negotiation table is that the deadline? is the payment the deadline? what is it that is going to cause a shift? megan: it is hard to gauge. it is clear that this deadline is a hard deadline. if greece and the exiting, it will be because of the banks. it will be because the ecb demands resolution plans. the greek government doesn't have the euros to provide that. guy: would you see this happening? megan: right before the 20th the ecb will look for political coverage to do this. they will ask other countries to guarantee the greek debt. the other countries will say no thank you. the ecb will have the political cover to pull the plug on greece. it is not

news4's megan mcgrath just learned some new information. she's live on the scene now. megan? >> reporter: well, eun, you see behind me here that investigators are still here in the parking lot area of this apartment complex here on cindy lane. we have an investigator back there with a flash light. he's been walking around in the parking lot. he's focusing on a number of different cars here that are parked right along that tree line there. there is a vehicle that has its trunk open and door open. you can see all of the evidence markers that are here on the pavement as well as in the grassy area there next to that gray car. here's what we can tell you. a little after 1:00 this morning, that's when shots rang out here on the 5 block of cindy lane in capitol heights and two people were shot. we're told that they were security guards. one of those security guards was killed. not a lot of information beyond that however. no lookout for suspects and we do have a number of road closures in the area. they're focusing their attention here on this parking lot here. this apartment comple

megan mcgrath is talking to workers and to commuters. megan?> reporter: well, eun, we have not seen any trains traveling on this outbound track. so they are still single-tracking here on the red line this morning. not good news for people who had a difficult time yesterday because of the same problem. here's what we have learned just here within the last half hour or so. there was a foam-filled tire on a piece of work equipment that ruptured yesterday afternoon. that created slippery conditions down on the tracks. in fact, trains apparently were losing traction on the outbound track along that stretch. so for safety reasons they began to single track. take a look at this video and that of course caused major delays throughout the day yesterday.

megan: i agree with all of that. one thing that the referendum achieved was that it totally decimated all of the opposition. if there is one man to deal with in greece it is obviously alexis tsipras. externally, his reputation is damaged or really gambling with the country's's future. charlie: thank you both. what is the next question? first europe, and then globally. ian: is merkel going to come to the table? she is absolutely the one vulnerable here. nobody wants this to fall apart on their watch. tsipras is the hero here, not just for the greeks. he is getting a lot of respect from a lot of people who thought he could not play cards here. he has got a horrible hand. he is playing well as he possibly can. he is doing well right now. merkel is the question. we have to see what she will do and in a 48 hours. it will be interesting to watch. globally, we talk a lot more than the american press does. china is what we need to watch. we can talk about the middle east and greece and iran and iraq and isis, but the fact is

we'll start with megan mcgrath live at the scene. megan?rter: well this is certainly causing a problem for people who use the southbound g.w. parkway. all of the ramps are closed at the beltway. headed in the southbound direction and you can see live here why. we have an accident involving five different vehicles and you can see the vehicle in the center there, the silver suv it actually went off the roadway and is kind of teetering, stuck sort of on this stone wall along the side of the road. actually fortunate they didn't go all way down that's quite a drop in this section. the other four cars are in various states of being banged up. none are drivable. they have to be towed away. doesn't look like we have serious injuries. appears watching things that all the folks involved are still here on the scene. and are talking to police officers so i think everybody is okay, but a lot of damage here. we just had a tow truck, the first tow truck pull up on the scene. looks like they'll go after the vehicle that's teetering on that wall there. take

megan: it is a worse deal.here is no question that alexis tsipras rejected a deal a week and a half ago, only to completely cave to all of the red lines. the greek economy will be worse off. alexis tsipras is able to sell this as a victory because he managed to win some debt relief. if the proposal passes as it stands, the creditors will talk about debt relief by 2022. laura: is there any talk of financial stimulus in this deal for greece who has been through years of austerity? megan: unfortunately, the focus on the deal is more austerity measures rather than structural reform. greece needs to liberalize its product and labor markets, and that is absent on the deal because greece has found itself with such a huge fiscal gap that needs to be quickly closed. laura: the germans have said very little. what do you read into that? are they supportive? megan: because the greek government used the deal that was on the table a week and a half ago as the basis for this one, and has added measures, i think the germans wi

this is where megan mcgrath is live on white drive now. megan, what did you learn? >> reporter: well, aaron, that is the big question was anyone home at the time this fire broke out early this morning. as you look behind me here you can see the tremendous amount of damage that was done to this house on white drive. the entire center section there completely burned out. the roof collapsed there in the middle of the home. at this point, the homeowners are not accounted for. there are two cars that are in the garage. when firefighters arrived on the scene that is causing them some concern. they saw those cars in the garage, but they did not see any residents outside of the home. so they certainly were concerned that someone might be inside the house. they went in, although the prior was very intense, we're told, they had that partial roof collapse. they did the best stretch that they could but were not able to get to all of the rooms in the home. at this point, they're still trying to gather information, talking to their neighbors and trying to get more information on

investigators say megan doto was an innocent bystander last september. our team coverage continues with randy gillen hal who has that part of the story. >> randy is live in frankford where doto was killed. you talked to her mother today, what did she have to say? >> reporter: we spoke with the mother, she said justice can take time but it arrived earlier today, the original shooting happened here on adams avenue in frankford, the victim was standing outside of her home nine months pregnant when the bullets began to fly. when megan was hit by gunfire, she was nine months pregnant. >> i heard shots, iing looed over, and a girl was on the ground. >> her infant daughter only survived for a few more hours. >> that's the last time i hold her. >> megan's mom marianne had the unimaginable task of burying both her daughter and granddaughter in the same casket. then she waited for months as the shooter remained on the run. >> i go to the cemetery a couple times a week. i keep telling her, praying he will be caught. >> today justice, devin was shot and killed durin

megan: even tsipras has said he would have to step down. think they'd put together a national unity government. someone else would have to lead it. the creditors might be willing to negotiate with that government. guy: we had a rally last night designed to support the yes campaign, but nobody is stepping up and supporting it. mayor of athens is, but you still do not have this lightning rod, somebody to act behind -- where's the political leadership that's going to counter that? megan: it is coming from political parties that have been decimated by years of austerity and years of game and government -- being in government. they do not have much of a voice. because they are so unpopular given their involvement in the previous.. guy: d think somebody needs to emerge? do you think tsipras will move? the politics feel very asymmetrical. megan: i tethey are. i do not know who can immerse to support the yes vote. i'm hoping maybe reason emerges. a no vote will almost certainly mean a greek exit, and i'm not sure voters understand that. guy: if i g

and news4's megan mcgrath has more details on the shooting. megan? >> reporter: well eun, you can see behind me here that investigators are still here on thscene. they have got the block still cordoned up here. this is the 900 block of third street here at the intersection of third "i." one person is dead. an adult male shot to death. this happened after 10:00 last night and the search for the gunman is still on going. now, not a lot of information has been released, not a lot of information to go on at this point. it was just a little bit after 10:00 that shots rang out here in northeast washington. one person hit, one person dead. not a really great description of the suspect they're looking for. but they're looking for witnesses. anyone who may have been in the area. if you saw something or heard something, police want to hear from you. no word on the identity of the person who was killed. all we know at this point is that the victim is an adult male. back to you in the studio. >> thank you, megan. >>> less than a mile away a shooting inside the f

megan good morning. >> reporter: well, good morning, eun. all is quiet here along pennsylvania avenue, at least for now. but the backlash against donald trump continues for controversial statements he made about mexican immigrants. later today, a protest is scheduled to take place outside of the luxury hotel trump is building here at the old post office pavilion site. the dump trump protest is scheduled for 1:30 this afternoon. now, the demonstration comes on the heels of celebrity chef jose andres' announcement he's pulling out of the deal to open up a flagship restaurant in the new hotel. he said trump's comments make it impossible to move forward with the project. he said half of his team is latino as are many of the patrons. meanwhile, trump says he has nothing to apologize for. in an interview with nbc news, trump says he will win the latino vote in his bid for president because he creates jobs. now if you work or drive through the area here near the post office pavilion site, you can expect to see some activity when this protest begins

news4's megan mcgrath live with more on this. megan? >> reporter: well, aaron, a number of bear sightings in the great falls area including one right behind me here behind the firehouse. now, take a look at this picture that someone snapped of a -- one of the bears in the area. it's a decent sized bear walking around. you see the back section of the animal as it goes around a stone wall. it is also believed that a bear attacked a dog on river park lane earlier this week. later today, trail cameras will be installed in the area near where the dog was attacked. the animal control officials are trying to figure out exactly what they're dealing with and try and track this bear. on tuesday, 6-year-old lab named blue was found with claw marks on her side. her owner at first thought that she was attack by a raccoon but the vet said no, she was likely attacked by a bear. now, blue's family of course very concerned, this happened in their yard and they're worried about the safety of their children. in fact, a lot of people in the great falls are

megan? >> reporter: well eun, all terrain vehicles and dirt bikes you're not allow to drive them on district streets it is illegal. but many people do it anyway. if you're caught, the penalties aren't that stiff. now council member kenyan mcduffie is trying to change that. later today he's going to introduce legislation that would create a tiered system where the penalties both fines and jail time would increase with each offense. police are looking for more than a dozen people of interest in the shooting death of reporter charnice milton. surveillance video shows them riding atvs and dirt bikes. now under this legislation, let's take a look at the penalties here that would happen. first offense you could face 30 days in jail. and second offense, 90 days in jail and $500 fine and have your license suspended for up to six months. a third offense, 180 days and $1,000 fine. you could lose your license for a year. now currently there's just one penalty, 30 days and a $250 fine. and that's for ho

megan, good morning. >> reporter: well, good morning, eun. police say yeah, they have seen a dramatic trend here. a spike in crime which they believe is attributed to the use of synthetic drugs. the use of synthetic marijuana. later on today, mayor muriel bowser is going to sign into law a bill that will give police greater authority to crack down on businesses that sell these illegal synthetic drugs here in the district of columbia. police believe 18-year-old jasper spires was high on synthetic marijuana when he stabbed kevin sutherland to death on a metro train on the fourth of july. then on tuesday a 10-month-old baby was found abandoned in a stroller at judiciary square. police believe the child's caregiver left the child alone so they could smoke synthetic marijuana. now, police chief cathy lanier say the new law is needed to stop a very disturbing new crime trend. >> i truly feel like if we don't get a handle on the synthetics, the synthetics flavonoids now we are, you know, in danger of going back 20 years. >> reporter: under the bill

megan mcgrath has more on what we're learning about this. megan, good morning. >> reporter: -- worker accusing your child and it happened here at the kiddie academy of west end. they say a member of the staff here physically abused two infants, a 3-month-old and a 7-month-old. 35-year-old claudia roldan has been charged with two counts of second degree child abuse. the 3-month-old was examined by a doctor and was found to have 12 separate bruises on the back arm and both thighs. injuries that could have been caused -- or appeared to have been caused by blunt force or compressive force. the foggy bottom day-care center is well regarded, it sends daily e-mails to parents and they have an extensive security camera system and those cameras, those images, have helped police in their investigation. there's also we're told a witness who told police that she has seen roldan pinch other infants. now, in a written statement, the owner of the kiddie academy west end said we have been working closely with authorities that are conducting this investigati

megan mcgrath breaks down d.c. mayor's new strategy to fight these drugs. megan? >> reporter: well, eun, you may be able to find the drugs in some stores but they're illegal in the district of columbia. and police believe that a spike in crime can be attributed to use of synthetic drugs. later today, mayor muriel bowser is going to sign emergency legislation giving police greater power in cracking down on businesses that sell synthetic drugs. now, police believe that 18-year-old jasper spires was high on synthetic marijuana when he stabbed kevin sutherland to death on a metro train on july the 4th. that's one of the high profile cases that we have seen recently. and on tuesday, a 10-month-old baby was found abandoned in a stroller at judiciary square and police believe the child's caregiver left the child alone so that they could smoke synthetic marijuana. now, police chief cathy lanier says the new law is needed to stop a very disturbing crime trend. >> i truly feel like if we don't get a handle on the synthetics now, we are in danger of you know going back 20 ye

news4's megan mcgrath is live on the road now with a look at what you can expect.ood morning, megan. >> reporter: well, eun, we are pulled over on the shoulder of the express lanes where it merges and people have to go over into the regular lanes. it can be a real choke point during rush hour. you can see what we're talking about. we'll start to drive it here and you can see the end of the express lanes and the barrier in between. traffic has to merge or has to then merge into those regular lanes and it really slows things down. well, what we'll start to see here is that beginning as soon as today they are going to be opening the left-hand shoulder lane to give another lane of traffic. kind of ease that merge and hopefully make things a little more smoother during the rush hour period. now, it's going to be beginning at 7:00 this morning. they're going to open that left-hand shoulder lane to traffic during peak periods. we're talking about a 1.5 mile stretch from the end of the express lanes to the g.w. parkway. we are talking about the inner loop side of 495. now,
